Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff at the front of the Hearing Room.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

1)      MINUTES:

 

A.        Approval of the minutes of the Board of Commissioners meeting held on Tuesday, November 27, 2018. 

 

2)      CLAIMS:

 

A.        Approval of all claims processed through December 4, 2018. 

 

3)      NEW BUSINESS:

 

A.        Appointment of Bob Huttes and reappointment of Pat Heather and Jim Pinkerton to the Lancaster County Extension Board for terms commencing January 1, 2019 and ending December 31, 2021.

 

B.        Amusement License amendment from Josh and Amanda Kadavy d/b/a JK's Pumpkin Patch to add an event on December 15, 2018 from 10:00 a.m. to 7:00 p.m., at 757 Bluff Road, Lincoln, NE.

 

C.        Resolution in the matter of authorizing the County Clerk to issue payments while the County Board is adjourned. (R-18-0085)

 

D.        Resolution in the matter of authorizing use of County Visitors Improvement Funds for Visitor Promotion, in the amount of $182,000 for the period of July, 2018 through October, 2018. (R-18-0086)

 

E.        Amendments to the Administrative Services Agreements with Prudential Retirement Insurance and Annuity Company lowering the minimum annual revenue amount for Prudential to 7.5 basis points for the following:  

 

1.     Lancaster County Employees Retirement Plan (Prudential Plan No. 006371) (C-18-0742)

2.     Lancaster County Deferred Compensation Plan (Prudential Plan No. 006372) (C-18-0743)

 

F.         Grant contract with the People's City Mission in the amount of $219,000 for housing, community resource allocation and coordination at the People's City Mission's Curtis Center to address homelessness for Lancaster County Adult Drug Court participants.  The term of the grant contract is from October 1, 2018 through September 30, 2022. (C-18-0744)

 

G.        Recommendation from the Purchasing Agent and County Engineer to award and execute two purchase orders with Sid Dillon Ford Inc., for three 2019 Ford 350 trucks, per State of Nebraska contract #15038 OC. The total amounts for both purchase orders is $170,003. (C-18-0724) (C-18-0725)

 

H.        Recommendation from the Purchasing Agent and Lancaster County Engineer to award purchase orders for Supply and Hauling of Crushed Rock Surface Coarse Material (Bid #18-273) to Buel Trucking and RL Tiemann Construction. The total amount for both purchase orders is $826,400. (C-18-0732)

 

I.         Interlocal agreement with the City of Lincoln for County access to Workspace software, software support and licenses. The term of the agreement shall be one year from the date of execution. The cost to the County is $22,348.76. (C-18-0741)

 

J.         Amendment to County Contract C-18-0315 with Felsburg, Holt and Ullevig for additional services related to the replacement of County Bridge F-88. The cost to the County for the additional services is $13,038. (C-18-0733)

 

K.        Memorandum of Understanding (MOU) with Moore Medical LLC using the Sourcewell Contract No. 061417-MML to provide health and safety, medical, surgical and first aid related equipment, supplies, accessories and services (MOU034). The term of the MOU is from August 19, 2018 through July 25, 2019, with the option to renew for three additional one-year terms. The pricing will be pursuant to the Sourcewell contract. The cost to County is not to exceed $50,000. (C-18-0729)

 

L.         Contracts to provide Unit Price - Moving/Installation Services (Bid No. 18-257) effective upon execution by all parties through February 28, 2019 with the following:

 

1.     Office Installation Specialists Inc., in an amount not to exceed $10,000. (C-18-0736)

2.     World Class Office Installers, Inc., in an amount not to exceed $8,000. (C-18-0737)

 

4)      CONSENT ITEMSThese are routine business items that are expected to be adopted without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.        Utility permits for the following:

 

1.     No. 1740 allowing Black Hills Energy to install a new underground gas line for South Ridge Acres Subdivision, northwest quadrant of South 82nd Street and Roca Road. There is no cost to the County. (C-18-0722)

2.     No. 1739 allowing Black Hills Energy to install a new underground gas pipeline under Martell Road from South 77th Street to South 82nd Street.  There is no cost to the County. (C-18-0726)

3.     No. 1741 allowing Black Hills Energy to install a gas regulating station on the northwest corner of South 82nd Street and Hickman Road.  There is no cost to the County. (C-18-0728)

 

B.        Amendments to the following:

 

1.     County Contract C-14-0626 with Cardiac Science Corporation using the Purchasing Solutions Alliance (PSA) Contract No. 14-100 for Automated External Defibrillators (AED), related products and services. The amendment renews the contract from October 9, 2018 through October 8, 2019. The cost to the County is not to exceed $3,000. (C-18-0723)

2.     County Contract C-16-0032 with Inteconnect, Inc., dba Inteconnex using the University of Nebraska Agreement RFP 2307-14-4617 for Unit Price - Electronic Video Surveillance Equipment and Installation. The amendment renews the contract from December 1, 2018 through November 30, 2019.  The estimated cost to the County is not to exceed $25,000. (C-18-0727)

3.     County Contract C-16-0698 with Sapp Bros Petroleum, Inc., for Annual Supply - Absorbents, Floor Dry (Quote No. 5498).  The amendment renews the contract from December 11, 2018 through December 10, 2019. The cost to the County is not to exceed $1,100. (C-18-0730)

4.     County Contract C-15-0623 with Cash Money 24/7 LLC for providing and servicing automated teller machine (ATM) (Quote No. 5219).  The amendment renews the contract from December 8, 2018 through December 7, 2019. (C-18-0731)

5.     County Contract C-11-0164 with Clean and Sober Living for sober living units.  The amendment renews the lease agreement from July 1, 2018 through June 30, 2020. (C-18-0734)

6.     County Contract No. C-14-0606 with Sarpy County to provide microfilming and scanning services.  The amendment extends the term of the agreement from February 1, 2019 through January 31, 2020. (C-18-0745)

 

C.        Change Order for County Contract C-18-0482 with TCW Construction Inc., to extend the project completion date from December 15, 2018 to July 1, 2019 due to circumstances beyond the control of the contractor. (C-18-0735)

 

D.        Change Order #3 for County Contract C-18-0481 with Scodeller Construction to extend the project completion date from November 30, 2018 to May 31, 2019 due to circumstances beyond the control of the contractor. (C-18-0738)

 

E.        Right-of-way contract with Zobel Investments, Inc., North 1st Street and Bluff Road, in the total amount of $398. (2 contracts) (C-18-0739) (C-18-0740)

 

F.         Setting a public hearing on Tuesday, December 18, 2018 at 9:00 a.m. in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) regarding Text Amendment 18011 - Wind Energy Regulations.

B.        The Lancaster County Board of Commissioners will hold its next regular meeting on Tuesday, December 11, 2018 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln).
