Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff at the front of the Hearing Room.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

1)      MINUTES:

 

A.        Approval of the minutes of the Board of Commissioners meeting held on Tuesday, October 8, 2019. 

 

2)      CLAIMS:

 

A.        Approval of all claims processed through October 15, 2019. 

 

3)      CONSENT ITEMSThese are routine business items that are expected to be adopted without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.        Change order #1 to County Contract C-19-0361 (Project 17-09; Bid 18-172) with Bauer Underground, Inc., to add the rental of a side dump for a net increase of $6,190. (C-19-0759)

 

B.        Contract with Pavers, Inc., for Annual Supply - Cold Mix Asphalt (Bid No. 19-214.  The contract is for one-year with the option to renew for three additional one-year terms).  The cost to the County is not to exceed $6,350. (C-19-0760)

 

C.        Amendment to County Contract C-18-0642 with AV Associates of Nebraska for Annual Supply - Household Miscellaneous Batteries.  (Quote No. 5909.  The amendment renews the contract with a price increase from November 13, 2019 through November 12, 2020. The cost to the County is not to exceed $1,500.) (C-19-0763)

 

D.        Grant contracts with the following (funded by Community-Based Juvenile Services Aid for the period of July 1, 2019 through June 30, 2020):

 

1.     The HUB - Central Access Point for Young Adults for the Youth Community Service program (in the amount of $27,302). (C-19-0761)

2.     Donald P. Belau Ph.D. for the Youth Crisis Response System program (in the amount of $6,000.) (C-19-0762)

 

E.        Grant contract with The HUB - Central Access Point for Young Adults for the Youth Volunteer Coordination program (funded by Juvenile Justice Prevention Funds.  The term of the grant contract is July 1, 2019 through June 30, 2020 in the amount of $9,087.) (C-19-0765)

 

F.         Setting public hearings for the following dates (in Room 112 of the County-City Building, 555 S. 10th Street, Lincoln, Nebraska):

 

1.     Tuesday, October 22, 2019 at 9:00 a.m., regarding the proposed sale of property legally described as: the West 66 feet of the North 310 feet of Lot 10, Irregular Tract located in the Northwest Quarter of Section 30, Township 12 North, Range 7 East of the 6th P.M., Lancaster County, Nebraska; which includes declaring that the property no longer serves a County purpose, determining its fair market value, and setting the date for its sale.

2.     Tuesday, October 29, 2019 at 6:30 p.m., regarding the One and Six-Year Road and Bridge Improvement Program.

 

4)      NEW BUSINESS:

 

A.        Resolution in the matter of witness fees paid by Lancaster County which have remained unclaimed for six months or more. (R-19-0069)

 

B.        Resolution in the matter of County Maintenance of Roads in Silverhawk Estates Addition. (R-19-0070)

 

C.        Special Designated License application from Seven Diamonds LLC, for an event at Hillside Events Center, 12400 West Denton Road, Denton, Nebraska on November 2, 2019.

 

D.        Setting the annual salary for Jennifer M. Houlden, Chief Deputy Public Defender, in the amount of $140,883, effective October 24, 2019.

 

E.        Liability insurance coverage with the National Legal Aid and Defender Association (NLADA) Service Corporation for the Lancaster County Public Defender's Office, in the amount of $6,773.  The policy begins on November 1, 2019 for a period of 12 months.

 

F.        Agreement with URETEK, USA, Inc., to provide for abutment stabilization at County structures N-149, A-151, and A-138 (Project No. 20-06). The cost to the County is $41,442.  The work is to be completed on or before November 15, 2019. (C-19-0764)

 

G.        Recommendation from the Purchasing Agent and Lancaster County Engineer to award and execute a Purchase Order to Murphy Tractor & Equipment Co., for a 2018 John Deere 245G excavator (Sourcewell Contract No. 032515-JDC).  The total amount of the order is $179,925.37. (C-19-0766)

 

H.         Amendment of the Lancaster County General Assistance Guidelines. (NOTE: Action on this item will follow the Public Hearing - Item 5A)

 

5)      PUBLIC HEARINGS:

 

A.        Amendment of the Lancaster County General Assistance Guidelines. (See correlating item 4H)

7)      ANNOUNCEMENTS:

 

A.        The Lancaster County Board of Commissioners will hold a staff meeting on Thursday, October 17, 2019 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln).

 

B.        The Lancaster County Board of Commissioners will attend a tour on October 17, 2019 at 12:00 p.m., at the Lincoln Sports Foundation (7600 North 70th Street, Lincoln).

 

C.        The Lancaster County Board of Commissioners will hold its next regular meeting on Tuesday, October 22, 2019 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln).
