Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

1)     ELECTION OF OFFICERSElection of 2018 Officers for the Lancaster County Board of Commissioners.

 

2)     MINUTES:

 

A.       Approval of the minutes of the Board of Commissioners meeting held on Tuesday, December 19, 2017. 

 

3)     CLAIMS:

 

A.       Approval of all claims processed through January 9, 2018. 

 

4)     PUBLIC HEARINGS:

 

A.       County Text Amendment No. 17014, amending Section 7.02 and Section 8.05 of the Lancaster County Subdivision Regulations, and Section 14.013 of the Lancaster County Zoning Regulations for CAD (Computer Aided Design/Drafting Standards).  (See correlating item 5A)

 

B.       County Text Amendment No. 17018, amending Article 18 of the Lancaster County Zoning Resolution relating to Special Height and Use Near Airports.  (See correlating item 5B)

 

C.        Appeal of Planning Commission's conditional approval of Special Permit No. 17043, to allow soil mining and excavation on property generally located at Southwest 112th Street and West Van Dorn Street.  (See correlating item 5C)

 

5)     NEW BUSINESS:

 

A.       Resolution regarding County Text Amendment No. 17014 amending the Lancaster County Zoning Resolution and the Lancaster County Subdivision Resolution to require submittal of CAD (Computer Aided Design/Drafting) files for certain subdivision and zoning applications, as provided in Attachment A.  (R-18-0001)

 

B.       Resolution regarding County Text Amendment No. 17018 amending the Airport Zoning map and making other miscellaneous changes to Article 18, as provided in Attachments A and B.  (R-18-0002)

 

C.        Resolution in the matter of County Special Permit No. 17043, excavation on property generally located at Southwest 112th Street and West Van Dorn Street, Lancaster County, Nebraska. (R-18-0003)

 

D.       Lancaster County Board committee assignments for 2018.

 

E.        Resolution in the matter of Elected Official Chief Deputy salary increases for the 2018 calendar year.  (R-18-0005)

 

F.        Resolution recognizing Lancaster County as an Annie E. Casey Foundation Juvenile Detention Alternatives Initiative site.  (R-18-0004)

 

G.       Approval of Keno Human Services Prevention Fund Round 42 recommendations.

 

H.       Agreement with Journal Star Printing Company for Notices of Election, Sample Ballot and other publications for the Election Commissioner.  Term of the agreement is January 1, 2018 through December 31, 2018. (C-18-0016)

 

I.        Quitclaim deed from Lancaster County to the Nebraska Department of Transportation conveying property generally located at Northwest 48th Street and Highway 34. 

 

J.        Recommendation from the Purchasing Department and County Sheriff to award a purchase order to Gene Steffy Chrysler Jeep Dodge for the purchase of a 2018 Jeep Cherokee 4x4 using the State of Nebraska Contract No. 14876 OC. The total cost is $23,769.  (C-18-0009)

 

K.       Recommendation from the Purchasing Department and County Sheriff to award a purchase order to Anderson Ford for the purchase of a 2018 Ford Transit Cargo Van using the State of Nebraska Contract No. 14878 OC.  The total cost is $31,959.  (C-18-0010)

 

L.        Recommendation from the Purchasing Department and County Sheriff to award a purchase order to Anderson Ford Lincoln Mercury Mazda for the purchase of six 2018 Ford Police Midsize utility vehicles and accessories using the State of Nebraska Contract No. 14611 OC.  The total cost is $180,144.  (C-18-0012)

 

M.      Contract with Meco-Henne Contracting, Inc., to provide Lancaster County Emergency Management renovation and relocation (Bid No. 17-282).  The cost to the County is not to exceed $1,158,000.  Work is to be completed on or before 11 months after execution of the contract.  (C-18-0011)

 

N.       Contract with Hood Masters, Inc., to provide the annual service of kitchen exhaust hood and equipment cleaning (Bid No. 17-312).  The term of the contract is January 24, 2018 through January 23, 2019.  The cost to the County is not to exceed $5,300.  (C-18-0013)

 

O.       Amendments to the following contracts for the annual supply of tires, tubes and tire repair services (Bid No. 13-175).  The amendments extend the contracts from January 1, 2018 through March 2, 2018.

 

1.     County Contract C-13-0379 with Cross-Dillon Tire, in an amount not to exceed $14,000.  (C-18-0001)

2.     County Contract C-13-0378 with Bauer Built Tire & Service, in an amount not to exceed $9,000.  (C-18-0002)

 

P.        Amendment to County Contract C-14-0008 with Firespring for the annual requirements of offset printing and related services (Bid No. 13-301).  The amendment renews the contract from January 14, 2018 through January 13, 2019.  The cost to the County is not to exceed $55,000.  (C-18-0003)

 

Q.       Amendment to County Contract C-17-0054 with Block & Company, Inc., for the annual supply of property bags (Quote No. 5529).  The amendment renews the contract for a term beginning February 7, 2018 through February 6, 2019.  The cost to the County is not to exceed $4,500.  (C-18-0005)

 

R.       Amendment to County Contract C-17-0023 with The Boulder Company for the annual supply of snowplow nuts, bolts and washer (Quote No. 5527).  The amendment renews the contract for a term beginning January 30, 2018 through January 29, 2019.  The cost to the County is not to exceed $1,700.  (C-18-0006)

 

S.        Amendment to County Contract C-14-0402 with Snap-on Industrial, a division of IDSC Holdings, LLC, using the State of Nebraska Contract No. 14033 OC for small hand and power tools and accessories.  The amendment extends the contract from January 1, 2018 through June 30, 2018.  The cost to the County is not to exceed $100.  (C-18-0007) 


T.        Amendment to County Contract C-15-0228 with Graybar Electric Company using the County of Los Angeles, California Master Agreement No. MA-IS-1540125 for telecommunications supplies and accessories.  The amendment renews the contract from January 1, 2018 through December 31, 2018.  The cost to the County is not to exceed $20,000.  (C-18-0008)

 

U.       Amendment to County Contract C-17-0220 with 3M Company - Traffic Safety Systems using the State of Nebraska Contract No. 14698 OC for reflective sign sheeting.  The amendment renews the contract from February 1, 2018 through January 31, 2019.  The cost to the County is not to exceed $8,000.  (C-18-0015)

 

6)     CONSENT ITEMSThese are routine business items that are expected to be adopted   without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of:

B.       Revocation of Utility Permit No. 1548 (County Contract No. C-17-0867)

 

C.        Utility Permit No. 1548-A allowing Allo Communications to install new underground fiber optic cable at various locations from approximately South 56th Street and Rebel Drive to South 66th Street and Rokeby Road.  There is no cost to the County.  (C-18-0014)

A.       The Lancaster County Board of Commissioners will attend a Legislative Breakfast on Monday, January 8, 2018 at 8:00 a.m., in Room 1126 of the State Capitol.

 

B.       The Lancaster County Board of Commissioners will hold a staff meeting on Thursday, January 11, 2018 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln).

 

C.        The Lancaster County Board of Commissioners will hold their next regular meeting on Tuesday, January 16, 2018 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) with the Board of Equalization immediately following.
