Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

A.       Approval of the minutes of the Board of Commissioners meeting held on Tuesday, July 11, 2017. 

 

2)     CLAIMS:

 

A.       Approval of all claims processed through July 18, 2017.

 

3)     SPECIAL PRESENTATION:

 

A.       Recognition of the County-City Building art exhibit - Jay Gerber

 

B.       Commissioners' Award of Excellence - June Winner - Mike Holle, County Engineering, in the category of Productivity.

 

C.        Recognition of Mitch Sump for being named the Nebraska Association of Transportation Providers Rookie of the Year for 2016 - Sandy Lutz, Aging Partners Administrator for the Community Activities & Services Division. 

 

4)     NEW BUSINESS:

 

A.       Special designated license applications from Meier's Wine, Inc. for the following events:

 

1.     Reception at Prairie Creek Inn, 2400 South 148th Street, Walton, on August 12, 2017.

2.     Reception at Kleinschmidt Residence, 11401 Van Dorn, Walton, on August 11, 2017. 

 

B.       Special designated license application from Blue Stem Tree Farm, 5895 West Sprague Road, Crete, for a country music concert (Frog Fest) to be held on August, 19, 2017.

 

C.        Mini-grant contract application and award with the Nebraska Office of Highway Safety to pay overtime in the amount of $5,174 for the "You Drink & Drive. You Lose." Crackdown.  (C-17-0506)

 

D.       Medicare enrollment application for clinics and group practices for revalidation of the Lancaster County Community Mental Health Crisis Center's enrollment information.  (C-17-0507)

 

E.        Interlocal agreements with the following counties for the safekeeping, care and sustenance of preadjudicated juveniles at the Youth Services Center.  Lancaster County will be reimbursed at the rate of $276 per juvenile per day.

F.        Amendment to County Contract C-13-0335 with Inmate Calling Solutions, LLC for inmate phone services for the Adult Detention Center (Bid No. 12-273).  The amendment extends the contract for an additional two-month term beginning July 23, 2017 through September 22, 2017.  (C-17-0496)  

 

G.       Amendment to County Contract C-14-0626 with Cardiac Science Corporation using the Purchasing Solutions Alliance (PSA) Contract No. 14-100 for automated external defibrillators (AED), related products and services.  The parties hereby amend the contract to add LifeGuard MD, Inc., as a distributor.  (C-17-0498)

 

H.       Amendment to County Contract C-15-0464 with Sapp Bros, Inc., for the annual supply of lubricants (Bid No. 15-133).  The amendment is for a price increase for the remainder of the contract term per Attachment A.  (C-17-0499)


I.        Amendment to County Contract C-09-0137 with Legacy Inmate Communications for inmate phone services for County Correctional facilities (Bid No. 09-016).  The amendment extends the contract for a term beginning July 23, 2017 to July 22, 2018.  (C-17-0500)

 

J.        Contracts with the following medical providers for specialized medical care of General Assistance clients.  Providers will be reimbursed at the Medicaid rate.

 

1.     Nebraska Pulmonary Specialties, LLC  (C-17-0515)

2.     Lincoln Surgical Hospital  (C-17-0516)

3.     Lincoln Surgery Center - Endoscopy (C-17-0517)

4.     Frontier Home Medical  (C-17-0518)

K.       Acceptance of the Lancaster County Back on Track, State Grant Award 17-JS-0424, from the Nebraska Commission on Law Enforcement and Criminal Justice in the amount of $18,100.  (C-17-0522)

 

L.        Grant contract with Matt Talbot Kitchen and Outreach in the amount of $10,000 for the Hunger Relief and Nutrition program.  The contract is funded by the Joint Budget Committee for the period of July 1, 2017 through June 30, 2018.  (C-17-0476)

 

M.      Grant contract with Cedars Youth Services in the amount of $27,345 for the Emergency Shelter/Crisis Stabilization program.  The contract is funded by Juvenile Justice Prevention funds for the period of July 1, 2017 through June 30, 2018.  (C-17-0495)

 

N.       Grant contract with Heartland Big Brothers Big Sisters in the amount of $26,385 for the Mentoring High Risk Youth program through the Nebraska Commission on Law Enforcement and Criminal Justice Juvenile Services Aid Grant (#17-CB-529).  The term of the grant contract is July 1, 2017 through June 30, 2018.  (C-17-0497)

 

O.       Grant contract with HUB-Central Access Point for Young Adults in the amount of $18,100 for the Back on Track program through the Nebraska Commission on Law Enforcement and Criminal Justice Juvenile Services Grant (#17-JS-0424).  The term of the grant contract is July 1, 2017 through June 30, 2018.  (C-17-0502)

 

P.        Grant contract with The Mediation Center in the amount of $40,000 for the Restorative Justice Program.  The grant is funded by Juvenile Justice Prevention Funds for a term of July 1, 2017 through June 30, 2018.  (C-17-0521) 

 

Q.       Grant contract with The Mediation Center in the amount of $46,000 for the Restorative Justice Practices program through the Nebraska Commission on Law Enforcement and Criminal Justice Juvenile Services Aid State Grant (#17-CB-529).  The term of the grant contract is July 1, 2017 through June 30, 2018.  (C-17-0504)

 

R.       Political Subdivision Tort Claim filed against Lancaster County by Charlie R. Johnson.

 

5)     CONSENT ITEMSThese are routine business items that are expected to be adopted   without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.       Receive and place on file the following reports for June, 2017:

 

1.     Records and Information Management

 

B.       Utility Permit No. 1565 allowing Windstream Nebraska, Inc. to install 400 linear feet of underground cable adjacent to North 84th Street from the intersection with Waverly Road.  There is no cost to the County.  (C-17-0494)

 

C.        Utility Permit No. 1568 allowing Lincoln Electric System to install new phone poles north of Prairie Home for approximately 2 to 3 blocks.  There is no cost to the County.  (C-17-0503)

 

D.       Setting a public hearing on Tuesday, July 25, 2017 at 9:00 a.m. in Room 112 of the County-City Building (555 S 10th Street, Lincoln) regarding a petition from ten percent of the property owners within the relevant portions of Hidden Valley Acres and Hidden Valley Acres First Addition in Lancaster County, Nebraska and formation of the Hidden Valley Acres Road Improvement District for the paving of Prairie Rim Road, Deer Valley Lane, Wind River Trail, South 107th Street, Ellenridge Road and South 109th Street; at which time proponents and opponents will be heard.

7)     ANNOUNCEMENTS:

 

A.       The Lancaster County Board of Commissioners will hold staff meetings on Tuesday, July 18, 2017 immediately following the Board of Equalization meeting and Thursday, July 20, 2017 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S 10th Street, Lincoln).

 

B.       The Lancaster County Board of Commissioners will hold their next regular meeting on Tuesday, July 25, 2017 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln).

D.       The Lancaster County Board of Commissioners meeting is broadcast live.  It is rebroadcast on Tuesdays (1:30 p.m. and 7:00 p.m.), Wednesdays (12:00 a.m. midnight) and Saturdays (3:30 p.m.) on 5 City-TV, Cable Channel 5.  In addition, the meeting may be viewed on the internet at lancaster.ne.gov under 5 City-TV, Video on Demand or 5 City-TV on YouTube.
