Making municipal buildings 100% carbon neutral by 2035

The City of Lincoln’s 2021-2027 Climate Action Plan (Climate Action Plan) and the Lincoln-Lancaster County 2025 Comprehensive Plan (Comprehensive Plan) commit to impactful decarbonization and sustainability goals. The City and County must now clearly define the role of municipal buildings in achieving their goals.

To address this, Lincoln, Lancaster County, and the Public Building Commission launched a year-long planning effort from spring of 2024 through spring of 2025.

The Municipal Buildings Energy Management Plan (EMP) establishes an energy use baseline for buildings owned and operated by the City of Lincoln, Lancaster County, and the Public Building Commission (PBC). Through building energy use analysis, facility condition walk-throughs, and stakeholder interviews, the EMP identifies opportunities for energy efficiency improvements and recommends a pathway towards achieving the City’s and County’s goal to become 100% carbon neutral by 2035.
