Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

1)     MINUTES:

 

A.       Approval of the minutes of the Board of Commissioners meeting held on Tuesday, May 9, 2017. 

 

2)     CLAIMS:

 

A.       Approval of all claims processed through May 16, 2017.

 

3)     PUBLIC HEARING:

 

A.       Amusement license application from Row Crop, LLC to hold an outdoor music concert (Luke Bryan Farm Tour) on September 28, 2017 at 701 SW 63rd Street, Lincoln, Nebraska. (See correlating item 4A) 

 

4)     NEW BUSINESS:

 

A.       Amusement license application from Row Crop, LLC, to hold an outdoor music concert (Luke Bryan Farm Tour) on September 28, 2017 at 701 SW 63rd Street, Lincoln, Nebraska.   

 

B.       Memorandum of Agreement between the Federal Emergency Management Agency and Lancaster County Emergency Management relating to the use of the Integrated Public Alert and Warning System (IPAWS).  The term of the agreement is three years.  There is no cost to the County.  (C-17-0331)

 

C.        Agreement with the Administrative Office of the Nebraska Supreme Court for administration of the Adult Drug Court for the District Court of Lancaster County.  The Administrative Office of the Courts will pay the County $493,678 for the services.  Term of the agreement is July 1, 2017 through June 30, 2019.  (C-17-0332)

 

D.       Amendment to County Contract C-16-0594 with Soval Solutions, LLC, for professional consulting services to establish caseload standards for the Lancaster County Attorney's Office.  The amendment extends the contract through June 30, 2018.  The cost to the County will be $18,000.  (C-17-0336)

 

E.        Amendment to County Contract C-06-0201 with Global Software, Inc., for computer software "Spreadsheet Server for JD Edwards".  The amendment provides for adding one limited license at a cost of $1,000.  The amendment increases the total amount paid by the County for user licenses to $25,700. (C-17-0339)

 

F.        Amendment to an Interlocal Agreement (C-16-0010) with the Nebraska Secretary of State, Records Management Division, to provide microfilming imaging services.  The amendment renews the agreement from April 1, 2017 through March 31, 2018.  (C-17-0340)

 

G.       Sales quotation from Seiler for annual technical support, software maintenance and warranty for the County Engineer's Trimble software and hardware.  The cost to the County is $6,067.43.  (C-17-0341)

 

H.       Quitclaim deed from Lancaster County to Jeffrey D. and Tiffaney M. Radik to convey property generally located in a portion of West Meinke Street vacated by County Resolution R-17-0017, in the unincorporated Village of Kramer, Lancaster County.

 

I.        Recommendation from the Purchasing Agent and the County, District and Juvenile Courts to award a contract for Hall of Justice courtroom audio replacement (Bid No. 17-130) to Midwest Sound and Lighting.  The total amount is $189,382.  (B-17-0130)

 

J.        Recommendation from the Purchasing Department and County Sheriff to award a purchase order to Anderson Ford, using State of Nebraska Contract Number 14611OC to provide one Ford Police Midsize Utility Vehicle.  The cost to the County is $29,539.  (C-17-0338)

 

K.       Recommendation from the Purchasing Department and County Engineer to award a purchase order to Titan Machinery, using State of Minnesota contract MNCPV NT-622(5), for the purchase of a Case backhoe (580SNWT).  The cost to the County is $92,000.  (C-17-0330)

 

L.        Unit price quotation from Americom Communications Corporation, pursuant to County Contract C-16-0689, in the amount of $21,786 for the supply and installation of Enterprise Video Management software and equipment for Lancaster County Treasurer, Drivers Licensing.  The amount exceeds the $20,000 purchasing threshold. 

 

M.      Contract with Office Depot, Inc., using the City of Tamarac, Florida Contract No. 13-23R to provide office supplies.  Term of the contract is from April 18, 2017 through April 17, 2018.  The cost to the County is not to exceed $225,000.  (C-17-0329)

 

N.       Agreement between Alfred Benesch and Company and Lancaster County on behalf of the Lancaster County Engineer to provide material testing on asphalt for the County's 2017 paving and resurfacing project (Project 17-01).  The cost to the County is not to exceed $13,800.  (C-17-0343)

 

O.       Amendment to County Contract C-14-0294 with B.I. Incorporated using the City and County of Denver Contract No. Safety-201314300-00 to provide offender monitoring products, services and solutions.  The amendment renews the contract from February 1, 2017 through January 31, 2019.  The cost to the County is not to exceed $100,000. (C-17-0326)

 

P.        Amendment to County Contract C-17-0034 with Murphy Tractor & Equipment Company for skid steer loader rentals (Bid No. 16-271).  An additional loader has been added for County Corrections.  The estimated expenditures for this contract will be increased by $4,213 for the remainder of the contract term for a revised total amount of $8,713.  (C-17-0327)

 

Q.       Amendments to the following contracts for the annual service of noxious weed control, spraying and mowing (Bid No. 15-087).  The amendments renew the contracts from May 19, 2017 through May 18, 2018. 

 

1.     County Contract C-15-0215 with Beatrice Lawn Care, Inc., in an amount not to exceed $10,000.  (C-17-0333)

2.     County Contract C-15-0218 with DeAngelo Brothers, in an amount not to exceed $5,000.  (C-17-0334)

3.     County Contract C-15-0216 with Mr. Yards and More, LLC, in an amount not to exceed $12,000.  (C-17-0335)

 

R.       Amendment to County Contract C-14-0247 with New Heights Tree Service for tree trimming and removal services (Bid No. 14-009).  The amendment renews the contract from May 20, 2017 through May 19, 2018.  The cost to the County is not to exceed $10,000.  (C-17-0345)

 

S.        Political Subdivision Tort Claim filed against Lancaster County by Michael S. Cejka in the amount of $96.63. 


5)     CONSENT ITEMSThese are routine business items that are expected to be adopted   without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.       Receive and place on file the following reports for April, 2017:

 

1.     Records and Information Management

 

B.       Right-of-way contract between Lancaster County and Phyllis Acklie, North 112th Street and Alvo Road, in the amount of $1,459.  (C-17-0344)

 

C.        Utility Permit No. 1522 allowing Unite Private Networks to install a new fiber optic cable under Yankee Hill Road from South 56th Street to South 70th Street.  There is no cost to the County.  (C-17-0328)

7)     ANNOUNCEMENTS:

 

A.       The Lancaster County Board of Commissioners will hold a staff meeting, including department budget hearings, on Thursday, May 18, 2017 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln). 

 

B.       The Lancaster County Board of Commissioners will hold their next regular meeting on Tuesday, May 23, 2017 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln).

 

C.        The Lancaster County Board of Commissioners will hold department budget hearings on Tuesday, May 23, 2017 at 10:00 a.m. or immediately following the Lancaster County Board of Commissioners regular meeting in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln).

E.        The Lancaster County Board of Commissioners meeting is broadcast live.  It is rebroadcast on Tuesdays (1:30 p.m. and 7:00 p.m.), Wednesdays (12:00 a.m. midnight) and Saturdays (3:30 p.m.) on 5 City-TV, Cable Channel 5.  In addition, the meeting may be viewed on the internet at lancaster.ne.gov under 5 City-TV, Video on Demand or 5 City-TV on YouTube.
