A.       Approval of the minutes of the Board of Commissioners meeting held on Tuesday, August 8, 2017. 

 

2)     CLAIMS:

 

A.       Approval of all claims processed through August 15, 2017.

 

3)     NEW BUSINESS:

 

A.       Appointment of Cristy Joy to the City of Lincoln-Lancaster County Planning Commission to complete the unexpired term of Ken Weber, ending September, 2019.

 

B.       Appointment of Debra McGuire and Lucas Sabalka to the Air Pollution Control Advisory Board for terms to expire on September 1, 2020. 

 

C.        Amusement license renewal application from Josh Kadavy to operate JK's Pumpkin Patch, 757 Bluff Road, Lincoln on the weekends from September 15, 2017 through October 29, 2017.   

 

D.       Special designated license application from the Nebraska Restaurant Association for an event at Hillcrest Country Club, 9401 O Street, Lincoln, on September 11, 2017. 

 

E.        Special designated license application from Discount City for a wedding reception at Hillside Events, 12400 West Denton Road, Denton, on September 9, 2017. 

 

F.        Resolution in the matter of applying for financial assistance from the Recreational Trails Program grant fund for the Wilderness Park South bridge in Lancaster County.  (R-17-0059)

 

G.       Resolution in the matter of dissolution of the Highlands Road Improvement District, Lancaster County, Nebraska.  (R-17-0060)

 

H.       Resolution in the matter of dissolution of the Nealrene Acres Road Improvement District, Lancaster County, Nebraska.  (R-17-0061)

 

I.        Agreement between the BNSF Railway Police and Lancaster County, on behalf of the Lancaster County Sheriff, for use of the County Firearms Range for training and qualification testing.  Term of the agreement is for five years.  (C-17-0655)

 

J.        Agreement between Row Crop, LLC and Lancaster County, on behalf of the Lancaster County Sheriff's Office, for the hiring of sheriff's deputies to assist Row Crop, LLC with security at the Luke Bryan Farm Tour concert on September 28, 2017.  Row Crop, LLC will pay the Lancaster County Sheriff's Office for the deputies' hours worked at the rate of one and one-half (1.5) times the regular hourly pay, plus benefits and also pay vehicle charges, if requested.  (C-17-0656)

 

K.       Professional services agreement between Soval Solutions, LLC and Lancaster County, on behalf of Department of Community Corrections, for consulting services to evaluate outcomes for Community Corrections' sobriety program called 24/7.  Term of the contract is from July 1, 2017 through June 30, 2018.  The cost to the County is not to exceed $67,500.  (C-17-0657)

 

L.        Addendum to County Contract C-09-0542 with Blue Cross and Blue Shield of Nebraska to establish the Mental Health Crisis Center's participation and reimbursement amounts for the Select BlueChoice Network.  (C-17-0658)

 

M.      Approval of the Surplus Portable Electronic Device Policy.

 

N.       Recommendation from Purchasing and the Selection Committee to award a contract to Midwest Office Automations for cost-per-copy services.  The estimated expenditures over the initial term of the contract is $568,978.  (B-17-0199)


O.       Contracts with the following to provide the annual supply of correctional facility clothing and supplies (Bid No. 17-157).  Terms of the contracts is four years from the date of execution.  The total combined cost to the County is not to exceed $300,000.

 

1.     Bob Barker Company, Inc. (C-17-0638)

2.     Uniforms Manufacturing, Inc.  (C-17-0639)

 

P.        Contracts with the following to provide the annual supply of workstations and accessories (Bid No. 17-140).  Terms of the contracts are one year from the date of execution. 

 

1.     AOI, in an amount not to exceed $2,500.  (C-17-0645)

2.     Office Interiors & Design, Inc., in an amount not to exceed $4,500.  (C-17-0646)

 

Q.       Amendment to County Contract C-16-0407 with Supersteam for unit price carpet cleaning (Bid No. 16-140).  The amendment renews the contract from August 9, 2017 through August 8, 2018.  The cost to the County is not to exceed $10,000.  (C-17-0630)

 

R.       Amendment to County Contract C-17-0378 with Midwest Sound & Lighting for the Hall of Justice Courtroom audio replacement (Bid No. 17-130).  The cost will be increased by $2,875 for the remainder of the contract term with a revised total of $192,257.  (C-17-0631)

 

S.        Amendment to County Contract C-15-0407 with NMC, Inc. for the annual supply of Caterpillar filters (SS-24).  The amendment renews the contract from August 28, 2017 through August 27, 2018.  The cost to the County is not to exceed $17,000.  (C-17-0632)

 

T.        Amendment to County Contract C-15-0381 with Murphy Tractor & Equipment Company for the annual supply of John Deere filters (SS-26).  The amendment renews the contract from August 24, 2017 through August 23, 2018.  The cost to the County is not to exceed $12,000.  (C-17-0647)

 

U.       Amendments to the following contracts for the annual requirement of construction and landfill equipment repair (Bid No. 14-160).  The amendment renews the contracts from August 12, 2017 through August 11, 2018.   The cost to the County is not to exceed $115,000 for all contracts.

