Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff at the front of the Hearing Room.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

1)      MINUTES:

 

A.        Approval of the minutes of the Board of Commissioners meeting held on Tuesday, June 25, 2019. 

 

2)      CLAIMS:

 

A.        Approval of all claims processed through July 2, 2019. 

 

3)      CONSENT ITEMSThese are routine business items that are expected to be adopted without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.        Amendments to the following County contracts for Annual Service - Used Oil Collection Services: (Quote No. 5371.  The amendments renew the contracts from July 12, 2019 through July 11, 2020.  The cost to the County is not to exceed $2,500 for all contracts.)

 

1.     C-16-0350 with Jebro Incorporated (C-19-0513)

2.     C-16-0349 with TSO (C-19-0514)

 

B.        Amendment to County Contract C-18-0424 with Fastenal Company using the NASPO ValuePoint 8497, State of NE Contract No. 15002 for Facilities Maintenance and Repair & Operations (MRO) and Industrial Supplies (MOU026). The amendment renews the contract from July 1, 2019 through June 30, 2020.  The estimated cost to the County is not to exceed $2,500.) (C-19-0515)

 

C.        Change Order #6 for County Contract C-18-0261 (Project 18-05; Bid 18-106) with Yost Excavating, Inc. (to use a flared end section instead of a metal headwall due to utility location.  The Change Order reduces the amount due under the Contract by $467.) (C-19-0517)

 

D.        Utility Permit No. 1824 allowing Windstream Nebraska, LLC., to install fiber optic cable within two feet of the west right-of-way line of North 148th Street from East "O" to Holdrege Streets.  There is no cost to the County. (C-19-0518)

 

E.        Settlement agreement and release between Adam Bassinger and Lancaster County. (C-19-0519)

 

F.         Grant contract with The Mediation Center for the Restorative Justice Practices program funded by Juvenile Justice Prevention Funds for the period of July 1, 2019 through June 30, 2020 in the amount of $55,285. (C-19-0520)

 

G.        Grant contracts funded by the Joint Budget Committee for the period of July 1, 2019 through June 30, 2020 with the following:

 

1.     Lutheran Family Services for the Adult Behavioral Health Services program in the amount of $25,875. (C-19-0521)

2.     Asian Community & Cultural Center for the Family Resource program in the amount of $10,350. (C-19-0522)

 

H.        Grant contracts funded by Community-Based Juvenile Services Aid for the period of July 1, 2019 through June 30, 2020 with the following:

 

1.     OMNI Inventive Care for the Truancy Diversion Therapy program in the amount of $16,872. (C-19-0523)

2.     Lighthouse, Inc., for the Restorative Practices program in the amount of $29,885. (C-19-0524)

3.     Family Service Lincoln for the School Based Therapeutic Services program in the amount of $25,000. (C-19-0525)

4.     Mediation Center for the Restorative Justice program in the amount of $46,000. (C-19-0526)

 

4)      SPECIAL PRESENTATION:

 

A.        Community Action's Weatherization Program - Vi See, Executive Director of Community Action Partnership of Lancaster and Saunders Counties.

 

5)      NEW BUSINESS:

 

A.        Resolution in the matter of adopting minimum road standards for roads in unincorporated areas pursuant to Nebraska Rev. Stat. 39-1501(5) (R-19-0051)

 

B.        Reappointment of Martin E. Neal to the County Veteran's Service Committee for a five-year term commencing on July 1, 2019 and ending June 30, 2024.

 

C.        Special Designated License application from Michael J. Roth for an event at Kramer Bar & Grill, 11365 West Kramer Street, Kramer, Lancaster County, Nebraska on July 20, 2019. 

 

D.        Special Designated License application from Ken's Liquor Inc., for an event at Roca Ridge Event Center, 5265 Prairie Sage Drive, Roca, Nebraska on August 18, 2019.

 

E.        Offer to The Lincoln Marriott Cornhusker to provide a meeting room and services for the Lancaster County Treasurer's annual tax sale on March 2, 2020.  The cost to the County is $2,250. (C-19-0527)

 

F.         Transfer of Ownership Restriction Agreement with Jeffrey D. and Tiffaney M. Radik for property located at Lots 10-12, Block 3, Kramer; and Lots 10 and 42, Irregular Tracts, Section 9, Township 7 North, Range 5 East; all in Lancaster County, Nebraska. (C-19-0528)

 

G.        Agreement with Tyler Technologies, Inc., to provide licenses for Eagle software and hosting for the Lancaster County Assessor's Office.  The term of the agreement is four years from the first day of the first month following the effective date.  The cost to the County is $52,996. (C-19-0529)

7)      ANNOUNCEMENTS:

 

A.        The Lancaster County Board of Commissioners will hold a staff meeting on Tuesday, July 2, 2019 at 10:00 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln).

 

B.        There will be no County Board of Commissioners staff meeting on Thursday, July 4, 2019, due to the 4th of July holiday.

 

C.        The Lancaster County Board of Commissioners will hold its next regular meeting on Tuesday, July 9, 2019 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln).
