Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff at the front of the Hearing Room.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

1)      MINUTES:

 

A.        Approval of the minutes of the Board of Commissioners meeting held on Tuesday, January 22, 2019. 

 

2)      CLAIMS:

 

A.        Approval of all claims processed through January 29, 2019. 

 

3)      CONSENT ITEMSThese are routine business items that are expected to be adopted without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.        Amendments to the following County contracts:

 

1.     C-18-0066 with Jim Peterson Auction Company for Unclaimed Property Auction Services. (Bid No. 18-010.  The amendment renews the contract from February 12, 2019 through February 11, 2020.  The estimated cost to the County is not to exceed $15,000.) (C-19-0050)

2.     C-15-0051 with A Street Auto Parts for Annual Supply - Vehicle/Equipment Maintenance Parts & Equipment. (RFP No. 14-250.  The amendment extends the contract from February 10, 2019 through April 25, 2019. The cost to the County is not to exceed $225.) (C-19-0063)

3.     C-15-0052 with Carquest Auto Parts for Annual Supply - Vehicle/Equipment Maintenance Parts & Equipment. (RFP No. 14-250.  The amendment extends the contract from February 10, 2019 through April 25, 2019. The cost to the County is not to exceed $850.) (C-19-0064)

4.     C-15-0053 with Factory Motor Parts for Annual Supply - Vehicle/Equipment Maintenance Parts & Equipment. (RFP No. 14-250.  The amendment extends the contract from February 10, 2019 through April 25, 2019. The cost to the County is not to exceed $4,200.) (C-19-0065)

5.     C-15-0054 with Utility Parts Service, dba NAPA Nebraska for Annual Supply - Vehicle/Equipment Maintenance Parts & Equipment. (RFP No. 14-250.  The amendment extends the contract from February 10, 2019 through April 25, 2019 with a company name change from Utility Parts Service, dba NAPA Nebraska to Genuine Parts Company, dba NAPA Auto Parts. The cost to the County is not to exceed $5,900.) (C-19-0066)

6.     C-18-0620 with JEO to add Section 404 permitting services for four (4) County sites. (The cost of the additional services is not to exceed $5,665.) (C-19-0072)

 

B.        Right-of-way contracts with Joshua M. and Jaime J. Weekly, South 82nd Street and Pella Road, in the total amount of $447. (2 contracts) (C-19-0068, C-19-0069)

 

C.        Contract with TraStar Inc. for Annual Supply - Floodlights with Mounts. (Quote No. 5950. The term of the contract is for one (1) year effective upon execution.  The cost to the County is not to exceed $7,700.) (C-19-0062)

 

4)      SPECIAL PRESENTATION:

 

A.        Commissioners' Award of Excellence for December, 2018, awarded to Christina Collins, Human Services, in the category of Productivity and Loss Prevention.

 

5)      NEW BUSINESS:

 

A.        Special event permit application from Scott Wieskmap, The VOICE News for an event on Saturday, February 2, 2019.

 

B.        Resolution regarding the sale of property generally located at 2202 South 11th Street, legally described herein, and located in the City of Lincoln, Lancaster County, Nebraska. (R-19-0006)

 

C.        First Amendment to Real Estate Purchase Agreement with CenterPointe for real estate generally located at 2202 South 11th Street, Lincoln, Lancaster County, Nebraska, and legally described in the First Amendment. (C-19-0067)

 

D.        Setting the annual salary for Kristen Anderson, Chief Deputy Lancaster County Treasurer, in the amount of $91,421.35, effective January 28, 2019.

 

E.        Agreements between Lancaster County and the following employees to provide non-exempt employees in both the Appraiser Apprentice and Senior Residential Property Appraiser job classifications compensatory time off in lieu of the compensation for hours worked in excess of 40 hours per week.  The County will pay the employee at the rate of one and one-half hours for each overtime hour which the employee works up to a maximum accrual of 40.5 hours of compensatory time.

F.         Recommendation from the Purchasing Agent and County Engineer to award and execute a contract to Pavers, Inc., for West Raymond Road - Replacement of County Bridge C-91 and West Raymond Road Overlay (Bid # 19-029). The total amount of the contract is $2,581,880.25. (B-19-0029)

 

G.        Agreement with Segal Marco Advisors to provide consulting services to Lancaster County regarding the annual investment and administrative review of the County's 401(a) retirement plan and 457(b) deferred compensation program. The agreement covers the period from January 1, 2019, through December 31, 2019. (C-19-0070)

 

H.        Approval of amended form for Election to Switch to 100% Employer Contribution for the Lancaster County Employees Retirement Plan, adding language that all future contributions will be at a combined employer - employee contribution of 16%.

 

I.         Agreement with MJ & Company Photography for group photos and individual headshots for the 2019 Lancaster County Elected Officials. The cost to the County is $600. (C-19-0071)

7)      ANNOUNCEMENTS:

 

A.        The Lancaster County Board of Commissioners will hold a staff meeting on Thursday, January 31, 2019 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln).

 

B.        The Lancaster County Board of Commissioners will hold its next regular meeting on Tuesday, February 5, 2019 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) with the Board of Equalization immediately following.

 

C.        The Lancaster County Board of Commissioners will hold a public hearing on Tuesday, February 5, 2019 at 9:00 a.m. in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) regarding the vacation of a portion of "unnamed" platted street lying west of and adjacent to Block 3, Gieren's First Addition in the unincorporated Village of Walton.

 

D.        The Mid-Year Budget Review will be held on Thursday, February 7, 2019 at 8:30 a.m. at the Lincoln-Lancaster County Health Department, 3130 O Street, Lower Level Conference Room.

 

E.        The Lancaster County Board of Commissioners will hold a public hearing on Tuesday February 19, 2019 at 9:00 a.m., in Room 112 of the County-City Building, 555 S. 10th Street, Lincoln, Nebraska, regarding County Text Amendment No. 18016 - Wind Energy Conversion Systems.
