Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

1)        MINUTES:

 

A.       Approval of the minutes of the Board of Commissioners meeting held on Tuesday, February 28, 2017. 

 

2)        CLAIMS:

 

A.       Approval of all claims processed through March 7, 2017.

 

3)        PUBLIC HEARING:

 

A.       Increase of appropriations for the General Fund, in the amount of $3,185,000 due to the sale of the Mental Health Center building and increase of appropriations for the Property Management Fund, in the amount of $200,000 due to additional utility costs at the Youth Services Center building and additional costs at the Mental Health Center building due to the time of the sale of the building.  (See correlating item 4A)

 

4)        NEW BUSINESS:

 

A.       Resolution in the matter of supplementing appropriations for the previously adopted budget for the General Fund, in the amount of $3,185,000 and the Property Management Fund, in the amount of $200,000.  (R-17-0019)

 

B.       Amusement license renewal application from NRG Media, LLC to hold an outdoor music concert (Frog Fest) on August 12, 2017 from 3:00 p.m. to 11:30 p.m. at BlueStem Tree Farm, LLC, 5895 West Sprague Road, Crete, Nebraska.

 

C.        Adopt the following recommendations from the Pension Review Committee:

1.     Recommendation One

a.   Eliminate the AllianzGI NFJ Dividend Value Instl Fund;

b.   Add the Prudential Separate Account of T. Rowe Price US Large Cap Value Equity Fund (TILCX); and

c.    Map the proceeds of the AllianzGI NFJ Dividend Value Instl Fund to the T. Rowe Price US Large Cap Value Equity Fund (TILCX)

 

2.     Recommendation Two

a.   Eliminate the AllianzGI NFJ Small-Cap Value Instl Fund;

b.   Add the Prudential QMA Small-Cap Value Q Fund; and

c.    Map the proceeds of the AllianzGI NFJ Small-Cap Value Instl Fund to the Prudential QMA Small-Cap Value Q Fund

 

3.     Recommendation Three

a.   Eliminate the Fidelity Advisor Leveraged Co Stkl Fund; and

b.   Map the proceeds to the Vanguard Selected Value Inv Fund

 

4.     Recommendation Four

a.   Retain the Oakmark Equity & Income I Fund

 

D.       Interlocal agreement with the Village of Firth for one Sheriff's Deputy for law enforcement services within the corporate limits of the Village of Firth.  Term of the agreement is April 1, 2017 through March 31, 2018.  (C-17-0186)

 

E.        Recommendation from the Purchasing Department and County Sheriff's Office to award a purchase order in the amount of $36,924 to Husker Auto Group, LLC, for a 2017 pursuit rated Chevy Tahoe (Bid No. 17-061).  (C-17-0185)

 

F.        Contract with Election Systems & Software, LLC, for a license to use their Ballot on Demand service and for related services.  Term of the contract is from March 1, 2017 through February 29, 2020, with the option to renew for three additional one-year terms.  The cost of the license and service is pursuant to Exhibits A, B and C of the contract.  (C-17-0187)

 

G.       Contract between Pavers, Inc., and Lancaster County on behalf of the Lancaster County Engineer for crack sealing bituminous surfacing.  Work is to be completed on or before May 12, 2017.  The cost to the County is $99,875.  (C-17-0188)

 

H.       Contract with Strategic Equipment, LLC, using State of Nebraska Contract No. 14700 OC to provide commercial kitchen equipment and related supplies.  The term of the contract is upon execution through November 20, 2017.  Pricing will be pursuant to the State of Nebraska contract.  The cost to the County is not to exceed $5,000.

I.        Contracts with the following for the annual supply of turf fertilizers and chemicals (Bid No. 17-007).  Terms of the contracts are one year from the date of execution. 

 

1.     Crop Production Services, Inc., in the amount of $4,045.  (C-17-0179)

2.     D&K Products (Century Homes Company), in the amount of $2,352.  (C-17-0180)

 

J.        Contract with Sunset Law Enforcement to provide the annual supply of ammunition (Bid No. 17-036).  Term of the contract is one year from the date of execution.  The cost to the County is not to exceed $50,637.05.  (C-17-0181)

 

K.       Contracts with the following to provide the annual supply of ice melt (Bid No. 16-270).  Terms of the contracts are from February 18, 2017 through February 17, 2018. 

 

1.     Helena Chemical Company, in the amount of $3,500.  (C-17-0182)

2.     Nebraska Landscape Solutions, Inc., in the amount of $3,500.  (C-17-0183)

3.     Omaha Paper Company, in the amount of $3,000.  (C-17-0184)

 

L.        Contract with Culligan to provide the annual supply of water softener salt (Quote No. 5561).  Term of the contract is one year from the date of execution.  The cost to the County is not to exceed $8,000.  (C-17-0190)

 

M.      Amendment to County Contract C-16-0162 with Allan Enterprises for the annual supply of microfilming supplies (Quote No. 5290).  The amendment renews the contract from April 5, 2017 through April 4, 2018.  The cost to the County is not to exceed $12,000.  (C-17-0191)

 

N.       Amendment to County Contract C-15-0140 with Production Creek Specialty Advertising for the annual supply of screen printed and/or embroidered apparel (Bid No. 15-046).  The amendment renews the contract from April 2, 2017 through April 1, 2018.  The cost to the County is not to exceed $5,000.  (C-17-0193)

 

O.       Amendment to County grant contract C-16-0489 with Boys & Girls Club of Lincoln/Lancaster County to reduce the amount of the contract to $6,187 due to a 45% reduction in funding by the Nebraska Commission on Law Enforcement and Criminal Justice.  Term of the grant contract is July 1, 2016 through June 30, 2017. (C-17-0194)

 

5)        CONSENT ITEMSThese are routine business items that are expected to be adopted   without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.       Receive and place on file the following reports for February, 2017:

 

1.     Clerk of the District Court

2.     County Clerk


B.       Utility Permit No. 1513 allowing Windstream Nebraska, Inc., to relocate fiber optic cable adjacent to Rokeby Road from South 84th Street to South 98th Street.  There is no cost to the County.  (C-17-0177)

 

C.        Right-of-way contracts with the following:

 

1.     Robert and Anita Ahrens, 9805 Rokeby Road, in the amount of $270.  (C-17-0189)

2.     Sunset Ridge Farms, LLC, South 98th and Rokeby Road, in the amount of $937.50. (C-17-0192)

A.       The Lancaster County Board of Commissioners will hold a staff meeting on Thursday, March 9, 2017 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln). 

 

B.       The Lancaster County Board of Commissioners will hold their next regular meeting on Tuesday, March 14, 2017 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln). 

 

C.        The Lancaster County Board of Equalization will hold their next regular meeting on Tuesday, March 14, 2017 immediately following the Lancaster County Board of Commissioners meeting in Room 112 of the County-City Building (555 S. 10th Street, Lincoln).

E.        The Lancaster County Board of Commissioners meeting is broadcast live.  It is rebroadcast on Tuesdays (1:30 p.m. and 7:00 p.m.), Wednesdays (12:00 a.m. midnight) and Saturdays (3:30 p.m.) on 5 City-TV, Cable Channel 5.  In addition, the meeting may be viewed on the internet at lancaster.ne.gov under 5 City-TV, Video on Demand or 5 City-TV on YouTube. 


8)        ADJOURNMENT
