Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

1)     MINUTES:

 

A.       Approval of the minutes of the Board of Commissioners meeting held on Tuesday, March 7, 2017. 

 

2)     CLAIMS:

 

A.       Approval of all claims processed through March 14, 2017.

 

3)     SPECIAL PRESENTATION:

 

A.       Recognition of Brent Meyer for receiving the Nebraska Weed Control Association Superintendent of the Year award for 2016.

 

4)     PUBLIC HEARING:

 

A.       Public hearing regarding the proposed sale of a vacated portion of West Meinke Street in the unincorporated village of Kramer, Lancaster County, Nebraska.  (See correlating item 5A)


5)     NEW BUSINESS:

 

A.       Resolution regarding the proposed sale of a vacated portion of West Meinke Street, which includes declaring that the property no longer serves a County purpose, determining fair market value and setting the date for sale of the property. (R-17-0020)

 

B.       Resolution in the matter of recognizing March 27-31, 2017, as Severe Weather Awareness Week and April 1, 2017, as Central Plains Severe Weather Symposium and Storm Spotter Appreciation Day.  (R-17-0021)

 

C.        Special designated license applications from Hillcrest Country Club, 9401 O Street, Lincoln, Nebraska for events to be held on May 7, May 14, May 28, June 4, June 11, June 18, July 2, July 30, August 6, August 27, September 3 and October 1, 2017. 

 

D.       Setting the annual salary for Mark Carraher, Deputy Public Defender, in the amount of $61,813.44 as Attorney I, effective April 10, 2017. 

 

E.        First Amendment to County Contract C-16-0606 and Restatement of Irrevocable Pledge Agreement between Bryan Hospital and Lancaster County for property generally located at 2201 S. 17th Street, Lincoln, Nebraska, to encompass the resolution of ownership of portions of Lot 8 of the subject property.  (C-17-0207)

 

F.        Agreement with Christopher Jobman to provide psychoeducational class instruction to participants of Lancaster County's Pretrial Diversion Program through Lancaster County Community Corrections.  The County shall pay $20 per hour, not to exceed 20 hours per week, for the services provided.  Term of the agreement is March 15, 2017 through June 30, 2017.  (C-17-0208)

 

G.       Contract with Dr. Zakaria Siddiqui to provide psychiatrist services at the Mental Health Crisis Center for the period from March 1, 2017 through June 30, 2017.  Cost to the County is $650 per 24-hour coverage period.  (C-17-0209)

 

H.       Amendment to County Contract C-15-0175 with The Bridge to provide substance abuse evaluations and abuse education classes for inmates in the custody of the Lancaster County Jail.  The amendment extends the term through February 28, 2018.  (C-17-0212)

 

I.        Agreement with Nebraska Wesleyan University to establish an internship program at the Youth Services Center.  Term of the agreement is from January 1, 2017 through December 31, 2018.  (C-17-0211)

 

J.        Offer to The Cornhusker, a Marriott Hotel, to provide meeting room and services for the Lancaster County Employee Recognition Breakfast on May 25, 2017.  Including catering and service fees, the cost to the County is $17.08 per attendee.  (C-17-0210)

 

K.       Recommendation from the Purchasing Department and County Engineer to award a contract to Straight-Line Striping for pavement striping (Bid No. 17-049).  The cost to the County is $214,990.  (B-17-0049)

 

L.        Recommendation from the Purchasing Department and County Engineer to award a contract to Rush Creek Construction, Inc. for pipe culvert maintenance (Bid No. 17-057).  The cost to the County is $802,257.42.  (B-17-0057)

 

M.      Recommendation from the Purchasing Department and County Engineer to award a contract to Outback Fence & Stain for chain link fence installation at five sites (Bid No. 17-074).  The cost to the County is $92,503.  (B-17-0074)

 

N.       Recommendation from the Purchasing Department and County Engineer to award contracts to R. L. Tiemann, Lyman-Richey Corporation, Buel Trucking and Westover Rock & Sand for the supply and hauling of gravel surface course material (Bid No. 17-066).  The total cost to the County is $500,497.50.  (B-17-0066)

 

O.       Recommendation from the Purchasing Department and County Engineer to award a purchase order to Cimline, Inc., for one (1) heated rubberized asphalt crack sealing machine (State of Nebraska Contract 13689 OC).  The total cost to the County is $43,402.  (C-17-0196)

 

P.        Recommendation from the Purchasing Department and County Engineer to award a purchase order to Falcon Equipment Holdings LLC for one (1) Falcon asphalt dump trailer and accessories (State of Nebraska Contract 14684 OC).  The total cost to the County is $58,988.  (C-17-0197)

 

Q.       Contracts with the following to provide the annual supply of craft and hobby supplies (Quote No. 5543).  Terms of the contracts are one year from the date of execution.   

