Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff at the front of the Hearing Room.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

1)      MINUTES:

 

A.        Approval of the minutes of the Board of Commissioners meeting held on Tuesday, November 6, 2018. 

 

2)      CLAIMS:

 

A.        Approval of all claims processed through November 13, 2018. 

 

3)      SPECIAL PRESENTATION:

 

A.        County Highway Superintendent License presentation to Ashlee Wikoff, Brandon Cramer and Erik Hunt - Pam Dingman, County Engineer

 

4)      PUBLIC HEARINGS:

 

A.        County Text Amendment No. 18012 amending the Lancaster County Zoning Resolution to add definitions, add uses to the AG, AGR, R and B Districts; reorganize AG Preservation in the AG District; add special permits, add a new chapter for Historic Preservation District, and to make other miscellaneous minor changes throughout. (See correlating item 5A)

 

B.        County Text Amendment No. 18013 amending the Lancaster County Land Subdivision Resolution to clarify minor discrepancies, delete outdated references to other codes and update requirements for water wells. (See correlating item 5B)

 

5)      NEW BUSINESS:

 

A.        Resolution regarding County Text Amendment No. 18012 amending the Lancaster County Zoning Resolution to add definitions, add uses to the AG, AGR, R and B Districts; reorganize AG Preservation in the AG District; add special permits, add a new chapter for Historic Preservation District, and to make other miscellaneous minor changes throughout, as provided in Attachment A. (R-18-0078)

 

B.        Resolution regarding County Text Amendment No. 18013 amending the Lancaster County Land Subdivision Resolution to clarify minor discrepancies, delete outdated references to other codes and update requirements for water wells, as provided in Attachment A. (R-18-0079)

 

C.        Resolution in the matter of striking uncollectible property taxes from the list. (R-18-0080)

 

D.        Resolution directing the County Engineer to conduct a study and the Planning Department to write a report regarding vacating the west 10 feet adjacent to Lot 6 IT, Walton, Nebraska, more particularly described in "Exhibit A", and located in Lancaster County, Nebraska. (R-18-0081)

 

E.         Resolution authorizing the installation of traffic control devices in Lancaster County. (R-18-0082)

 

F.         Comprehensive Plan Conformance No. 18015: A resolution in the matter of adopting the One and Six Year Road and Bridge Construction Program for Lancaster County, Fiscal Years 2019 and 2020-2024. (R-18-0073)

 

G.        Recommendation from the Purchasing Agent and County Engineering to award and execute a Purchase Order (Bid No. 18-269) to various vendors for spring gravel haul to Lancaster County Stockpiles. The total cost to the County for all vendor is $743,325. (C-18-0697)

 

H.        Change Order #3 to County Contract C-18-0220 with Constructors Inc., for an increase of $38,151.76 due to transverse crack and overlay repair. (C-18-0698)

 

I.         Designation of official Lancaster County newspapers for 2019 publication of transportation projects as follows:  Lincoln Journal Star, The News (Waverly), The Voice (Hickman), The Crete News (Crete) and Seward County Independent (Seward).

 

J.         Contract with Graybar Electric to provide Annual Supply - Personal Alarm Transmitter (Quote 5936). The term of the contract is one year from date of execution. The cost to the County is not to exceed $5,353. (C-18-0695)

 

K.        Grant contract with Lutheran Family Services in the amount of $25,000 for the Adult Behavioral Health Services program. The contract is funded by the Joint Budget Committee for the period of July 1, 2018 through June 30, 2019.  (C-18-0699)

 

L.         Grant contracts with Clyde Malone Community Center funded by the Nebraska Commission on Law Enforcement and Criminal Justice Juvenile Services Aid Grant (#18-CB-0525) for the period of July 1, 2018 through June 30, 2019 for the following:

 

1.     Leadership Academy for Young Women in the amount of $30,000. (C-18-0700)

2.     Leadership Academy for Young Men in the amount of $30,000. (C-18-0701)

 

6)      CONSENT ITEMSThese are routine business items that are expected to be adopted without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.        Right-of-way contract with Oak Valley Development, LLC, South 1st Street and West Rokeby Road, in the amount of $8,592.50. (C-18-0702)

 

B.        Change Order #4 for County Contract C-18-0261 with Yost Excavating, Inc., to change the completion date from October 25, 2018 to May 31, 2019 due to circumstances beyond the control of the contractor. (C-18-0703)

 

C.        Amendments to the following:

 

1.     County Contract C-15-0599 with Gana Trucking & Excavating for Annual Requirements - Motor Grader Snow Removal Services for Lancaster County (Bid No. 15-224). The amendment renews the contract from November 17, 2018 through November 16, 2019. The cost to the County shall not exceed $45,000 for contracts without approval by the Lancaster County Board. (C-18-0693)

2.     County Contract C-15-0600 with K2 Construction for Annual Requirements - Motor Grader Snow Removal Services for Lancaster County (Bid No. 15-224). The amendment renews the contract from November 17, 2018 through November 16, 2019. The cost to County shall not exceed $45,000 for contracts without approval by the Lancaster County Board. (C-18-0694)

 

D.        Utility Permits with the following:

 

1.     No. 1731 allowing Black Hills Energy to install a new underground gas line under Fleming Street, Village of Cheney.  There is no cost to the County. (C-18-0692)

2.     No. 1724 allowing Charter - Spectrum to install approximately 1,300 linear feet of underground cable adjacent to South Folsom Street. There is no cost to the County. (C-18-0696)

 

E.         2018 Certification of County Highway Superintendent for Determining Department of Roads Incentive Payment from January 1, 2018 to December 31, 2018.

 

F.         Received and placed on file Records and Information Management report for October, 2018.

 

7)      PUBLIC COMMENT: Those wishing to speak on items relating to County business not on the agenda may do so at this time. 

 

Per the Lancaster County Board of Commissioners' Guidelines for Public Participation each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period is limited to one (1) hour in duration. 

 

8)      ANNOUNCEMENTS:

 

A.        The Lancaster County Board of Commissioners will not hold a staff meeting on Thursday, November 15, 2018 due to their attendance at the Tri-County Retreat with Douglas and Sarpy Counties beginning at 9:00 a.m., at Soaring Wings Vineyard (17111 S. 138th Street, Springfield, NE).

 

B.        The Lancaster County Board of Commissioners will meet with the Lancaster County Agricultural Society on Thursday, November 15, 2018 at 7:00 p.m., at the Lancaster Event Center in the Lancaster Room (4100 N 84th Street, Lincoln).

 

C.        The Lancaster County Board of Commissioners will hold its next regular meeting on Tuesday, November 20, 2018 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) with the Board of Equalization immediately following.

 

D.        The Lancaster County Board of Commissioners will hold a public hearing on Tuesday, November 20, 2018 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) regarding a request to vacate a portion of West McKelvie Road.

9)      ADJOURNMENT
