Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff at the front of the Hearing Room.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

1)     MINUTES:

 

A.       Approval of the minutes of the Board of Commissioners meeting held on Tuesday, October 17, 2017. 

 

2)     CLAIMS:

 

A.       Approval of all claims processed through October 24, 2017. 

 

3)     SPECIAL PRESENTATION:

 

A.       Juvenile Diversion Update - Sara Hoyle, Human Services Director; Bruce Prenda, Chief Deputy County Attorney; Jeff Bliemeister, Lincoln Police Department Chief of Police; Russ Uhing, Lincoln Public Schools Director of Student Services

 

4)     NEW BUSINESS:

 

A.       Resolution instituting eminent domain proceedings against Stevens Creek K, LLC and 2 K Holdings, LLC; Project No. CP-J-143, Tract No. 1 (Structure J-143 repair).  (R-17-0081)

 

B.       Recommendation from the Purchasing Department and Lancaster County Emergency Management to award a purchase order to Federal Surplus for two Chevy Tahoes.  The total amount of the order is $20,000.  (C-17-0830)

 

C.        Professional services agreement between Soval Solutions, LLC and Lancaster County on behalf of the Department of Community Corrections for consulting services to evaluate the Supervised Sentence Conversion Reentry Program.  Term of the agreement is from October 1, 2017 through September 30, 2020.  The cost to the County is not to exceed $70,000.  (C-17-0831)

 

D.       Amendment to County Contract C-16-0332 with the National Safety Council, Nebraska for online STOP traffic diversion classes.  The amendment renews the contract for an additional year through June 28, 2018.  The County will pay $17.20 per course for 5,000 online courses.  (C-17-0833)

 

E.        Agreement with the Child Advocacy Center to conduct interviews and medical examinations of child abuse victims to aid law enforcement and prosecutors in their investigations of child abuse.  The County will pay $20,000 for the services.  Term of the agreement is October 1, 2017 through September 30, 2018.  (C-17-0832) 

 

F.        Agreement between Lancaster County, Region V Systems and The Bridge Behavioral Health for The Bridge to assist the County and Region V by including in the services it presently provides the detention of individuals who are in Emergency Protective Custody (EPC).  Term of the agreement is July 1, 2017 through June 30, 2018.   (C-17-0834)

 

G.       Recommendation from the Purchasing Department and the Lancaster County Engineer to award a contract to Vulcan Signs for the annual supply for aluminum sign blanks (Bid No. 17-240).  The estimated cost to the County is $8,000.  (B-17-0240)

 

H.       Contracts with the following to provide the annual supply of power and hand tools (Bid No. 17-245).  Terms of the contracts are one year from the date of execution.  The cost to the County is not to exceed $25,000 for all contracts.

2.     Tighton Tools and Supply (C-17-0827)

3.     TooFast Supply Company (C-17-0828)

4.     Total Tool Supply, Inc.  (C-17-0829)

 

I.        Amendment to County Contract C-14-0545 with Big Iron Auctions Company for online and on-site auctioneer services (Bid No. 14-215).  The amendment renews the contract from November 18, 2017 through November 17, 2018.  There is no expenditure for this amendment.  (C-17-0823)

 

J.        Amendment to County Contract C-14-0626 with Cardiac Science Corporation using Purchasing Solutions Alliance (PSA) for automated external defibrillators (AEDs), related products and services (Contract No. 14-100).  The amendment renews the contract from October 9, 2017 through October 8, 2018.  The cost to the County is not to exceed $500.  (C-17-0824)

 

K.       Amendment to County Contract C-15-0149 with Redwood Toxicology Laboratory, Inc. using the State of Minnesota MMCAP contract for drug and alcohol screening products and services (No. MMS14033).  The amendment extends the contract from October 1, 2017 through September 30, 2018.  The cost to the County is not exceed $20,000.  (C-17-0825)

 

L.        Reappointment of Colleen Ogden to the Keno Human Services Advisory Board to a three-year term commencing January 1, 2018 and ending December 31, 2020. 

 

5)     CONSENT ITEMSThese are routine business items that are expected to be adopted   without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.       Receive and place on file the quarterly report of the County Attorney's Office for July 1, 2017 to September 30, 2017.

7)     ANNOUNCEMENTS:

 

A.       The Lancaster County Board of Commissioners will hold a staff meeting on Thursday, October 26, 2017 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln).

 

B.       The Lancaster County Board of Commissioners will hold their next regular meeting on Tuesday, October 31, 2017 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln).

 

C.        The Lancaster County Board of Commissioners will hold a public hearing on the One and Six-Year Road and Bridge Improvement Program on Tuesday, November 7, 2017 at 7:00 p.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln
