Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

1)     MINUTES:

 

A.       Approval of the minutes of the Board of Commissioners meeting held on Tuesday, March 28, 2017. 

 

B.       Approval of the minutes of the Deputy Chief Administrative Officer interviews held on Wednesday, March 29, 2017.

 

2)     CLAIMS:

 

A.       Approval of all claims processed through April 4, 2017.

 

3)     SPECIAL PRESENTATIONS:

 

A.       Recognizing April 2 - 8, 2017 as Crime Victims' Rights Week - Elizabeth McQueen, Victim Witness Manager; Kathy Stevenson, Victim Advocate; Jody Brott, Victim Advocate; Arcelia Gomez, Domestic Violence Advocate.  (See correlating item 5A)

 

B.       Recognizing April 4, 2017 as National Service Recognition Day - Randy Jones, Aging Partners Director; Karen Wobig, Extension Educator, Unit Leader, Lancaster County Extension Office.  (See correlating item 5B)

 

4)     PUBLIC HEARING:

 

A.      Class K (catering) liquor license application for Kramer Bar & Grill, 11365 W. Kramer Street, Kramer, Nebraska. (See correlating item 5C)

 

5)     NEW BUSINESS:

 

A.       Resolution recognizing April 2 - 8, 2017 as National Crime Victims' Rights Week.

B.       Resolution recognizing April 4, 2017 as National Service Recognition Day.  (R-17-0025)

 

C.        Resolution in the matter of application for a Class K (catering) liquor license for Michael and Tammy Roth d/b/a Kramer Bar & Grill, 11365 W. Kramer Street, Kramer, Nebraska.  (R-17-0026)

 

D.       Resolution in the matter of witness fees paid by Lancaster County, which have remained unclaimed for six months or more.  (R-17-0027)

 

E.        Setting the annual salary for Erica Pruess, Deputy County Attorney, in the amount of $64,041.12 (Step 2) as Attorney I, effective April 6, 2017.

 

F.        Authorizing payment to the City of Lincoln in the amount of $10,800 for property generally located at 2201 South 17th Street upon final approval of the City Ordinance authorizing conveyance of City surplus property to Lancaster County.  (C-17-0252)

 

G.       Resolution authorizing the Chair of Lancaster County Board of Commissioners to execute an agreement with the State of Nebraska Department of Roads to coordinate the effects of the State's construction of the South Beltway on County roads.

H.       Authorizing the Lancaster County Engineer to execute the Environmental Assessment for the South Beltway.

 

I.        Construction contract with Straight-Line Striping, Inc., for pavement striping services.  The County will pay $214,990 for the products and services.  The work shall be completed on or before August 11, 2017.  (C-17-0253)

 

J.        Recommendation from the Purchasing Department and County Engineer to award a contract to Midwest Pump and Equipment Company for an asymmetric 2-post lift and removal of the existing in-ground single post vehicle lift (Bid No. 17-086).  The total cost to the County is $36,034.  (B-17-0086)

 

K.       Contract with Outback Fence & Stain to provide fence construction for five (5) Lancaster County gravel sites (Bid No. 17-074).  The cost to the County is not to exceed $92,503.  (C-17-0250)

 

L.        Contract with Schmader Electric Construction, Inc., to provide an outdoor warning siren (Bid No. 17-073).  The cost to the County is not to exceed $26,975.  (C-17-0251)

 

M.      Amendment to County Contract C-17-0144 with Schneider Construction, LLC for painting services (Bid No. 16-286).  The amendment adds a new section into the contract for Workers Compensation insurance.  (C-17-0235)

 

N.       Amendment to County Contract C-14-0193 with All Needs Computer & Mailing Services, Inc., for the annual requirements of Election Commission mailing services (Quote No. 4748).  The amendment renews the contract from April 15, 2017 through April 14, 2018.  The cost to the County is not to exceed $2,100.  (C-17-0245)

 

O.       Amendment to County Contract C-15-0185 with Stericycle for the annual requirements of infectious waste pickup and disposal (Bid No. 15-061).  The amendment renews the contract from April 14, 2017 through April 13, 2018.  The cost to the County is not to exceed $1,660.  (C-17-0246)

 

P.        Amendments to the following contracts for the annual supply of anti-freeze, coolants and windshield washer fluid (Bid No. 15-065).  The amendment renews the contracts from April 10, 2017 through April 9, 2018.     

 

1.     County Contract C-15-0151 with Sapp Bros Petroleum, Inc., in an amount not to exceed $4,000.  (C-17-0247)

2.     County Contract C-15-0150 with Thermo King Christensen, Inc., in an amount not to exceed $1,000.  (C-17-0248)

 

Q.       Grant contract with Human Services Federation in the amount of $5,350 for Youth Thrive trainings from the Nebraska Commission on Law Enforcement and Criminal Justice Community-based Juvenile Services Aid State Grant #16-CB-0523.  Term of the grant contract is February 1, 2017 through June 30, 2017.  (C-17-0254)

 

R.       Grant contract amendment with Lighthouse, Inc., to modify the source of funding for County Contract C-16-0624 to include Nebraska Commission on Law Enforcement and Criminal Justice Community-based Juvenile Services Aid State Grant #15-EB-0602 and #16-CB-0523.  Term of the grant contract is July 1, 2016 through June 30, 2017.

6)     CONSENT ITEMThese are routine business items that are expected to be adopted without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of:

 

A.       Utility Permit No. 1525 allowing NebraskaLink Holdings LLC, to install buried fiber optic cable from 1,370 linear feet west of Highway 43 and Stagecoach Road easterly under Stagecoach Road to the Otoe County line.  There is no cost to the County.

7)     PUBLIC COMMENT: Those wishing to speak on items relating to County business not on the agenda may do so at this time.

8)     ANNOUNCEMENTS:

 

A.       The Lancaster County Board of Commissioners will hold a staff meeting on Thursday, April 6, 2017 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln). 

 

B.       The Lancaster County Board of Commissioners will hold their next regular meeting on Tuesday, April 11, 2017 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) with the Board of Equalization immediately following.

D.       The Lancaster County Board of Commissioners meeting is broadcast live.  It is rebroadcast on Tuesdays (1:30 p.m. and 7:00 p.m.), Wednesdays (12:00 a.m. midnight) and Saturdays (3:30 p.m.) on 5 City-TV, Cable Channel 5.  In addition, the meeting may be viewed on the internet at lancaster.ne.gov under 5 City-TV, Video on Demand or 5 City-TV on YouTube.

 

9)     ADJOURNMENT

 

This agenda, which is kept continually current, is available for inspection during regular business hours in the office of the Lancaster County Clerk, located at 555 S. 10th Street, Room 108, Lincoln, Nebraska.  The Board of Equalization meeting agendas and minutes are also available on the County's web site at lancaster.ne.gov.
