Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff at the front of the Hearing Room.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

1)      MINUTES:

 

A.        Approval of the minutes of the Board of Commissioners meeting held on Tuesday, September 3, 2019. 

 

2)      CLAIMS:

 

A.        Approval of all claims processed through September 10, 2019. 

 

3)      CONSENT ITEMSThese are routine business items that are expected to be adopted without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.        Grant contracts with Clyde Malone Community Center (funded by the Community-Based Juvenile Services Aid for the period of July 1, 2019 through June 30, 2020) for the following programs:

 

1.     Leadership Academy for Young Women (in the amount of $34,870). (C-19-0681)

2.     Leadership Academy for Young Men (in the amount of $34,870). (C-19-0682)

 

B.        Amendments to the following Grant contracts (The term of the amendments are October 1, 2019 through September 30, 2020):

 

1.     C-17-0108 with Houses of Hope, dba Touchstone for the Family Treatment Drug Court program (for a decrease amount of $13,933). (C-19-0683)

2.     C-16-0725 with University of Nebraska - Lincoln for the Family Treatment Drug Court program (for an increase amount of $13,933). (C-19-0692)

 

C.        Second Grant Contract Addendum to C-19-0341 with Heartland Bike Share (BikeLNK) (to amend Attachment A to change the location of the grant project from 8th and Q Streets to the southeast corner of 8th and P Streets, in the Haymarket area of Lincoln, Nebraska). (C-19-0693)

 

D.        Amendments to the following County contracts:

 

1.     C-18-0583 with Star Image Supply, Inc., for Annual Supply - Lexmark Toner Cartridges. (Bid No. 18-216.  The amendment renews the contract from October 2, 2019 through October 1, 2020. The cost to the County is not to exceed $8,000.) (C-19-0684)

2.     C-15-0095 with NECO Security for Annual Requirements - Providing Fire Alarm and Security Monitoring Services. (Bid No. 15-010.  The amendment extends the contract from September 10, 2019 through November 9, 2019.  The expenditures for the County are not to exceed $1,200.) (C-19-0687)

3.     C-17-0768 with Midwest Service and Sales Co., for Annual Supply - Grader Blades. (Bid No. 17-212. The amendment increases the County's maximum expenditures by $50,000 for a revised total of $85,000 for the remainder of the current term.) (C-19-0688)

4.     C-17-0645 with AOI for the Annual Supply Workstations and Accessories. (Bid No. 17-140. The amendment renews the contract from September 12, 2019 through September 11, 2020.  The estimated cost to the County is not to exceed $12,000.) (C-19-0689)

5.     C-17-0646 with Office Interiors & Design, Inc., for the Annual Supply Workstations and Accessories. (Bid No. 17-140. The amendment approves a price change and renews the contract from September 12, 2019 through September 11, 2020.  The cost to the County is not to exceed $15,000 for contracts.) (C-19-0690)

6.     C-18-0459 with Maxwell Products, Inc., for Annual Supply - Asphaltic Joint Sealant. (Bid No. 18-173. The amendment renews the contract from September 4, 2019 through September 3, 2020. The cost to the County is not to exceed $50,000.) (C-19-0691)

 

E.         Second amendment to County contract C-19-0243 with Great Plains Appraisal Company for Referee Coordinator Services.  (The amendment renews the agreement from November 1, 2019 through October 31, 2022.) (C-19-0694)

 

F.         Received and placed on file the following reports for August, 2019.

4)      NEW BUSINESS:

 

A.        Special Designated License application from Ken's Liquor Inc., for an event at Prairie Creek Inn, 2400 South 148th Street, Walton, Nebraska on October 12, 2019.

 

B.        Appointment of Brian Wertz and Rick Dickey, and reappointment of Phil Nalley to the Lincoln-Lancaster County Air Pollution Advisory Board, with all terms expiring on September 1, 2022.

 

C.        Reappointment of Christy Joy to the Lincoln-Lancaster County Planning Commission for a term to expire August 24, 2025.

 

D.        Appointment of Stephanie Jarrett and Jasmine Kingsley for terms expiring April 15, 2021, and Staci Bliecher for a term expiring April 15, 2022, to the Lincoln-Lancaster County Board of Health.

 

E.         Recommendations from the Personnel Policy Board to request amendments to the following:

 

1.     Rule 2.7 - Personnel Policy Bulletins

2.     Rule 2.8 - Availability of These Rules

3.     Rule 3 - Classified Service and Exceptions Therefrom

4.     Rule 4.4 - Quorum

 

F.         Recommendation request from the Personnel Policy Board to revise the Vacation Usage Upon Retirement Policy.

 

G.        Lease Agreement between Lancaster County as lessee and the City of Lincoln as lessor for office space and facilities for adult probation located at 901 West Bond Street in Lincoln, Nebraska.  The lease term is September 1, 2019 through August 31, 2020. (C-19-0695)

 

H.        Agreement with Great Plains Appraisal Company for qualified professional appraisal services to assist the County Assessor's Office in performing the appraisal functions necessary to process the Tax Equalization and Review Commission (TERC) appeals for the 2019-2021 tax years. The total compensation for services shall not exceed $200,000 for each calendar year. (C-19-0696)

 

I.         Agreement with Region V Systems for Emergency Protective Custody (EPC) services at the Mental Health Crisis Center.  Region V will enter into separate agreements with referring counties who will send acutely mentally ill individuals to Lancaster County.  The County will be paid $208 per individual per day.  The term of the agreement is July 1, 2019 to June 30, 2020. J.         Contract between Joseph Higgins, Ph.D and Lancaster County, on behalf of the Lancaster County Mental Health Crisis Center, for qualified mental health services.  The services will be provided at the rate of $79 per hour for a maximum of 320 hours per year.  The term of the contract is October 9, 2019 through October 10, 2020. (C-19-0697)

 

K.        Recommendation from the Purchasing Agent and County Engineer to award and execute Purchase Orders to Sid Dillon Ford Inc., (State of Nebraska Contract 15036 OC) for the following:

 

1.     Two 1-Ton Diesel Regular Cab 4 x 4 Wheel Pick-Up Trucks. The total amount is $89,549. (C-19-0685)

2.     Two 1-Ton E85 Regular Cab 4 x 4 Single Rear Wheel Pick-Up Truck. The total amount is $76,512. (C-19-0686)

6)      ANNOUNCEMENTS:

 

A.        The Lancaster County Board of Commissioners will hold a staff meeting on Thursday, September 12, 2019 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln).

 

B.        The Lancaster County Board of Commissioners will hold its next regular meeting on Tuesday, September 17, 2019 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) with the Board of Equalization immediately following.
