Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff at the front of the Hearing Room.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

1)      MINUTES:

 

A.        Approval of the minutes of the Board of Commissioners meeting held on Tuesday, January 15, 2019. 

 

2)      CLAIMS:

 

A.        Approval of all claims processed through January 22, 2019. 

 

3)      CONSENT ITEMSThese are routine business items that are expected to be adopted without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.        Utility Permit No. 1752 allowing Windstream Nebraska, LLC., to install underground cable easterly from Highway 77 adjacent to Rock Creek Road for a distance of approximately 1,800 linear feet. There is no cost to the County. (C-19-0037)

 

B.        Amendments to the following County contracts:

 

1.     C-17-0220 with 3M Company using State of NE Contract No. 14698 OC for Reflective Sign Sheeting. The amendment renews the contract from February 1, 2019 through January 31, 2020.  The estimated cost to the County is not to exceed $10,000. (C-19-0039)

2.     C-18-0074 with Voss Electric Company, dba Voss Lighting using State of NE Contract No. 14931 OC for light bulbs, ballasts and retrofit kits (MOU016). The amendment renews the contract from January 26, 2019 through January 25, 2020.  The estimated cost to the County is not to exceed $1,000. (C-19-0040)

3.     C-17-0319 with Haworth Inc., for office furniture and related services distributed by Encompas. The amendment renews the contract from January 1, 2019 through December 31, 2019. The cost to the County is not to exceed $20,000. (C-19-0041)

4.     C-17-0927 with Carahsoft Technology Corporation using State of Utah NASPO ValuePoint Contract AR2472 for Cloud Solutions - Qualtrics Research Suite (MOU005). The amendment renews the contract from February 1, 2019 through January 31, 2020.  The estimated cost to the County is not to exceed $10,736.52. (C-19-0042)

5.     C-16-0058 with Midwest Towing and Recovery for the towing services (Bid No. 15-199). The amendment renews the contract from January 26, 2019 through January 25, 2022.  The estimated cost to the County is not to exceed $30,000. (C-19-0049)

 

C.        Right-of-way contracts with the following:

 

1.     Charles B. Ingersoll and Karen S. Leonard, Northwest 40th Street and West Branched Oak Road, in the amount of $230.50. (C-19-0043)

2.     Christopher W. Kyhn and Chrystal D. Sauls, Northwest 126th Street and West Waverly Road, in the amount of $3,923. (C-19-0044)

3.     John W. and Deborah K. Spader, Co-Trustees, North 98th Street and Agnew Road, in the amount of $392.50. (C-19-0045)

 

D.        Received and placed on file the following:

 

1.     Notice of termination of County Contract C-18-0556 for VolunteerLinc.

2.     Lancaster County Sheriff's Office report from October to December, 2018.

 

E.        Setting a public hearing on Tuesday, February 19, 2019 at 9:00 a.m., in Room 112 of the County-City Building, 555 S. 10th Street, Lincoln, Nebraska, regarding County Text Amendment No. 18016 - Wind Energy Conversion Systems.

 

4)      NEW BUSINESS:

 

A.        Special designated license application from Spring Creek Prairie Audubon Center, for an event at 11700 Southwest 100th Street, Denton, on Friday, February 15, 2019.

 

B.        Resolution in the matter of witness fees paid by Lancaster County, which have remained unclaimed for six months or more. (R-19-0003)

 

C.        Resolution in the matter of amending the open meetings policy for the Lancaster County Board of County Commissioners, the Lancaster County Board of Equalization and the Lancaster County Board of Corrections. (R-19-0004)

 

D.        Resolution in the matter of approving Elected Official Chief Deputy salary increases for the 2019 calendar year, effective the pay period beginning December 20, 2018. (R-19-0005)

 

E.        Contract with Purple Wave, Inc., to provide Annual Service - Auction Services (RFP No. 18-236).  This Contract shall be effective upon execution by all parties.  There is no cost to the County. (C-19-0046)

 

F.         Mini-grant contract application and award with the Nebraska Department of Transportation Highway Safety Office to provide funding in the amount of $295 per device, for a total amount of $1,770 for six preliminary breath testing devices for the Sheriff's Office. (C-19-0047)

 

G.        Grant contract with the HUB - Central Access Point for Young Adults funded by the Nebraska Commission on Law Enforcement and Criminal Justice Community-Based Juvenile Services Aid Grant in the amount of $31,541 for the Youth Community Services program from October 1, 2018 through June 30, 2019. (C-19-0048)

 

H.        Licensure renewal application with the Nebraska Department of Health and Human Services for operation of the Lancaster County Mental Health Crisis Center at 825 J Street. The County will pay $145.83 for the renewal license.

 

I.        Letter of commitment to the Nebraska Health and Human Services Department (HHS) indicating the County agrees to be a participating partner for purposes of the application being submitted to the Substance Abuse Mental Health Services (SAMHSA) Gains Center Criminal Justice Learning Collaboratives Program by HHS regarding the Competency to Stand Trial Learning Collaborative.

6)      ANNOUNCEMENTS:

 

A.        The Lancaster County Board of Commissioners will hold a staff meeting on Thursday, January 24, 2019 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln).

 

B.        The Lancaster County Board of Commissioners will hold its next regular meeting on Tuesday, January 29, 2019 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln).

 

C.        The Lancaster County Board of Commissioners will hold a public hearing on February 5, 2019 at 9:00 a.m. in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) regarding the vacation of a portion of "unnamed" platted street lying west of and adjacent to Block 3, Gieren's First Addition in the unincorporated Village of Walton.
