Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff at the front of the Hearing Room.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

1)      MINUTES:

 

A.        Approval of the minutes of the Board of Commissioners meeting held on Tuesday, July 30, 2019. 

 

2)      CLAIMS:

 

A.        Approval of all claims processed through August 6, 2019. 

 

3)      CONSENT ITEMSThese are routine business items that are expected to be adopted without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.        Utility Permits with no cost to the County for the following:

 

1.     No. 1845 allowing Windstream Nebraska, LLC, to install underground cable for new service to residential address 3065 West Rock Creek Road. (C-19-0600)

2.     No. 1848 allowing Windstream Nebraska, LLC, to install underground fiber optic cable under the south right-of-way line of West Bluff Road from Northwest 105th Street to new service address at 11080 Northwest 84th Street. (C-19-0604)

 

B.        Amendments to the following County contracts:

 

1.     C-17-5010 with Cash-Wa Distributing Company using University of Nebraska RFP 2335-14-5010 for Food Service and Related Items. (The amendment extends the contract from August 1, 2019 through December 31, 2019.  The estimated cost to the County is not to exceed $5,000.) (C-19-0601)

2.     C-18-0468 with Datashield Corporation using State of Nebraska Contract No. 81421 O4 for On-Site Secure Document Shredding. (MOU025. The amendment renews the contract from July 15, 2019 through July 14, 2020.  The estimated cost to the County is not to exceed $4,000.) (C-19-0602)

3.     C-15-0368 with Whelen Engineering Company using WSCA - NASPO, MA No. 81297 for LED Emergency Light Bars, Siren Warning Accessories and Other Related Accessories. (The amendment extends the contract from August 1, 2019 through December 31, 2019.  The estimated to the County is not to exceed $1,500.) (C-19-0603)

 

C.        Right-of-way contracts with the following:

 

1.     Jane K. and Charles D. Bauer; Paul J. Etmund; Sarah Etmund; David B. Etmund and Scott A. Bryant, South 82nd Street between Roca Road and Saltillo Road, in the total amount of $2,270. (2 contracts) (C-19-0605, C-19-0606)

2.     Donna K. Starzec, Southwest 50th Street and West Princeton Road, in the amount of $1,315. (C-19-0607)

 

D.        Received and placed on file the following reports:

 

1.     County Clerk for the month of July, 2019.

2.     Clerk of the District Court for the month of July, 2019.

3.     2019 Annual Inventory of County Real Property.

 

4)      NEW BUSINESS:

 

A.        A resolution in the matter of adopting the Limited English Proficiency Plan for Lancaster County, Nebraska. (R-19-0058)

 

B.        Appointments to the Lincoln-Lancaster County Planning Commission to complete an unexpired term from August 5, 2019 to August 24, 2019; and reappointment to a full-term commencing August 24, 2019 and ending August 24, 2025 with the following:

 

1.     Shams Al-Badry

2.     Cindy Ryman Yost 

 

C.        Appointments and reappointments to the Aging Partners Areawide Council for the following:

 

1.     Appointment of Dennis Buckley to complete an unexpired term ending June 30, 2020.

2.     Appointment of Jenika Long for a three-year term commencing July 1, 2019 and ending June 30, 2022.

3.     Reappointment of John Wyvill for a three-year term commencing July 1, 2019 and ending June 30, 2022.

4.     Reappointment of Vern Schulte for a three-year term commencing July 1, 2019 and ending June 30, 2022.

 

D.        Special Designated License application from Meier's Wine, Inc. dba Meier's Cork n Bottle for an event and UN-L Farmsite (Prairie Pines Nature Preserve), 3130 N. 112th Street, Lincoln on August 24, 2019.

 

E.        Special Designated License application from Seven Diamonds, LLC for an event at Hillside Events Center, 12400 West Denton Road, Denton on August 24, 2019.

 

F.         Recommendation from the Purchasing Agent and County Extension to award a contract to MMC Contractors for rooftop HVAC replacement (Bid No. 19-197). The total amount of the contract is $175,000. (B-19-0197)

 

G.        Nebraska Department of Transportation Highway Safety Office Selective Overtime Enforcement Mini-Grant Contract application and award for funding in the amount of $4,993.28 for the Lancaster County Sheriff's Office to conduct a sobriety checkpoint and multiple saturation patrol projects. (C-19-0608)

 

H.        Federal Equitable Sharing Agreement and Annual Certification Report for the Lancaster County Sheriff's Office regarding equitable sharing activity of drug forfeiture funds for the fiscal year ending June 30, 2019. (C-19-0609)

 

I.         Notice of Termination of County Contract C-18-0403 with the University of Nebraska-Lincoln Police Department. (C-19-0610)

 

J.         Agreement between the University of Nebraska on behalf of the University of Nebraska-Lincoln Police Department and Lancaster County on behalf of the Lancaster County Sheriff's Office to provide public safety employees for University events on an as needed basis.  The University will reimburse the County at the average overtime rate based on the hourly rate of the employee.  The terms of the agreements are July 15, 2019 through July 14, 2022. K.        Federal Equitable Sharing Agreement and Annual Certification Report for the Lancaster County Attorney's Office regarding equitable sharing activity of drug forfeiture funds for the fiscal year ending June 30, 2019. (C-19-0612)

6)      ANNOUNCEMENTS:

 

A.        The Lancaster County Board of Commissioners will hold a staff meeting on Thursday, August 8, 2019 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln).

 

B.        The Lancaster County Board of Equalization will meet on Thursday, August 8, 2018 at 1:00 p.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) to take final action on 2019 real property valuation protests.

 

C.        The Lancaster County Board of Commissioners will hold its next regular meeting on Tuesday, August 13, 2019 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln).

 

D.        The Lancaster County Board of Commissioners will hold public hearings on Tuesday, August 13, 2019 on Change of Zone No. 19018 regarding AG to AG with historic landmark overlay at 17185 Bluff Road and associated Special Permit No. 19033 to allow for hosting of special events at a historic landmark.
