Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff at the front of the Hearing Room.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

1)      MINUTES:

 

A.        Approval of the minutes of the Board of Commissioners meeting held on Tuesday, July 2, 2019. 

 

2)      CLAIMS:

 

A.        Claim for review of voucher #649806 for $199.90 from the Election Commission (P-Card not used for lodging).

 

B.        Claim for review of voucher #649171 for $264.83 from the Public Defender (P-Card not used for transportation or conference fee).

 

C.        Approval of all claims processed through July 9, 2019. 

 

3)      CONSENT ITEMSThese are routine business items that are expected to be adopted without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.        Amendments to the following County contracts:

 

1.     C-19-0401 with Hamilton Equipment Co. for Annual Supply - Skid Steer Loader Rentals. (Bid No. 19-088. The amendment corrects the dates listed under Section 8, Period of Performance from July 1, 2019 through June 30, 2020 to August 1, 2019 through July 31, 2020.) (C-19-0530)

2.     C-18-0443 with Sid Tool Co., Inc., dba MSC Industrial Supply Co., Inc., using the NASPO ValuePoint 8499 - State of Oregon, State of NE Participating Addendum No. 15003 OC for Facilities Maintenance and Repair & Operations (MRO) and Industrial Supplies (MOU027).  (The amendment renews the contract from July 1, 2019 through June 30, 2020.  The estimated cost to the County is not to exceed $3,000.) 3.     C-18-0356 with Company Care for Annual Services - Employee Medical Exams (The amendment renews the contract from July 3, 2019 through July 2, 2020. The cost to the County is not to exceed $16,500.) (C-19-0535)

 

B.        Amendments to the following County contracts using University of Nebraska RFP #2951-18-7215 for Paint and Related Products (MOU031). (The amendments renew the contracts from August 1, 2019 through July 31, 2020.  The estimated cost to the County for each agreement is not to exceed $1,000):

 

1.     C-18-0534 with Diamond Vogel (Vogel West, Inc.). (C-19-0542)

2.     C-18-0535 with Sherwin-Williams Company. (C-19-0543)

 

C.        Utility Permits with no cost to the County for the following:

 

1.     No. 1803 allowing Windstream to install new utility poles with antenna installation in the county right-of-way at locations generally described as: 1244 Bluff Road; 7812 West Davey Road; 13803 Branched Oak Road; 462 Northwest 112th Street; 12013 Northwest 40th Street; and 4412 West Agnew Road. (C-19-0532)

2.     No. 1804 allowing Windstream to install new utility poles with antenna installation in the county right-of-way at locations generally described as: 13723 West Sprague Road; 462 West Rokeby Road; 9803 Southwest 119th Street; 11395 Southwest 70th Street; and 7413 West Sprague Road. (C-19-0533)

3.     No. 1805 allowing Windstream to install new utility poles with antenna installation in the county right-of-way at locations generally described as; 14831 Old Cheney Road; 9631 South 98th Street; 18095 Roca Road; and 5613 Saltillo Road. (C-19-0534)

4.     No. 1765 allowing Windstream to install new utility poles with antenna installation in the county right-of-way at locations generally described as; 17946 Fletcher Avenue; 18041 Little Salt Road; 12154 Van Dorn Street; 13262 Adams Street; and 10403 Raymond Road. (C-19-0536)

5.     No. 1822 allowing Windstream Nebraska, LLC, to install underground fiber optic cable in the east right-of-way line of South 82nd Street from Firth Road to Pella Road. (C-19-0544)

 

D.        Grant contract with Salvation Army for the Sudanese Advocacy and Teen Night programs funded by Juvenile Justice Prevention Funds for the period of July 1, 2019 through June 30, 2020 in the amount of $60,000. (C-19-0537)

 

E.        Grant contracts with El Centro de las Americas funded by Community-Based Juvenile Services Aid for the period of July 1, 2019 through June 30, 2020 for the following:

 

1.     Joven Noble program in the amount of $51,147. (C-19-0538)

2.     Latin Leaders program in the amount of $26,232. (C-19-0539)

 

F.         Grant contracts funded by the Violence Against Women Act (VAWA) for the Coordinated Response to Reducing Domestic Violence program for the period of July 1, 2019 through June 30, 2020 with the following:

 

1.     El Centro de las Americas in the amount of $4,621. (C-19-0540)

2.     Family Violence Council the amount of $11,000. (C-19-0541)

 

G.        Received and placed on file the following reports for June, 2019.

 

1.     Records and Information Management.

2.     Clerk of the District Court.

3.     County Clerk.

4.     Assessor/Register of Deeds.

 

H.        Received and placed on file the County Attorney's quarterly report for April 1 to June 30, 2019.

 

4)      NEW BUSINESS:

 

A.        Resolution in the matter of witness fees paid by Lancaster County, which have remained unclaimed for six months or more. (R-19-0052)

 

B.        Special Events Permit applications from Brandon Holscher, Nebraska Sports Council, for the following events:

 

1.     Cornhusker State Games Gravel Grinder on July 27, 2019.

2.     Cornhusker State Games Cycling Tour on July 28, 2019.

 

C.        Certification regarding Nebraska Crime Commission Operating Instruction Number 42, Discrimination and Harassment Policy and Complaint Procedures for the Nebraska Crime Commission and Sub-grant Recipients.

 

D.        Interlocal agreement with Educational Service Unit (ESU) No. 18 for educational services to youth detained at the Youth Services Center.  The County will reimburse the ESU up to $799,344 for the services provided.  The term of the agreement is from August 1, 2019, through July 31, 2020.  (C-19-0545)

 

E.        Recommendation from the Purchasing Agent and County Budget Officer to award a contract to RSM US LLP for Audit Services (RFP No. 19-133). The total cost over the four-year term is $246,050. (B-19-0133)

 

F.         Recommendation from the Purchasing Agent and Lancaster County Engineer to award a contract to Nebraska Salt & Grain Company for the Annual Supply of Road Salt (Bid No. 19-152).  The estimated amount is $160,380. (B-19-0152)

 

5)      PUBLIC COMMENT: Those wishing to speak on items relating to County business not on the agenda may do so at this time.

6)      ANNOUNCEMENTS:

 

A.        The Lancaster County Board of Commissioners will hold staff meetings on Tuesday, July 9, 2019 at 9:30 a.m., and Thursday, July 11, 2019 at 9:00 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln).

 

B.        The Lancaster County Board of Commissioners will hold its next regular meeting on Tuesday, July 16, 2019 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln).
