Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff at the front of the Hearing Room.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

A.        Approval of the minutes of the Board of Commissioners meeting held on Tuesday, March 26, 2019. 

 

2)      CLAIMS:

 

A.        Approval of all claims processed through April 2, 2019. 

 

3)      CONSENT ITEMSThese are routine business items that are expected to be adopted without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.        Amendments to the following County contracts:

 

1.     C-18-0144 with A-TEC Recycling for Annual Requirements - Fluorescent Bulb and Battery Recycling Services. (Quote No. 5798. The amendment renews the contract from March 29, 2019 through March 28, 2020. The cost to the County is not to exceed $2,000.) (C-19-0244)

 

2.     C-18-0469 with Enterprise Rent A Car Company Midwest for Third Party Short-Term Vehicle Rental Services. (MOU014. The amendment renews the contract from February 17, 2019 through February 16, 2020.  The estimated cost to the County is not to exceed $15,000.) (C-19-0245)

 

B.        Right-of-way contracts on South 82nd Street between Roca Road and Saltillo Road with the following:

4)      PUBLIC HEARING:

 

A.        Application for reconstruction of a licensed premise of a liquor license held by Numark Golf LLC, d/b/a Numark Golf Course located at 4944 South 89th Street, Lincoln, Lancaster County, Nebraska. (See correlating item 5A)

 

5)      NEW BUSINESS:

 

A.        Resolution in the matter of an application for reconstruction of a licensed premise of a liquor license held by Numark Golf LLC, d/b/a Numark Golf Course located at 4944 South 89th Street, Lincoln, Lancaster County, Nebraska. (R-19-0024)

 

B.        Resolution in the matter of an application for deletion of a portion of licensed premise of a liquor license held by Numark Golf LLC, d/b/a Numark Golf Course located at 4944 South 89th Street, Lincoln, Lancaster County, Nebraska. (R-19-0025)

 

C.        Resolution in the matter of the emergency closure of Bridges S-179, Q-110, and Y-74 and Culvert M-38. (R-19-0026)

 

D.        Special designated license application from Ken's Liquor, Inc., for an event on Friday, April 26, 2019 at Roca Ridge Event Center, 5265 Prairie Sage Drive, Roca, Nebraska.

 

E.        Contract with OReilly Auto Enterprises, LLC dba OReilly Auto Parts using the Sourcewell (Formerly NJPA) Contract No. 062916-ORA, State of Nebraska Participating Addendum No. 14690 OC, to provide Fleet Services Parts and Equipment. The term is upon execution through September 6, 2019.  Upon conclusion of the initial term, the contract may be renewed for two additional one-year terms. The pricing will be pursuant to the lead contract. The cost to the County is not to exceed $1,200. (C-19-0246)

 

F.         Acceptance of the Federal Grant Award 18-JJ-0001 from the Nebraska Commission on Law Enforcement and Criminal Justice in the amount of $196,453 for FY 18 Addressing Training Needs for Juvenile Prosecutors for the period of October 1, 2018 through September 30, 2021. (C-19-0270)

 

G.        Interlocal agreement with the City of Lincoln to define the roles and responsibilities with respect to certain pedestrian and bicycle trails that run under County Bridges O-175 and O-37 in Wilderness Park. (C-19-0271)

 

H.        Recommendation from the Purchasing Agent and County Engineer to award a contract to Van Kirk Brothers Construction for South 82nd Street Grading (Bid 19-084).  The total cost is $1,204,820.57 (B-19-0084)

A.        The Lancaster County Board of Commissioners will hold a staff meeting on Thursday, April 4, 2019 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln).

 

B.        The Lancaster County Board of Commissioners will hold its next regular meeting on Tuesday, April 9, 2019 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln).
