Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff at the front of the Hearing Room.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

 

If you are here to participate on an item and need special consideration because of a schedule conflict or some other reason, please let the Clerk know prior to the meeting so we may accommodate your needs.

 

1)      MINUTES:

 

A.        Approval of the minutes of the Board of Commissioners meeting held on Tuesday, December 4, 2018. 

 

2)      CLAIMS:

 

A.        Payment voucher (PV) #633355 to Tracy Anderson, Lancaster County Extension, in the amount of $106.22. This claim is for mileage between the traveler's residence and the traveler's place of employment.

 

B.        Payment voucher (PV) #633356 to Kristin Geisert, Lancaster County Extension, in the amount of $55.81. This claim is for mileage between the traveler's residence and the traveler's place of employment.

 

C.        Approval of all claims processed through December 11, 2018. 

 

3)      SPECIAL PRESENTATION:

 

A.        Recognition of the County-City Building art exhibit - Martha Vestecka Miller and Lora Rocke.

 

4)      NEW BUSINESS:

 

A.        Appointment of Troy Hawk, Lancaster County Clerk of the District Court, to the Lancaster County Sheriff's Office Merit Commission for a three-year term commencing January 1, 2019.

 

B.        Resolution in the matter of establishing the employees and employer contribution rates to the retirement program for non-union employees correcting the effective date to December 20, 2018. (R-18-0088)

 

C.        Resolution in the matter of annual salary increase for appointed directors, assistant directors, bailiffs and child support referees. All salary increases are effective December 20, 2018. (R-18-0089)

 

D.        Professional services agreement between Soval Solutions, LLC and Lancaster County on behalf of the Public Defender's Office for consulting services to evaluate the Public Defender's Office Social Worker initiative. The term of the contract is from January 1, 2019 through December 31, 2019. The cost to the County is not to exceed $18,000. (C-18-0751)

 

E.        Contract with Protex Central, Inc., to provide Annual Service - Fire Alarm Panel Inspection, Testing and Repair (additional locations) (Quote No. 5918).  The contract shall be effective upon execution by all parties.  The cost to the County is not to exceed $4,000. (C-18-0747)

 

F.         Contract with Wicks Sterling Trucks Inc., using the State of Nebraska Contract No. 14512 OC to provide four 2019 dump/plow trucks. The pricing will be pursuant to the State's contract. The cost to the County is $775,192. (C-18-0748)

 

G.        Grant contract with the City of Lincoln for $51,466 for Lancaster County's Restore program. The term of the grant contract is July 1, 2018 through June 30, 2019. There is no cost to the County. (C-18-0752)

 

5)      CONSENT ITEMSThese are routine business items that are expected to be adopted without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.        Amendments to the following County Contracts:

 

1.     C-09-0597 with Olson Zalewski Wynner, LLP for legal representation to indigent parties in child support and paternity proceedings.  The amendment extends the agreement for three years from January 1, 2019 to December 31, 2021.  Lancaster County will pay the firm $89,597 in the first year, $91,389 in the second year and $93,217 in the third year. (C-18-0750)

2.     C-16-0707 with Altec Industries for Annual Service - Preventive Maintenance and Inspection for Aerial Lifts and Trucks (Quote 5482).  The amendment renews the contract from December 29, 2018 through December 28, 2019 with a pricing increase. The estimated cost to the County is not to exceed $1,700. (C-18-0749)

 

B.        Received and placed on file the following reports for November, 2018:

 

1.     Clerk of the District Court

2.     Lancaster County Clerk

3.     Assessor/Register of Deeds

 

C.        Setting a public hearing on Tuesday, December 18, 2018 at 9:00 a.m. in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) regarding Text Amendment 18008 for Accessory Dwelling Units (ADUs).

 

6)      PUBLIC COMMENT: Those wishing to speak on items relating to County business not on the agenda may do so at this time.

7)      ANNOUNCEMENTS:

 

A.        The Lancaster County Board of Commissioners will not hold a staff meeting on Thursday,
December 13, 2018 due to their attendance at the Nebraska Association of County Officials (NACO) Annual Conference in Kearney, Nebraska.

 

B.        The Lancaster County Board of Commissioners will hold its next regular meeting on Tuesday, December 18, 2018 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) with the Board of Equalization immediately following.

 

C.        The Lancaster County Board of Commissioners will hold a public hearing on Tuesday, December 18, 2018 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) regarding Text Amendment 18001 - Wind Energy Regulations.

8)      ADJOURNMENT
