Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

A.        Approval of the minutes of the Board of Commissioners meeting held on Tuesday, February 26, 2019. 

 

2)      CLAIMS:

 

A.        Approval of all claims processed through March 5, 2019.

B.        Amendments to the following County contracts for General Construction Service. (Bid No. 16-278. The amendment renews the contracts from March 1, 2019 through February 28, 2021.  The estimated cost to the County is not to exceed $100,000 for all contracts.)

C.        Amendment to County contract C-17-0070 with Ayars & Ayars, Inc., for Unit Price - Pavement/Concrete Services. (Bid No. 16-285.  The amendment renews the contract from March 1, 2019 through February 28, 2021.  The cost to the County is not to exceed $50,000.) (C-19-0178)

 

D.        Amendment to County contract C-17-0190 with Culligan of Lincoln for Annual Supply - Water Softener Salt. (Quote No. 5561. The amendment renews the contract from March 14, 2019 through March 13, 2020. The cost to the County is not to exceed $7,500.) (C-19-0180)

 

E.        Amendments to the following County contracts for Annual Supply - Craft & Hobby Supplies. (Quote No. 5543.  The amendment renews the contracts from March 14, 2019 through March 13, 2020.  The cost to the County is not to exceed $1,000 for all contracts.)

The amendment renews the contract from March 1, 2019 through February 28, 2021.  The cost to the County is not to exceed $10,000 for all contracts.) (C-19-0186)

 

H.        Amendment to County contract C-17-0039 with Nebraska Nursery & Color Gardens for Landscape Installation & Maintenance Services. (Bid No. 16-290. The amendment renews the contract from March 1, 2019 through February 28, 2021. The estimated cost to the County is not to exceed $15,000 for all contracts.) (C-19-0187)

 

 

I.         Amendments to the following County contracts for Unit Price - HVAC and HVAC Control Services. (Bid No. 16-281. The amendment renews the contracts from March 1, 2019 through February 28, 2021.  The cost to the County is not to exceed $70,000 for all contracts.)

J.         Amendment to County contract C-15-0175 with The Bridge to provide substance abuse evaluations and abuse education classes for inmates in the custody of Lancaster County Jail.  (The amendment extends the term through February 29, 2020.) (C-19-0199)

 

K.        Amendment to County contract C-17-0767 with Nebraska Printing Center for Annual Supply - Envelope Supply and Printing. (Bid No. 17-247. The amendment adds tri-color window envelopes to the contract per Attachment A. The cost to the County will remain the same through October 31, 2019.) (C-19-0202)

 

L.         Amendment to County contract C-18-0163 with Raynor Doors of Nebraska, Inc. for Unit Price - Overhead Door - Repair and Replacement Services. (Bid No. 18-047. The amendment renews the contract from March 1, 2019 through February 29, 2020. The cost to the County is not to exceed $20,000.) (C-19-0203)

P.        Setting a public hearing on Tuesday, March 19, 2019 at 9:00 a.m., in Room 112 of the County-City Building, 555 S. 10th Street, Lincoln, Nebraska, regarding County Text Amendment No. 18016 - Wind Energy Conversion Systems.

 

4)      NEW BUSINESS:

 

A.        Resolution in the matter of a corporate manager application for Fred A. Gertsch in connection with a Class Y liquor license for Prime Country Winery LLC, 12120 Southwest 142nd Street, Denton. (R-19-0013)

 

B.        Request from the Human Resources Department to change the following pay grades:

1.     Corrections Sergeant from C15 ($54,579.50 - $69,910.88) to C18 ($60,686.08 - $77,735.84).

2.     Corrections Lieutenant from C18 ($60,686.08 - $77,735.84) to C21 ($67,481.44 - $86,440.64).

 

C.        Recommendation from the Purchasing Agent and Election Commissioner to approve a Unit Price Quote for supply and installation of a security camera system at the Election Office in the amount of $24,390.67. (B-19-0022)

 

D.        Agreements between Lancaster County, on behalf of the Lancaster County Election Commissioner, and Steve McClatchey for the delivery of voting machines and other miscellaneous equipment to several polling locations.  The County will pay $60 per polling location for the delivery service for the following elections:

 

1.     City Primary Election to be held on Tuesday, April 9, 2019. (C-19-0208)

2.     City General Election to be held on Tuesday, May 7, 2019. (C-19-0209)

 

E.        Subaward agreement with the Nebraska Department of Health and Human Services in the amount of $30,000 for Policing the Teen Brain in Schools training program for County and City school resource officers and school administrators for a period of January 1, 2019 through August 31, 2020.  (C-19-0200)

 

F.         Agreement with Yost Excavating, Inc., for Project 19-07, Phase I of the 2019 Culvert Maintenance Project.  The anticipated completion date is October 31, 2019.  The cost to the County is $577,733.61. (C-19-0201)

B.        The Lancaster County Board of Commissioners will hold its next regular meeting on Tuesday, March 12, 2019 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln).
