Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff at the front of the Hearing Room.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

1)     MINUTES:

 

A.       Approval of the minutes of the Board of Commissioners meeting held on Tuesday, January 23, 2018. 

 

2)     CLAIMS:

 

A.       Approval of all claims processed through January 30, 2018. 

 

3)     SPECIAL PRESENTATONS:

 

A.       Recognition of the County-City Building art exhibit - Derrill Grabenstein

 

B.       County Sheriff 2018 Employee Recognition Awards

1.     Citizen's Certificate of Merit:  Corey Gustafson, Jerry Polivka and Timothy Miller

2.     Civilian Employee of the Year:  Court Officer Mark Booth

3.     Honorable Discharge:  Deputy Sheriff Craig S. Schnieder

4.     Life Saving Award:  Deputy Sheriff James Roark

5.     Life Saving Award:  Deputy Sheriff Barry Barnett

6.     Gallantry Star:  Deputies Rhonda Wicht and Michael Hansen

 

4)     NEW BUSINESS:

 

A.       Setting the salary for Ryan Decker, Deputy County Attorney, in the amount of $68,001.44 (Step 3) as Attorney I, effective February 20, 2018.

 

B.       Setting the salary for Diane Hughes, bailiff for Judge John A. Colburn, in the amount of $63,555, effective February 1, 2018. 

 

C.        Public Employer Retirement Plan Annual Report for the Lancaster County, Nebraska 401 (a) Employees Retirement Plan for the plan year ending December 31, 2017.

 

D.       Memorandum of Understanding between Fraternal Order of Police, Lodge #32 and the County of Lancaster, Nebraska to continue a policy governing the granting and denial of vacation leave, compensatory time and holiday leave.  The leave policy shall be in effect from February 1, 2018 through August 31, 2018.  (C-18-0055)

 

E.        Amendment to County Contract C-15-0062 with CBM Managed Services for correctional food and commissary services.  The cost will be increased by 1.6% per meal for the remainder of the contract term.  The increase is based on the Midwest Consumer Price Index (CPI) for Food Away from Home.  (C-18-0041)

 

F.        Recommendation from the Purchasing Department and the County Sheriff to award a sole source contract for camera systems and software to Vigilant Solutions, LLC.  The total amount of the order is $35,515.  (C-18-0042)

 

G.       Recommendation from the Purchasing Department and the County Sheriff to award a purchase order to Bizco Technologies for Panasonic laptops (Bid No. 18-005).  The total amount is $31,979.25.  (C-18-0044)

 

H.       Recommendation from the Purchasing Department and Records and Information Management to award a purchase order to Gene Steffy Chrysler Jeep Dodge for the purchase of a Dodge Ram Promaster Cargo Van using the State of Nebraska contract No. 14872 OC.  The cost to the County is $20,879.  (C-18-0043)

 

I.        Agreement with Connecting Links to provide substance use evaluation services for Community Corrections.  The County will pay up to $150 per participant and $160 per participant if the participant is in custody, should the participant not pay within 30 days.  Term of the contract is July 1, 2017 through June 30, 2018, and will automatically renew for one additional year.  (C-18-0056)

 

J.        Amendment Two to County Contract No. C-16-0445, subaward agreement with the State of Nebraska Department of Health and Human Services for child support enforcement services provided by the Lancaster County Attorney's Office.  The purpose of the amendment is to update the language related to the use of Federal Tax Information (FTI) and to eliminate payments for collection of medical reimbursements that are not allowed as an IV-D activity.  (C-18-0057)


K.       Contracts with the following to provide the annual supply of turf fertilizer and chemicals (Bid No. 17-319).  The terms of the contracts are March 6, 2018 through March 7, 2019. 

 

1.     Crop Production Services, Inc., in an amount not to exceed $9,632.40.  (C-18-0045)

2.     Helena Chemical Company, in an amount not to exceed $1,375.30.  (C-18-0046)

 

L.        Contract with Rochester Armored Car to provide annual armored car services (Bid No. 17-290).  The term of the contract is four years beginning February 1, 2018 with the option to renew for one additional four-year term.  The cost to the County is not to exceed $60,000.  (C-18-0051)

 

M.      Amendment to County Contract C-13-0549 with Company Care for employee medical exams (Bid No. 13-197).  The amendment extends the contract for an additional three month term beginning February 4, 2018 through May 3, 2018.  The cost to the County is not to exceed $4,500.  (C-18-0047)

 

N.       Amendment to County Contract C-17-0927 with Carahsoft using the State of Utah NASPO ValuePoint Contract (AR2472, MOU005) for the Cloud Solutions Qualtrics Research Suite.  The amendment changes the contract term to February 1, 2018 through January 31, 2019.  (C-18-0048)

 

O.       Amendments to the following contracts for the annual requirements of pumping, hauling and disposal services for liquid waste products (Bid No. 13-173).  The amendments extend the contracts for an additional one-month term beginning February 3, 2018 through March 2, 2018.  The cost to the County is not to exceed $500. 

 

1.     County Contract C-13-0448 with A 1st Rate Pumping Service, Inc.  (C-18-0049)

2.     County Contract C-13-0449 with Tan-Aire, Inc.  (C-18-0050)

 

P.        Amendment to County Contract C-10-0317 with Correctional Healthcare Companies (CHC) for medical services for the Youth Services Center (Bid No. 09-275).  The amendment extends the contract from February 1, 2018 through April 30, 2018.  The cost to the County is not to exceed $60,000.  (C-18-0052)

 

Q.       Amendment to County Contract C-11-0252 with Correct Care Solutions, LLC for health care services for the Adult Detention Facility (Bid No. 10-173).  The amendment extends the contract from February 1, 2018 through February 28, 2018.  The cost to the County is not to exceed $180,000.  (C-18-0053)

 

R.       Amendment to County Contract C-15-0119 with K2 Construction for the annual requirements of County snow removal truck mounted plow services (Bid No. 14-289).  The amendment renews the contract for an additional one-year term beginning March 10, 2018 through March 9, 2019.  The cost to the County is not to exceed $10,000.  (C-18-0054)

 

S.        Contract with Lincoln Fire and Rescue for the specialized medical care of General Assistance clients.  The provider will be reimbursed at the Medicaid rate.  (C-18-0060)

 

5)     CONSENT ITEMSThese are routine business items that are expected to be adopted   without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.       Right-of-way contracts with the following:

 

1.     Ronald and Judeen Oelling, Southwest 2nd Street and West Wittstruck Road, in the amount of $748.  (C-18-0058)

2.     Oelling Family Roca, LLC, Southwest 2nd Street and West Wittstruck Road, in the amount of $748.  (C-18-0059)

 

B.       Setting a public hearing on Tuesday, February 6, 2018 at 9:00 a.m., in Room 112 of the County-City Building (555 S 10th Street, Lincoln) regarding the proposed sale of property generally located at 2202 South 11th Street in the City of Lincoln, Lancaster County, Nebraska, which includes declaring that the property no longer serves a County purpose, determining fair market value and setting the date for sale of the property.

7)     ANNOUNCEMENTS:

 

A.       The Lancaster County Board of Commissioners will hold a Mid-Year Budget Retreat on Thursday, February 1, 2018 at 8:30 a.m., in the Lower Level Conference Room at the Lincoln-Lancaster County Health Department (3131 O Street).

 

B.       The Lancaster County Board of Commissioners will hold their next regular meeting on Tuesday, February 6, 2018 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln).
