Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

1)     MINUTES:

 

A.       Approval of the minutes of the Board of Commissioners meeting held on Tuesday, June 20, 2017. 

 

B.       Approval of the minutes of the Board of Commissioners department budget hearing held on Tuesday, June 20, 2017. 

 

2)     CLAIMS:

 

A.       Approval of all claims processed through June 27, 2017.

 

3)     SPECIAL PRESENTATION:

 

A.       Commissioners' Award of Excellence - May Winner - Richard Busch, County/City Property Management, in the category of Productivity. 

 

B.       Recognition of Roger Forsgren, Steve Slapnicka, Cory McQuiston, Jim Kouma, Keith TenHulzen, Bob Larsen, Curtis Pokorny, Jared Johnson, Eric Hunt and Jeff Manske for their performance at the Winter Maintenance Workshop in Grand Island on May 10-11, 2017. 


4)     PUBLIC HEARING:

 

A.       Proposed sale of property generally located at 2201 South 11th Street in the City of Lincoln, Lancaster County, Nebraska, which includes declaring that the property no longer serves a County purpose, determining fair market value and setting the date for sale of the property.  (See correlating item 5A)

 

5)     NEW BUSINESS:

 

A.       Resolution regarding the proposed sale of property generally located at 2201 South 11th Street in the City of Lincoln, Lancaster County, Nebraska, which includes declaring that the property no longer serves a County purpose, determining fair market value and setting the date for sale of the property.  (R-17-0050)

 

B.       Special event permit applications from the Nebraska Sports Council for the following events:

 

1.     Cornhusker State Games Adventure Race on Saturday, July 15, 2017.

2.     Cornhusker State Games Cycling Tour on Saturday, July 23, 2017.

3.     Cornhusker State Games Gravel Grinder on Saturday, July 29, 2017.

 

C.        Amendment of Interlocal Cooperation Agreement, County Grant Contract C-15-0552, between the City of Lincoln and Lancaster County to provide Lancaster County Visitors Improvement funding for the City's Prairie Corridor on Haines Branch.  The amendment extends the contract for an additional one-year period from July 1, 2017 through June 30, 2018.  Lancaster County will pay the City of Lincoln $30,000 for the additional one-year period.  (C-17-0448)

 

D.       Agreements with the following individuals to provide referee services to hear valuation protests for the 2017 tax year and to transmit information to the Lancaster County Board of Equalization:

 

1.     John Wurdeman at the rate of $75 per hour.  (C-17-0449)

2.     Greg Heinzmann at the rate of $55 per hour.  (C-17-0450)

 

E.        Quote from Cummins-Allison in the amount of $3,137 to purchase a Currency Scanner, Impact Printer and related accessories for the Lancaster County Sheriff's Office.  The vendor will provide service on a time and material basis. (C-17-0451)

 

F.        Amendment to County Contract C-17-0209 with Dr. Zakaria Siddiqui, to provide psychiatrist services at the Mental Health Crisis Center.  The amendment extends the contract from July 1, 2017 through June 30, 2018 and increases the rate of pay to $725 per 24-hour period of coverage.  (C-17-0452)

 

G.       Agreement with Child Guidance Center for internal case management services at the Youth Services Center.  The County will pay up to $67,459.83 for the services.  Term of the agreement is July 1, 2017 through June 30, 2018.  (C-17-0453)


H.       Interlocal agreement with Howard County for the safekeeping, care and sustenance of Howard County's preadjudicated juveniles at the Youth Services Center.  Lancaster County will be reimbursed at the rate of $276 per juvenile per day.  (C-17-0454)

 

I.        Interlocal agreement with Red Willow County for the safekeeping, care and sustenance of Red Willow County's preadjudicated juveniles at the Youth Services Center.  Lancaster County will be reimbursed at the rate of $276 per juvenile per day.  (C-17-0455)

 

J.        Contract between the Nebraska Department of Health and Human Services (DHHS) Division of Children and Family Services and Lancaster County for the Lancaster Youth Services Center for the provision of juvenile detention services for juveniles committed to or placed with DHHS.  The County shall receive a per diem rate of $307 per day, not to exceed $10,000.  The term of the contract is July 1, 2017 through June 30, 2018.  (C-17-0456)

 

K.       Resolution adopting an agreement between the State of Nebraska Department of Roads and Lancaster County for the Denton Spur Project Detour (Project No. STP-S55A (105) CN 12967).  (R-17-0051)

 

L.        Recommendation from the Purchasing Department and County Engineer to award a contract to Midwest Pump and Equipment for a 1,000 gallon above-ground fuel tank and monitoring system (Bid No. 17-172).  The total amount is $23,209.  (B-17-0172)

 

M.      Contract between Gana Trucking and Excavating and Lancaster County on behalf of the Lancaster County Engineer's Office for erosion control at three locations in Lancaster County.  The cost to the County is $271,106.45.  Work is to be completed on or before November 10, 2017.  (C-17-0457)

 

N.       Amendments to the following contracts for the annual services of used oil collection services (Quote No. 5371).  The amendments renew the contracts from July 12, 2017 through July 11, 2018.