 

1.     Fun Express, LLC, in an amount not to exceed $500.  (C-17-0203)

2.     Lakeshore Learning Materials, in an amount not to exceed $5,000.  (C-17-0204)

3.     Nasco, in an amount not to exceed $5,000.   (C-17-0205)

4.     School Specialty, in an amount not to exceed $5,000.  (C-17-0206)

 

R.       Amendment to County Contract C-15-0199 with Midwest Floor Covering, Inc., for floor coverings (University of Nebraska RFP #2483-15-7215).  The amendment renews the contract from March 1, 2017 through February 28, 2018.  The estimated cost to the County is not to exceed $10,000.  (C-17-0198)

 

S.        Amendment to County Contract C-13-0550 with Rochester Armored Car for the annual requirements of armored car services.  The expenditures for this contract will increase by $15,000 for the remainder of the contract term for a revised total amount of $26,500.  (C-17-0199)

 

T.        Grant contract amendment with LUX Center for the Arts to reduce the amount of County Contract C-17-0107 to $3,090 due to a 45% reduction in funding by the Nebraska Commission on Law Enforcement and Criminal Justice.  Term of the grant contract is July 1, 2016 through June 30, 2017.  (C-17-0213)


U.       Grant contract amendment with Child Guidance Center to modify the source of funding for County Contract C-16-0659 to include Nebraska Commission on Law Enforcement and Criminal Justice Community-based Juvenile Services Aid State Grants #15-CB-0506 and #16-CB-0523.  Term of the grant contract is July 1, 2016 through June 30, 2017.  (C-17-0214)

 

V.       Settlement agreement and release of claims with Thomas Bowen.  (C-17-0215)

 

6)     CONSENT ITEMSThese are routine business items that are expected to be adopted   without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.       Receive and place on file the following reports for February, 2017:

 

1.     Assessor/Register of Deeds

2.     Records & Information Management

 

B.       Utility Permits with the following:

 

1.     No. 1515 allowing Windstream Nebraska, Inc., to replace defective underground cable from South 70th Street and Travis Drive east for approximately 1,000 linear feet.  There is no cost to the County.  (C-17-0195)

2.     No. 1517 allowing Lincoln Electric System to install vacant underground plastic conduit in three locations:  (1) Crossing West Calvert Street just west of South 1st Street; (2) Crossing West Pioneers Boulevard then north on Southwest 9th Street; and (3) Crossing West Burnham Street at 1111 West Burnham.  There is no cost to the County. (C-17-0200)

3.     No. 1518 allowing Lincoln Electric System to install vacant underground plastic conduit in three locations:  (1) Crossing Green Acres Boulevard west of South Coddington Avenue; (2) West along the north side of unpaved Green Acres Boulevard; and (3) Crossing Southwest 23rd Street and West Van Dorn Street.  There is no cost to the County. (C-17-0201)

4.     No. 1519 allowing Lincoln Electric System to install vacant conduit in an area bounded by Southwest 56th Street and West "A" Street to Southwest 47th Street and West Mulberry Street.  There is no cost to the County.  (C-17-0202)

8)     ANNOUNCEMENTS:

 

A.       The Lancaster County Board of Commissioners will hold a staff meeting on Thursday, March 16, 2017 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln). 

 

B.       The Lancaster County Board of Commissioners will hold their next regular meeting on Tuesday, March 21, 2017 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) with the Lancaster County Board of Equalization meeting immediately following. 

 

C.        The Lancaster County Board of Commissioners will tour the Motor Vehicles Facility, 500 West O Street, Lincoln on Tuesday, March 21, 2017 at 11:00 a.m.
