Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff at the front of the Hearing Room.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

T.         Right-of-way contracts with the following:

1.     Lois J. Ronhovde, North 70th Street and Branched Oak Road, in the amount of $631. (C-19-0169)

2.     Vicki A. Nielsen, Trustee, North 84th Street and Mill Road, in the amount of $244. (C-19-0170)

4)      PUBLIC HEARING:

 

A.        Manager application for Fred A. Gertsch in connection with a Class Y liquor license for Prime Country Winery LLC, 12120 Southwest 142nd Street, Denton. (Public Hearing will remain open for one week)

 

B.        Lancaster County Rural Transit project for which financial assistance is being sought from the Federal Transit Administration, pursuant to the Federal Transit ACT (FTA).  (See correlating item 5A)

 

5)      NEW BUSINESS:

 

A.        Resolution instructing Lancaster County Public Rural Transit to apply for federal funds available under Section 5311 of the Federal Transit Act and to use said funds to provide public transportation in Lancaster County and the bordering communities of Adams, Ceresco, Cortland, Eagle and Greenwood. (R-19-0011)

 

B.        Resolution in the matter of amending the policy governing the expenditure of public funds for payment of reimbursement of actual and necessary expenses incurred by county elected officials, appointed officials, employees and volunteers. (R-19-0012)

 

C.        Contract with B.I. Incorporated using the City and County of Denver/US Communities Contract No. 201844994 to provide Offender Monitoring Products, Services and Solutions (MOU043).  The term of the contract is from February 1, 2019 through January 31, 2022. The pricing will be pursuant to the City and County of Denver/US Communities Contract No. 201844994. The cost to the County is not to exceed $240,000. (C-19-0100)

 

D.         Contract with Civic Plus to provide Website, Logo, and Hosting Services. The term of the contract is four years from the date of execution.  The cost to the County is estimated at $161,858. (C-19-0108)

 

E.         Reconsideration of the February 19, 2019 vote on Resolution R-19-0010 regarding County Text Amendment No. 18016 amending the Lancaster County Zoning Resolution, Section 13.048 Commercial Wind Energy Conversion Systems, as provided in Attachments A, B and C. (Note: To reconsider the vote a Motion to Reconsider is required by Commissioners Brinkman, Amundson, Schorr, or Vest. Any Commissioner may second the Motion to Reconsider.)

A.        The Lancaster County Board of Commissioners will hold a staff meeting on Thursday, February 28, 2019 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln).

 

B.        The Lancaster County Board of Commissioners will hold its next regular meeting on Tuesday, March 5, 2019 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) with the Board of Equalization immediately following.