 

1.     County Contract C-16-0350 with Jebro Incorporated in an amount not to exceed $1,000.  (C-17-0435)

2.     County Contract C-16-0349 with TSO in an amount not to exceed $1,500.  (C-17-0436)

 

O.       Amendment to County Contract C-13-0341 with Allen, Gibbs & Houlik, L.C., for the annual requirements of auditing services for all Lancaster County Funds, Officers and the Lincoln-Lancaster County Public Building Commission (Bid No. 13-104).  The amendment renews the contract from July 1, 2017 through June 30, 2018.  The cost to the County is not to exceed $74,825.  (C-17-0439)

 

P.        Amendment to County Contract C-14-0234 with Nebraska LabLinc for the annual requirements of City-County blood chemistry profiles (Quote No. 4760).  The amendment assigns the contract from Nebraska LabLinc to LabCorp.  (C-17-0440)


Q.       Amendments to the following contracts for the annual supply of County Corrections uniform accessories (Bid No. 13-132).  The amendments extend the contracts for an additional three-month term beginning June 25, 2017 through September 25, 2017. 

 

1.     County Contract C-13-0273 with Lawmen's & Shooters' Supply, Inc.  The cost to the County with the price increase will remain the same at $11,000.  (C-17-0441)

2.     County Contract C-13-0272 with Galls.  The cost to the County shall not exceed $6,900.   (C-17-0442)

 

R.       Amendments to the following contracts for the annual supply of correction clothing for guards and maintenance staff (Bid No. 13-120).  The amendments extend the contracts for an additional three-month term beginning July 16, 2017 through October 15, 2017.

 

1.     County Contract C-13-0314 with Aramark Uniform Services.  The cost to the County with the price increase will remain the same at $300.  (C-17-0443)

2.     County Contract C-13-0315 with Galls.  The cost to the County with the price increase will remain the same at $15,000.  (C-17-0444)

 

S.        Amendments to the following contracts for the annual requirements of polypatch applicator rental and mastic pave patch (Bid No. 14-125).  The amendments extend the contracts from July 1, 2017 through June 30, 2018. 

 

1.     County Contract C-14-0328 with Logan Contractors Supply, Inc.  The cost to the County is not to exceed $7,600.  (C-17-0446)

2.     County Contract C-14-0329 with Right Pointe Co.  The cost to the County is not to exceed $18,200.  (C-17-0447)

 

T.        Contract with People's Health Center to provide Lancaster County General Assistance clients primary medical care.  The term of the contract is July 1, 2017 through June 30, 2018.  The cost to the County is not to exceed $368,107.  (C-17-0458)

 

U.       Grant contract with Cedars Youth Services in the amount of $242,225 for the Emergency Shelter program.  The contract is funded by the Joint Budget Committee for the period of July 1, 2017 through June 30, 2018.  (C-17-0437)

 

V.       Grant contract with Cedars Youth Services in the amount of $20,000 for the Tracker program through the Nebraska Commission on Law Enforcement and Criminal Justice Juvenile Services Aid Grant (#17-CB-529).  Term of the grant contract is July 1, 2017 through June 30, 2018.  (C-17-0438)


6)     CONSENT ITEMSThese are routine business items that are expected to be adopted   without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.       Right-of-way contracts between Lancaster County and the following:

 

1.     Richard H. and Geraldine M. Benes, Co-Trustees, Northwest 40th Street and West Agnew Road, in the amount of $2,282.50.  (C-17-0459)

2.     North Bluff Commodities, Inc., North 40th Street and Bluff Road, in the amount of $1,675.  (C-17-0460)

3.     Thomas and Louise Pavey Life Estate, North 1st Street and Raymond Road, in the total amount of $6,707.75. (2 contracts) (C-17-0461) (C-17-0462)  

 

B.       Utility Permit No. 1561 allowing Windstream Hosted Solution, LLC to relocate 530 linear feet of underground cable on West Denton Road as part of Bridge N-138 construction.  There is no cost to the County.  (C-17-0445)

 

C.        Receive and place on file the following report for May, 2017:

8)     ANNOUNCEMENTS:

 

A.       The Lancaster County Board of Commissioners will hold a staff meeting on Thursday, June 29, 2017 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln). 

 

B.       The Lancaster County Board of Commissioners will not hold a meeting on Tuesday, July 4, 2017.  The next regular meeting will be held on Tuesday, July 11, 2017 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) with the Board of Equalization meeting immediately following.

D.       The Lancaster County Board of Commissioners meeting is broadcast live.  It is rebroadcast on Tuesdays (1:30 p.m. and 7:00 p.m.), Wednesdays (12:00 a.m. midnight) and Saturdays (3:30 p.m.) on 5 City-TV, Cable Channel 5.  In addition, the meeting may be viewed on the internet at lancaster.ne.gov under 5 City-TV, Video on Demand or 5 City-TV on YouTube.

 

9)     ADJOURNMENT

 

This agenda, which is kept continually current, is available for inspection during regular business hours in the office of the Lancaster County Clerk, located at 555 S. 10th Street, Room 108, Lincoln, Nebraska.  The Board of Equalization meeting agendas and minutes are also available on the County's web site at lancaster.ne.gov.
