Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff at the front of the Hearing Room.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

1)     MINUTES:

 

A.       Approval of the minutes of the Board of Commissioners meeting held on Tuesday, September 5, 2017. 

 

B.       Approval of the minutes of the Board of Commissioners meeting held on Thursday, September 7, 2017.

 

2)     CLAIMS:

 

A.       Approval of all claims processed through September 12, 2017. 

 

3)     PUBLIC HEARING:

 

A.       County Special Permit No. 17027 - Community Unit Plan for 5 single-family lots with a wavier to subdivision regulations of 1 test well per 10 acres at Southwest 98th Street, one-half mile south of West Yankee Hill Road. (See correlating item 4A)


4)     NEW BUSINESS:

 

A.       Resolution in the matter of County Special Permit No. 17027, Community Unit Plan on property generally located at Southwest 98th Street and West Yankee Hill Road, Lancaster County, Nebraska.  (R-17-0068)

 

B.       Resolution directing the County Treasurer to issue tax sale certificates to the County on all parcels of real estate where there are delinquent taxes and also directing the County Attorney's Office to begin tax foreclosure proceedings.  (R-17-0069)

 

C.        Special designated license application from World Eats Company d/b/a The Eatery for a reception at Prairie Creek Inn, 2400 South 148th Street, Walton, on September 30, 2017. 

 

D.       Special designated license application from Meier's Wine, Inc., for a reception at Spring Creek Prairie, 11700 Southwest 100th Street, Denton, on October 1, 2017.

 

E.        Special designated license application from Meier's Wine, Inc., for a reception at Prairie Creek Inn, 2400 South 148th Street, Walton, on October 6, 2017. 

 

F.        Authorization to bind insurance coverage.

 

G.       Agreement between the Nebraska State Patrol and Lancaster County, on behalf of the Lancaster County Sheriff, for use of the County Firearms Range for training and qualification testing.  Term of the agreement is for five years.  (C-17-0745)  

 

H.       Ratification of Grant Adjustment Notice from NEMA to Lancaster County, decreasing the amount of the 2016 Emergency Management Performance Grant from $128,014.50 to $127,901.58.  (C-17-0746)

 

I.        Grant Adjustment Notice from NEMA to Lancaster County, increasing the amount of the 2016 Emergency Management Performance Grant from $127,901.58 to $175,561.45.  (C-17-0747)

 

J.        Contract with The Clark Enersen Partners to provide design and construction observation services for the repair of the storm sewer and drainage ditch at the Lancaster County Adult Detention Facility.  The cost to the County is not to exceed $5,000.  (C-17-0748)

 

K.       Engagement letter from Baylor Evnen to provide professional legal services to Lancaster County.  (C-17-0749)   

 

L.        Network provider contract with the Regional Behavioral Health Authority (Region V) for the provision of certain behavioral mental health services at the Mental Health Crisis Center.  The County shall be reimbursed up to $1,172,103 for the services.  Term of the agreement is July 1, 2017 through June 30, 2018.  (C-17-0750)


M.      Business associate and qualified service organization agreement between Region V Systems and Lancaster County, on behalf of the Mental Health Crisis Center, to ensure compliance with the Health Insurance Portability & Accountability Act (HIPAA) and 42 C.F.R. Part 2.  The agreement is made part of the network provider contract between Region V and Lancaster County.  (C-17-0751)

 

N.       Recommendation from the Purchasing Department and Lancaster County Corrections to award a contract to Galls, LLC and Don's Pioneer Uniforms (DEK Corp.) for the annual supply of guard and maintenance staff clothing for County Corrections (Bid No. 17-201).  The estimated four year total for Galls, LLC is $90,000 and Don's Pioneer Uniforms is $30,000 for a total cost for the four-year term of $120,000.  (B-17-0201)

 

O.       Contract with TLC Dry Cleaners to provide the annual service of uniform cleaning (Quote No. 5681).  Term of the contract is one year from the date of execution.  The cost to the County is not to exceed $13,650.  (C-17-0737)

 

P.        Amendment to County Contract C-14-0454 with Odyssey Travel for the annual requirements of travel agent services (Quote No. 4841).  The amendment renews the contract from September 9, 2017 through September 8, 2018.  The cost to the County is not to exceed $9,000.  (C-17-0735)

 

Q.       Amendment to County Contract C-16-0498 with Paramount Linen for the annual services of rental and cleaning of mats, various linens and related items (Bid No. 16-170).  The amendment renews the contract from September 13, 2017 through September 12, 2018.  The cost to the County is not to exceed $8,000.  (C-17-0738)

 

R.       Professional services contract between Olsson Associates and Lancaster County on behalf of the Lancaster County Engineer's Office to provide Wetland Report and Permitting for the County's 2018 culvert maintenance project.  Work is to be completed on or before January 1, 2018.  The cost to the County is not to exceed $14,800.  (C-17-0752)

 

S.        Contracts with the following medical providers for specialized medical care of General Assistance clients.  Providers will be reimbursed at the Medicaid rate.

 

1.     Heartland Urgent Care (C-17-0740)

2.     Heibel Dermatology (C-17-0741)

3.     Bradlee Novotny, DC, PC  (C-17-0739)

 

T.        Grant contract amendment with The Mediation Center to increase the amount of the contract to $21,461 for the Victim/Youth Conferences program.  The contract is funded by the Nebraska Commission on Law Enforcement and Criminal Justice Community Aid Grant (#16-CB-0523).  (C-17-0505)

 

U.       Grant contract with Lighthouse, Inc., in the amount of $28,891 for the Restorative Justice program through the Nebraska Commission on Law Enforcement and Criminal Justice Juvenile Services Aid Grant (#17-CB-529).  Term of the grant contract is July 1, 2017 through June 30, 2018.  (C-17-0736)

 

V.       Grant contract with the University of Nebraska-Lincoln, on behalf of the Center on Children, Families and the Law, in the amount of $5,000.  The grant contract is funded through the Nebraska Commission on Law Enforcement and Criminal Justice Juvenile Services Aid Grant (#17-VP-5007).  The term of the grant contract is July 1, 2017 through June 30, 2018.  (C-17-0742)

 

5)     CONSENT ITEMSThese are routine business items that are expected to be adopted   without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.       Utility Permit No. 1591 allowing Windstream Nebraska, Inc., to install new buried cable to clear conflicts with Box Culvert H-128.  There is no cost to the County.  (C-17-0743)

 

B.       Receive and place on file the following reports for August, 2017:

 

1.     Assessor/Register of Deeds

2.     Clerk of the District Court

3.     Records and Information Management

7)     ANNOUNCEMENTS:

 

A.       The Lancaster County Board of Commissioners will not hold a staff meeting on Thursday, September 14, 2017 due to their attendance at the Nebraska Association of County Officials (NACO) Southeast District Meeting at Camp Carol Joy Holling in Ashland, Nebraska. 

 

B.       The Lancaster County Board of Commissioners will hold their next regular meeting on Tuesday, September 19, 2017 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) with the Board of Equalization immediately following.

 

C.        The Lancaster County Board of Commissions will hold a public hearing on Tuesday, September 26, 2017 at 4:00 p.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) regarding the Board of Equalization property valuation protest process.
