Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff at the front of the Hearing Room.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

1)     MINUTES:

 

A.       Approval of the minutes of the Board of Commissioners meeting held on Tuesday, March 27, 2018. 

 

2)     CLAIMS:

 

A.       Approval of all claims processed through April 3, 2018.

 

3)      SPECIAL PRESENTATION:

 

A.       Introduction of Bruce Prenda, Chief Deputy Lancaster County Attorney, and Christopher Turner, Chief Deputy Lancaster County Attorney, Juvenile Division. (See correlating items 4A and 4B)

 

4)     NEW BUSINESS:

 

A.       Setting the annual salary for Bruce Prenda, Chief Deputy Lancaster County Attorney, at $149,959, effective March 29, 2018.  

 

B.       Setting the annual salary for Christopher Turner, Chief Deputy Lancaster County Attorney, Juvenile Division, at $138,121, effective March 29, 2018.

 

C.       Special designated license application from Ken's Liquor, Inc., for a wedding reception on June 16, 2018 at Roca Ridge Event Center, 5265 Prairie Sage Drive, Roca, Nebraska.

 

D.       Special designated license application from Ken's Liquor, Inc., for a wedding reception on July 7, 2018 at Roca Ridge Event Center, 5265 Prairie Sage Drive, Roca, Nebraska. 

 

E.        Agreement between Southeast Community College and Lancaster County on behalf of the Juvenile Youth Services Center to establish an internship program through the Youth Services Center.  Term of the agreement is from April 1, 2018 through March 31, 2019.  (C-18-0159)

 

F.        Default Investment Change Directive to Prudential Retirement to change the default investment fund for the 401(a) Lancaster County, Nebraska Employees Retirement Plan and the Lancaster County, Nebraska 457(b) Deferred Compensation Plan to GoalMaker Moderate. 

 

G.       Recommendation from the Purchasing Department and Human Services to award contracts for pharmacy services for General Assistance Clients (RFP #18-025) to Genoa Healthcare, Hy-Vee and Kohll's Pharmacy and Home Care.  The total estimated combined cost to the County for all contracts is $300,000.  (B-18-0025)

 

H.       Contract with Graybar Electric Company using the City of Kansas City, Missouri, U.S. Communities Master Contract (No. EV2370) to provide electrical, lighting, data communications and security products and related products, services and solutions.  Term of the contract is one year from the date of execution.  Pricing will be pursuant to the Kansas City, Missouri, U.S. Communities Master Contract.  The cost to the County is not to exceed $15,000.  (C-18-0155) 

 

I.        Political subdivision tort claim filed against Lancaster County by William and Jeanne Donnelly, in the amount of $347,131.71 for medical bills, lost wages, pain and suffering and other damages.   

 

5)     CONSENT ITEMSThese are routine business items that are expected to be adopted without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.       Amendments to the following contracts:

 

1.     C-15-0186 with Safety-Kleen Systems, Inc., for the annual requirements of parts washer services/recycling solvent (Bid No. 15-043).  The amendment renews the contract for an additional one-year term beginning April 14, 2018 through April 13, 2019.  The cost to the County is not to exceed $1,500.  (C-18-0153)

2.     C-17-0295 with Platte Valley Equipment for the annual rental services of four 2-wheel drive tractors (Bid No. 17-107).  The amendment renews the contract for an additional one-year term beginning April 25, 2018 through April 24, 2019.  The cost to the County is not to exceed $26,000.  (C-18-0154) 

 

6)     PUBLIC COMMENT: Those wishing to speak on items relating to County business not on the agenda may do so at this time.

7)     ANNOUNCEMENTS:

 

A.       The Lancaster County Board of Commissioners will hold a staff meeting on Thursday, April 5, 2018 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln).

 

B.       The Lancaster County Board of Commissioners will hold its next regular meeting on Tuesday, April 10, 2018 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) with the Board of Equalization immediately following.