V.       Contract between High Plains Enterprises, Inc., and Lancaster County on behalf of the Lancaster County Engineer for replacement of concrete box culverts F-225, G-111 and G-144.  The cost to the County is $501,267.55.  Work is to be completed on or before December 18, 2017.  (C-17-0659)

 

W.      Interlocal agreements with the following counties for the safekeeping, care and sustenance of preadjudicated juveniles at the Youth Services Center.  Lancaster County will be reimbursed at the rate of $276 per juvenile per day.

X.       Contracts with the following medical providers for specialized medical care of General Assistance clients.  Providers will be reimbursed at the Medicaid rate.

3.     Southeast Nebraska Hematology  (C-17-0664)

 

Y.        Grant contract with Lincoln Public Schools in the amount of $257,533 for the Truancy Diversion and Restorative Justice program.  The contract is funded by the Nebraska Commission on Law Enforcement and Criminal Justice Juvenile Services Aid Grant (#17-CB-529).  Term of the grant contract is July 1, 2017 through June 30, 2018.  (C-17-0634)

 

Z.        Grant contract with Clyde Malone Community Center in the amount of $18,849 for the Strong Smart Girls program.  The contract is funded by the Nebraska Commission on Law Enforcement and Criminal Justice Juvenile Services Aid Grant (#17-CB-529).  Term of the grant contract is July 1, 2017 through June 30, 2018.  (C-17-0635)

 

AA.    Grant contract with Clyde Malone Community Center in the amount of $20,741 for the Talented Tenth Scholar program.  The contract is funded by the Nebraska Commission on Law Enforcement and Criminal Justice Juvenile Services Aid Grant (#17-CB-529).  Term of the grant contract is July 1, 2017 through June 30, 2018.  (C-17-0636)

 

BB.    Grant contract with Cedars Youth Services in the amount of $14,000 for the Community Policing 5-0 Fun Club program.  The contract is funded by the Nebraska Commission on Law Enforcement and Criminal Justice Juvenile Services Aid Grant (#17-CB-529).  Term of the grant contract is July 1, 2017 through June 30, 2018.  (C-17-0642)

 

CC.    Grant contract with Boys and Girls Club in the amount of $55,781 for the Power Hour program.  The contract is funded by the Nebraska Commission on Law Enforcement and Criminal Justice Community-based Juvenile Services Aid Enhancement Grant (#16-EB-0607).  Term of the grant contract is March 1, 2017 through June 30, 2017.  (C-17-0643)


DD.   Grant contract with Boys and Girls Club in the amount of $7,952.80 for the Power Hour program.  The contract is funded by the Office of Juvenile Justice and Delinquency Prevention grant (#2015-JF-FX-0028) passed through the Nebraska Commission on Law Enforcement and Criminal Justice Title II Grant (#15-JJ-0006).  Term of the grant contract is March 1, 2017 through June 30, 2017.  (C-17-0644)

 

EE.     Grant contract amendment with Voices of Hope to increase the funding of County Contract C-15-0093 by $12,697 to provide for an advocate in the Victim Witness Unit.  The contract is funded by the U.S. Department of Justice Office on Violence Against Women under the OVW FY2014 Grants to Encourage Arrest Policies and Enforcement of Protection Orders program.  Term of the grant contract is October 1, 2014 through September 30, 2017.  (C-17-0640)

 

FF.     Grant contract amendment with Cedars Youth Services, to reduce the amount of funding on County Contract C-17-0438 from $20,000 to $6,000.  The contract is funded by the Nebraska Commission on Law Enforcement and Criminal Justice Community-based Juvenile Services Grant (#17-CB-0438).  Term of the grant contract is July 1, 2017 through June 30, 2018.  (C-17-0641)

 

4)     CONSENT ITEMSThese are routine business items that are expected to be adopted   without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.       Receive and place on file the Records and Information Management report for July, 2017. 

 

B.       Utility Permit No. 1577 allowing Black Hills Energy to install natural gas pipeline on the west side of South 98th Street between Pioneers Boulevard and Old Cheney Road. There is no cost to the County.  (C-17-0633)

 

C.        Utility Permit No. 1578 allowing Black Hills Energy to install a new gas line on the west side of North 148th Street from McKelvie Road to a point north of Alvo Road.  There is no cost to the County.  (C-17-0637)

 

D.       Right-of-way contracts between Lancaster County and the following:

E.        Setting a public hearing on Tuesday, August 29, 2017 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) regarding Keno Fund Projects and Lancaster County's Proposed Budget for Fiscal Year 2017-2018.

 

F.        Setting a public hearing on Tuesday, September 5, 2017 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) regarding County Special Permit 16021A, an amendment to County Special Permit 16021 for Hillside Events, to amend Site-Specific Condition Number 5 to revise the landscape screening at 12400 West Denton Road, Denton, Nebraska.

B.       The Lancaster County Board of Commissioners will hold their next regular meeting on Tuesday, August 22, 2017 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) with the Board of Equalization immediately following.
