Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff at the front of the Hearing Room.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

1)      MINUTES:

 

A.        Approval of the minutes of the Board of Commissioners meeting held on Tuesday, July 10, 2018. 

 

2)      CLAIMS:

 

A.        Approval of all claims processed through July 17, 2018. 

 

3)      NEW BUSINESS:

 

A.        Resolution in the matter of applying for financial assistance from the Recreational Trails Program Grant Fund for the Wilderness Park South Bridge in Lancaster County, Nebraska. (R-18-0044)

 

B.        Resolution authorizing the installation of traffic control devices in Lancaster County. (R-18-0045)

 

C.        Special designated license application from Blue Stem Tree Farm, 5895 West Sprague Road, Crete, for a country music concert (Frog Fest) to be held on August 18, 2018.

 

D.        Special event permit application from Craig Schmidt and Corey Godfrey for Gravel Worlds bicycle ride on Sunday, August 19, 2018.

 

E.        Acceptance of Lancaster County's rates for group insurance benefits for Life and Supplemental Life/AD&D coverage with The Hartford from August 1, 2018 through August 1, 2020.

 

F.         Recommendation from the Purchasing Agent and the County Sheriff to award and execute a purchase order for six (6) police midsize utility vehicles from the State of Nebraska contract (#14611OC). The total amount of the order is $180,144. (C-18-0400)

 

G.        Agreement between the University of Nebraska on behalf of the University of Nebraska-Lincoln Police Department and Lancaster County on behalf of the Lancaster County Sheriff's Office to provide public safety employees for University events on an as needed basis.  The University will reimburse the County at the average overtime rate based on the hourly rate of the employee.  The term of the agreement is July 15, 2018 through June 14, 2019 and will automatically renew for the succeeding year until terminated. H.        Agreement with Alfred Benesch and Company and Lancaster County on behalf of the Lancaster County Engineer for the 2018 miscellaneous materials asphalt correlation and laboratory testing.  The cost to the County is not to exceed $17,000. (C-18-0404)

 

I.         Contract with M.E. Collins Contracting Co., Inc. and Lancaster County on behalf of the Lancaster County Engineer for concrete box culverts B-147 and N-19.  The cost to the County is $495,908.94.  Work is to be completed on or before November 1, 2018 (or within 30 working days of the County's notice to proceed). J.         Agreement between the University of Nebraska Board of Regents and the Lincoln Housing Authority for operation of the Nutrition Education program to address the nutritional needs of certain limited income persons living in urban housing in Lancaster County. The County will pay up to $20,734 for the services provided by the University. The Housing Authority will pay $10,519 for services, combined with $11,247 from the United States Department of Agriculture (USDA) Supplemental Nutrition Assistance program. The term of the agreement is September 1, 2018 through August 31, 2019. (C-18-0406)

 

K.        Agreement with Region V Systems for Emergency Protective Custody (EPC) services at the Mental Health Crisis Center.  Region V will enter into separate agreements with referring counties who will send acutely mentally ill individuals to Lancaster County.  The County will be paid $186 per individual per day.  The term of the agreement is July 1, 2018 to June 30, 2019. L.         Grant contracts funded by the Juvenile Justice Prevention Funds for the period of July 1, 2018 through June 30, 2019 with the following:

 

1.     The Salvation Army in the amount of $30,000 for the Shields Unite program. (C-18-0408)

2.     The Salvation Army in the amount of $40,000 for the Sudanese Advocacy program. (C-18-0409)

 

M.       Acceptance of Federal Grant Award 2017-WF-AX-00004 from the U.S. Department of Justice passed through the Nebraska Commission on Law Enforcement and Criminal Justice sub-grant award (#17-VW-0709), in the amount of $240,235. The grant is funded by the Federal program S.T.O.P. Violence Against Women for the period of June 1, 2018 through May 31, 2019. (C-18-0410)

 

4)      CONSENT ITEMSThese are routine business items that are expected to be adopted   without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.        Right-of-way contracts with the following:

 

1.     Shyla McGill, North 110th Street and Agnew Road, in the amount of $16. (C-18-0411)

2.     Curtis L. Tomasevicz, Northwest 27th Street and West Raymond Road, in the amount of $1,135. (C-18-0412)

3.     Paulsen Family Living Trust, South 120th Street and Hickman Road, in the amount of $1,252. (C-18-0413)

4.     301 Investment, LLC, South 78th Street and Hickman Road, in the amount of $271. (C-18-0414)

B.        Amendment for a price increase with Matheson-Trigas for rental and service of industrial gases (Quote 5201). The revised estimated expenditure to the County for this contract period is not to exceed $3,200. (C-18-0399)

 

C.        Receive and place on file the County Attorney's reports for April 1, 2018 through June 30, 2018.

B.        The Lancaster County Board of Commissioners will hold its next regular meeting on Tuesday, July 24, 2018 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln).
