A. County Text Amendment No. 18012 amending the Lancaster County Zoning Resolution to add definitions, add uses to the AG, AGR, R and B Districts; reorganize AG Preservation in the AG District; add special permits, add a new chapter for Historic Preservation District, and to make other miscellaneous minor changes throughout. (See correlating item 5A)
B. County Text Amendment No. 18013 amending the Lancaster County Land Subdivision Resolution to clarify minor discrepancies, delete outdated references to other codes and update requirements for water wells. (See correlating item 5B)
C. Vacating a portion of West McKelvie Road, located in Lancaster County, Nebraska. (See correlating item 6A)
5) UNFINISHED BUSINESS:
A. A. Resolution in the matter of vacating a portion of West McKelvie Road, located in Lancaster County, Nebraska. (R-18-0083)
B. Contract with Kubert Appraisal Group, in the amount of $7,300 for appraisal services for a project on North 14th Street and Mill Road (County Bridge CP-F-88 Replacement). (C-18-0708)
C. Amendment to County Contract C-18-0601 with Kubert Appraisal Group to exclude certain 2018 Tax Equalization and Review Commission (TERC) appeals from the scope of the 2018 TERC expert contract. (C-18-0713)
D. Amendment to County Contract C-17-0760 with Great Plains Appraisal, Inc., to include certain 2018 Tax Equalization and Review Commission (TERC) appeals in the scope of the 2017 TERC expert contract. (C-18-0714)
E. Lease agreement with CenterPointe for approximately 8,947 square feet of office space at Midtown Center (2966 O Street, Lincoln, Nebraska). The term of the agreement is from September 1, 2018 to August 31, 2023. CenterPointe will pay the County $5,591.88 per month for the first 24 months and $5,703.71 per month for the remaining term of the agreement. (C-18-0712)
F. Change Order #2 to County Contract C-18-0373 with JJK Construction, LLC for an increase of $4,168.92 due to the painting of previously unexposed portions of steel piling and changing the erosion control material type. (C-18-0709)
G.
Amending recommendation from the Purchasing Agent and County Engineering to award and execute a Purchase Order (Bid No. 18-269) to various vendors for spring gravel haul to Lancaster County Stockpiles as follows: Buel Trucking, Inc., in the amount of $416,300, Lyman-Richey Corporation in the amount of $198,625, and R.L. Tiemann Construction in the amount of $128,400. The total cost to the County for all vendor is $743,325. (C 18 0697)
H.
Grant
contract with Asian Community and Cultural Center in the amount of $56,316 for
the ACCC Serving Refugee and Other Immigrant Youth program. The contract is
funded by the Nebraska Commission on Law Enforcement and Criminal Justice
Juvenile Services Grant (#18-JS-414). The term of the grant contract is July 1,
2018 through June 30, 2019. (C-18-0681) I.
Grant
contract with OMNI Behavioral Health in the amount of $24,112 for the
Functional Family Therapy program. The contract is funded by the Nebraska
Commission on Law Enforcement and Criminal Justice's Community-based Juvenile
Services Aid Grant (#18-CB-0525). The term of the grant contract is July 1,
2018 through June 30, 2019. (C-18-0682) J.
Grant
contract with OMNI Behavioral Health in the amount of $21,815 for the Truancy
Diversion program. The contract is funded by Juvenile Justice Prevention Funds
for the period of October 1, 2018 through September 30, 2019. (C-18-0691) 7) CONSENT ITEMS: These are routine
business items that are expected to be adopted without dissent. Any individual
item may be removed for special discussion and consideration by a Commissioner
or by any member of the public without prior notice. Unless there is an
exception, these items will be approved as one with a single vote of the Board
of Commissioners. These items are approval of: A.
Utility
Permits with the following: 1. No. 1723 allowing
Arrowhead Pipeline Services to repair underground gas pipeline under Pester
Ridge Road approximately 200 linear feet east of Southwest 25th
Street. There is no cost to the County. (C-18-0704) 2. No. 1730 allowing
Arrowhead Pipeline Services to do underground gas service under West Foreman
Drive, west of Southwest 12th Street. There is no cost to the
County. (C-18-0705) B.
Amendments
to the following contracts: 1. County Contract
C-16-0668 with Rise N' Shine for the Cleaning Services - County Engineering
Office, Shop and Weed Control Office (includes Adult Probation) (Bid No. 16-228).
The amendment renews the contract from November 28, 2018 through November 27,
2019. The estimated cost to the County is not to exceed $18,900. (C-18-0706) 2. County Contract
C-18-0177 with U S Bank using the State of NE Contract No. 50324 O4 for P Card
Services. The amendment extends the contract from November 15, 2018 through
December 31, 2018. (C-18-0707) 3. County Contract
C-16-0701 with LeGrande Excavating, Inc for Annual Services - Snow & Ice
Removal - City and County Facilities (Bid No. 16-181). The amendment renews
the contract from December 16, 2018 through December 15, 2019. The cost to
County shall not exceed $35,000. (C-18-0710) 4. County Contract
C-16-0702 with Mr Yards and More LLC for Annual Services - Snow & Ice
Removal - City and County Facilities (Bid No. 16-181). The amendment renews
the contract from December 16, 2018 through December 15, 2019. The cost to
