Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff at the front of the Hearing Room.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

1)      MINUTES:

 

A.        Approval of the minutes of the Board of Commissioners meeting held on Tuesday, May 14, 2019. 

 

2)      CLAIMS:

 

A.        Approval of all claims processed through May 21, 2019. 

 

3)      CONSENT ITEMSThese are routine business items that are expected to be adopted without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.        Amendment to County Contract C-18-0258 with Maxwell Products, Inc., for Annual Service - Polypatch Applicator Rental and Mastic Pave Patch. (Bid No. 18-080.  The amendment renews the contract from June 5, 2019 through June 4, 2020.  The cost to the County is not to exceed $15,000.) (C-19-0380)

 

B.        Contract with White Castle Roofing & Gutters (White Castle Roofing & Contracting Inc.) to provide Lancaster County DMV Roof Replacement (46th & R). (Bid No. 19-114.  The work included in this contract shall begin as soon as possible from the date of execution. The cost to the County is not to exceed $71,016.) (C-19-0388)

 

C.        Second Amendment to County Contract C-17-0422 with The Board of Regents of the University of Nebraska, on behalf of the University of Nebraska - Lincoln and its Children's Justice Clinic at the University of Nebraska for the representation of indigent juveniles in the Separate Juvenile Court of Lancaster County.  The amendment provides separate pricing for appointments pursuant to Neb. Rev. Stat. 43-247(1), (2), (3)(b) or (4), at the rate of $460.00 per case. (C-19-0389)

 

D.        Amendment to Grant Contract C-18-0571 with Family Violence Council for the Coordinated Response to Reducing Violence program. (The term of the amendment is June 1, 2019 through June 30, 2019, in the amount of $1,250.) (C-19-0391)

 

E.        Second Amendment to County Contract C-18-0620 with JEO to add additional wetland permitting services.  (The cost of the additional services is $2,860.) (C-19-0392)

 

F.         Change Order #1 to County Contract C-19-0201 with Yost Excavating, Inc., (Project No. 19-07; Bid No. 19-049. To modify the quantities of matting and rock rip-rap at certain locations as provided herein.  The change order decreases the amount due on the contract by $2,368.25.) (C-19-0393)

 

G.        Change Order #7 to County Contract C-18-0220 with Constructors Inc. (Project 18-01; Bid No. 18-081. To deem the conditions precedent in Change Order #6 satisfied through contractor's substantial compliance, extending the project completion date from May 1, 2019, to June 1, 2019, due to circumstances beyond the control of the contractor.) (C-19-0394)

 

H.        Utility Permits with Windstream Nebraska to install new fiber optic cable as follows:

 

1.     Under Martell Road from South 54th Street to South 68th Street (No. 1794).  There is no cost to the County. (C-19-0381)

2.     From South 148th Street and Yankee Hill Road to approximately South 176th Street and Pine Lake Road (No. 1787).  There is no cost to the County. (C-19-0382)

3.     In the westerly right-of-way of South 12th Street and Gage Road to South 12th Street and Pella Road (No. 1798).  There is no cost to the County. (C-19-0384)

4.     In the westerly right-of-way of South 12th Street and Pella Road to South 12th and Princeton Road (No. 1797).  There is no cost to the County. (C-19-0385)

5.     In the westerly right-of-way of South 12th Street and Gage Road to South 12th Street and Pella Road (No. 1798).  There is no cost to the County. (C-19-0386)

 

I.         Utility Permit No. 1790 allowing CWS Fiber to install underground fiber optic cable at various locations in the Windhoek Addition, a private subdivision with dedicated roads.  There is no cost to the County.  (C-19-0383)

 

J.         Right-of-way contracts with the following:

 

1.     James C. Yeager, South 82nd Street between Roca Road and Saltillo Road, in the total amount of $3,155. (2 contracts) (C-19-0396, C-19-0397)

2.     Suzanne Y. Short, North 110th Street and Agnew Road, in the amount of $127. (C-19-0398)

3.     Wendy Sue Zinanti, Trustee, South 148th Street and Hickman Road, in the amount of $433. (C-19-0399)

 

4)      NEW BUSINESS:

 

A.        Resolution in the matter of transferring appropriations from the General Fund Miscellaneous Budget to the General Fund County Court Budget.  The amount to be transferred is $155,000. (R-19-0042)

 

B.        Resolution in the matter of extending the deadline for the 2019 property protest valuation hearings. (R-19-0043)

 

C.        Amusement license renewal application from David Gradarkewitz dba Community Crops for an event at 3130 North 112th Street, Lincoln, Nebraska on Saturday, August 24, 2019.

 

D.        Agreement with CBM Managed Services for the provision of an on-site food service and preparation skills course for inmates in the custody of the Lancaster County Corrections Department.  The term of the agreement is a maximum of one-year from date of execution.  The cost to the County is not to exceed $8,125. (C-19-0390)

 

E.        Joint Budget Committee (JBC) funding recommendations for 2019-2020.

 

F.         Juvenile Justice Prevention Fund (JJPF) recommendations for 2019-2020.

 

G.        Setting the annual salary of Ann Ames, Deputy Chief Administrative Officer to the Lancaster County Board, at $92,610 effective May 23, 2019.

 

H.        Contract between Mark Lukin, PhD, and Lancaster County, on behalf of the Lancaster County Mental Health Crisis Center, for services of a qualified psychologist.  The services will be provided at the rate of $75 per hour for up to 320 hours per year.  The term of the contract is May 1, 2019, through April 30, 2020. (C-19-0400)

 

I.         Recommendation from the Purchasing Agent and the County Engineer to award and execute a purchase order with Contech Engineered Solutions for culverts (Project No. 19-08, Bid No. 19-128). The total cost of the order is $52,403.58. (B-19-0128)

 

J.         Contract with Genuine Parts Company dba NAPA Auto Parts using the Sourcewell Contract No. 062916-GPC, State of NE Participating Addendum No. 14778 OC to provide Automotive and Truck Replacement Parts and Tires with Related Equipment, Accessories and Services (MOU048). The term of the contract is upon execution through September 6, 2019. The pricing will be pursuant to the Sourcewell contract. The cost to County is not to exceed $15,000.) (C-19-0387)

6)      ANNOUNCEMENTS:

 

A.        The Lancaster County Board of Commissioners will hold a staff meeting, including department budget hearings, on Thursday, May 23, 2019 at 9:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln).

 

B.        The Lancaster County Board of Commissioners will hold its next regular meeting on Tuesday, May 28, 2019 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln).

 

C.        The Lancaster County Board of Commissioners will hold a public hearing on Tuesday, May 28, 2019 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln, Nebraska) regarding Change of Zone 19010, from AG Agricultural to AGR Agricultural Residential on approximately 25.53 acres in the general vicinity of West Bluff Road and Northwest 126th Street in Lancaster County, Nebraska.
