Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff at the front of the Hearing Room.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

 

If you are here to participate on an item and need special consideration because of a schedule conflict or some other reason, please let the Clerk know prior to the meeting so we may accommodate your needs.

 

1)      MINUTES:

 

A.        Approval of the minutes of the Board of Commissioners meeting held on Tuesday, January 8, 2019. 

 

2)      CLAIMS:

 

A.        Approval of all claims processed through January 15, 2019. 

 

3)      CONSENT ITEMSThese are routine business items that are expected to be adopted without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.        Utility permits with the following:

 

1.     No. 1749 allowing Windstream Nebraska to install new fiber (buried and aerial) cable from North 56th Street and Waverly Road westerly to approximately North 40th Street and Waverly Road. There is no cost to the County. (C-19-0008)

2.     No. 1750 allowing Unite Private Networks to install overhead fiber cable for approximately 250 linear feet adjacent to Van Dorn Street and then continuing  with underground fiber cable southerly adjacent to South 98th Street for approximately 775 linear feet.  There is no cost to the County. (C-19-0029)

 

B.        Amendments to the following County contracts:

 

1.     C-18-0045 with Crop Production Services, Inc., for Annual Supply - Turf Fertilizer and Chemicals (Bid No. 17-319).  The amendment changes the name reflected in the contract from Crop Production Services, Inc., to Nutrien Ag Solutions, Inc., as stated per Attachment A. (C-19-0030)

2.     C-17-0024 with Sapp Brothers Petroleum, Inc., for Motor Fuel (Bid No. 17-014)   The amendment renews the contract from January 24, 2019 through January 23, 2020.  The estimated cost to the County is not to exceed $900,000. (C-19-0031)

3.     C-17-0023 with The Boulder Company for the Annual Supply - Snowplow Nuts, Bolts and Washers (Quote No. 5527).   The amendment renews the contract from January 30, 2019 through January 29, 2020.  The estimated cost to the County is not to exceed $1,200. (C-19-0032)

4.     C-18-06686 with Schmader Electric Construction for Outdoor Warning Siren and Installation (Bid No. 18-240).   The amendment extends the contract from December 31, 2018 through February 15, 2019.  There is no additional cost for this extension. (C-19-0033)

5.     C-14-0008 with Firespring for the Annual Requirements - Offset Printing and Related Services (Bid No. 13-301).   The amendment extends the contract from January 14, 2019 through July 13, 2019.  The estimated cost to the County is not to exceed $30,000. (C-19-0034)

6.     C-18-0574, network provider contract with the Regional Behavioral Health Authority (Region V) for the provision of certain behavioral mental health services at the Mental Health Crisis Center.  The amendment increases the amount the County shall be reimbursed to $1,175,875. (C-19-0036)

 

C.        Received and placed on file the following reports:

 

1.     Records and Information Management for December, 2018

2.     County Engineering Department for December, 2018

3.     County Assessor/Register of Deeds for December, 2018

4.     County Attorney for October 1, 2018 through December 31, 2018.

 

4)      SPECIAL PRESENTATION:

 

A.        2018 Lancaster County Treasurer's Office Employee of the Year - Selvin Mendez Lopez, Motor Vehicle Coordinator.

 

5)      PUBLIC HEARING:

 

A.        The public hearing to vacate a portion of "unnamed" platted street lying west of and adjacent to Block 3, Gieren's First Addition in the unincorporated Village of Walton has been cancelled and rescheduled for February 5, 2019.

 

6)      NEW BUSINESS:

 

A.        Resolution in the matter of fixing the date, time and place for a public hearing regarding a request to vacate the west 10 feet adjacent to Lot 6 IT, more particularly described in Attachment "A", and located in Lancaster County, Nebraska. (R-19-0002)

 

B.        Contract with AFL, LLC dba Anderson Ford Lincoln Mercury Mazda, using State of Nebraska Contract Number 15050 OC to provide a Ford F150 1/2 Ton Police Crew Cab 4 x 4 Pick-up Truck. The cost to the County is $38,034. (C-19-0035)

 

C.        Recommendation from the Purchasing Agent and Lancaster County Sheriff to award a Sole Source Contract for UFED Premium Software and Training to Cellebrite, Inc.  The total amount of the contract is $92,000. (C-19-0038)

8)      ANNOUNCEMENTS:

 

A.        The Lancaster County Board of Commissioners will attend the Tri-County Senate Breakfast on Monday, January 14, 2019 at 8:00 a.m., at the Nebraska Association of County Officials (NACO) office located at 1335 H Street.

 

B.        The Lancaster County Board of Commissioners will hold a staff meeting on Thursday, January 17, 2019 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln).

 

C.        The Lancaster County Board of Commissioners will hold its next regular meeting on Tuesday, January 22, 2019 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) with the Board of Equalization immediately following.

9)      ADJOURNMENT

 

This agenda, which is kept continually current, is available for inspection during regular business hours in the office of the Lancaster County Clerk, located at 555 S. 10th Street, Room 108, Lincoln, Nebraska.  Meeting agendas and minutes are also available on the County's web site at lancaster.ne.gov.
