Summary

The City of Lincoln and Lancaster County Municipal Buildings Energy Management Plan (EMP) establishes a baseline for energy use for buildings owned and operated by the City of Lincoln, Lancaster County, and the Public Building Commission (PBC).

A total of seven Departments / Divisions consisting of approximately 90 major facilities, totaling approximately 2.8 million square feet, are included in the Plan. The planning process included building energy assessments as well as interviews with facility managers to identify opportunities for improvements in energy efficiency. Southeast Community College instructors and IBEW Local 265 journeyman and apprentices participated in several building assessments.

The resulting recommendations provide a pathway for achieving the City’s goal to become net zero by 2035 as described in City of Lincoln, 2021 – 2027 Climate Action Plan (CAP). The Plan's recommendations also align to achieve 100% net renewable/carbon neutral by 2035 as outlined in Lincoln-Lancaster 2050 County Comprehensive Plan Policy 46: Public Buildings and Policy 48: Renewable Energy. The EMP recommendations highlight improvements related to the facility conditions as well as operational practices and policies that impact energy use, operations, and maintenance. The EMP recommendations can be implemented in a phased manner addressing priorities of the City of Lincoln, Lancaster County, and PBC. A phasing framework is recommended to help align with the planned capital improvement projects of various departments, ongoing deferred maintenance projects, and the EMP recommendations.

This EMP was developed in close collaboration with City and County leadership and staff, including a working group of City of Lincoln, Lancaster County, and PBC leadership as well as a Review Committee consisting of representatives from various divisions and departments. Ongoing collaboration across City and County departments and divisions will remain critical throughout the implementation of this plan.
