Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

A.       Approval of the minutes of the Board of Commissioners meeting held on Tuesday, February 6, 2018. 

 

2)     CLAIMS:

 

A.       Approval of all claims processed through February 13, 2018.

1.     January, 2018 Winner - Dave Haas, County Engineering, in the category of Productivity

2.     Annual Award Honorable Mention Winner for 2017 - Kelly Lundgren, County Clerk's Office, in the category of Productivity

3.     Annual Award Winner for 2017 - Colt Lathrop, Corrections, in the category of Valor

 

B.       Proclaiming February 20, 2018 as 4-H Achievement Day - Karen Wobig, Extension Educator Unit Leader and Tracy Anderson, 4-H Coordinator (See correlating item 4A)

 

C.        Promotion of the 2018 City-County Employee Wellness Fair on February 28, 2018 - Keerun Huppert, City of Lincoln Wellness Coordinator and Sue Eckley, Lancaster County Risk Manager

 

4)     NEW BUSINESS:

 

A.       Resolution proclaiming February 20, 2018 as 4-H Achievement Day.  (R-18-0006)

 

B.       Special Events Permit application from Noah Burke, University of Nebraska-Lincoln Cycling Club, to hold the 2018 Tour De Husker cycling race on March 17, 2018. 

 

C.        Special Events Permit application from David Hattan, Lincoln Track Club, to hold the State Farm Run on March 24, 2018. 

 

D.       Agreement between Lancaster County, on behalf of the Lancaster County Election Commissioner and Steve McClatchey for the delivery of voting machines and other miscellaneous equipment to several polling locations for the Primary Election to be held on Tuesday, May 15, 2018.  The County will pay $58 per polling location for the delivery service.  (C-18-0084)

 

E.        Recommendation from the Purchasing Department and the Sheriff's Office to award a purchase order to GT Distributors, Inc., for tactical gear (Bid No. 18-016).  The total amount is $24,122.14.  (C-18-0081)

 

F.        Resolution in the matter of establishing an open meetings policy for the Lancaster County Board of County Commissioners, the Lancaster County Board of Equalization and the Lancaster County Board of Corrections.  (R-18-0011)

 

G.       Agreement with the Courtyard by Marriott Lincoln Downtown, to provide meeting rooms, guest rooms and various services for the Lancaster County Community Corrections meeting beginning June 12, 2018 through June 13, 2018.  There is no cost to the County.  (C-18-0085)

 

H.       Licensure renewal application with the Nebraska Department of Health and Human Services for operation of the Lancaster County Mental Health Crisis Center at 825 J Street.  The County will pay $250 for the renewal license. 

 

I.        Contract with Voss Electric Company d/b/a Voss Lighting using State of Nebraska Contract No. 14931 OC to provide light bulbs, ballasts and retrofit kits (MOU016).  The term of the contract is upon execution through January 25, 2019.  Pricing will be pursuant to the lead contract.  The cost to the County is not to exceed $2,500.(C-18-0074)

 

J.        Amendment to Resolution No. R-18-0008 amending the effective date for Dr. Sanat Roy's salary increase to be effective December 21, 2017 instead of December 19, 2017.   (R-18-0012)

 

K.       Amendments to the following contracts for the annual supply of office seating (Bid No. 12-249).  The amendments renew the contracts from February 12, 2018 through June 11, 2018.  The estimated cost to the County is not to exceed $5,400. 

 

1.     County Contract C-12-0700 with AOI Corporation.  (C-18-0076)

2.     County Contract C-12-0702 with Office Interiors & Design.  (C-18-0077)

 

L.        Amendment to County Contract C-17-0227 with encompas Corporation for the annual supply of Haworth office seating (SS-50).  The amendment renews the contract from February 12, 2018 through June 11, 2018.  The estimated cost to the County is not to exceed $5,000.  (C-18-0078)

 

M.      Amendment to County Contract C-16-0069 with Matheson Tri-Gas for the annual rental and service of industrial gases (Quote No. 5201).  The amendment renews the contract for an additional one-year term beginning February 11, 2018 through February 10, 2019.  The cost to the County is not to exceed $3,200.  (C-18-0079)

 

N.       Amendment to County Contract C-17-0229 with Your Next Tire (Tredz Centrall) for the annual inspection and repair of vehicle lifts (Quote No. 5533).  The amendment renews the contract for a term beginning March 28, 2018 through March 27, 2019.  The cost to the County is not to exceed $1,000.  (C-18-0080)

 

O.       Amendment to County Contract C-17-0378 with Midwest Sound & Lighting, Inc., for the Hall of Justice courtroom audio replacement (Bid No. 17-130).  The amendment extends the contract for one month beginning February 1, 2018 through March 1, 2018 and reflects additional services being provided.  The cost to the County is not to exceed $2,344.  (C-18-0082)

 

P.        Grant contract with Family Violence Council in the amount of $64,251 for the continued operation of the "Improved Community Response to Sexual Assault and Legal Advocacy Relating to Protection Orders and Immigrants in Lancaster County" program (VAWA Grant #2017-WE-AX-0013, CFDA #16.590).  Term of the grant contract is October 1, 2017 through September 30, 2019.  (C-18-0075)

 

Q.       Reappointment of Ed Woeppel to the Lancaster County Board of Zoning Appeals for a term commencing April 1, 2018 and ending March 31, 2023. 

 

R.       Appointment of Gwen Thorpe to the Lancaster County Keno Human Services Prevention Fund Advisory Committee for a three-year term commencing January 1, 2018 through December 31, 2020. 


5)     CONSENT ITEMSThese are routine business items that are expected to be adopted   without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of:

B.       Setting a public hearing on Tuesday, February 20, 2018 at 9:00 a.m., in Room 112 of the County-City Building (555 S 10th Street, Lincoln) regarding the Lancaster County Rural Transit project for which financial assistance is being sought from the Federal Transit Administration, pursuant to the Federal Transit ACT (FTA).
