Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

1)     MINUTES:

 

A.       Approval of the minutes of the Board of Commissioners meeting held on Tuesday, May 23, 2017. 

 

B.       Approval of the minutes of the Board of Commissioners department budget hearings held on Tuesday, May 23, 2017. 

 

2)     CLAIMS:

 

A.       Approval of all claims processed through May 30, 2017.

 

3)     SPECIAL PRESENTATION:

 

A.       Introduction of Kerin Peterson, Lancaster County Facilities and Properties Director.  (See correlating item 6A)

 

4)     PUBLIC HEARING:

 

A.       County Text Amendment No. 17008 to the Lancaster County Zoning resolution to amend articles 2, 3, 4, 5, 6, 7, 9, 13, 14, 15, 16, 17, 20 and 22.   (See correlating item 6B)

 

5)     UNFINISHED BUSINESS:

 

A.       Special designated license application from Kramer Bar & Grill for an event to be held on July 8, 2017 at Kramer Bar & Grill, 11365 W. Kramer Street, Kramer, Nebraska.

         

6)     NEW BUSINESS:

 

A.       Setting the annual salary for Kerin Peterson, Lancaster County Facilities and Properties Director, at $80,000 effective June 19, 2017.

 

B.       Resolution regarding County Text Amendment No. 17008 amending Articles 2, 3, 4, 5, 6, 7, 9, 13, 14, 15, 16, 17, 20 and 22, as provided in Attachment A. (R-17-0040) 

 

C.        Special designated license application from Meier's Wine, Inc., d/b/a Meier's Cork n' Bottle for an event to be held on June 17, 2017 at Prairie Creek Inn, 2400 S 148th Street, Walton, Nebraska.

 

D.       Amusement license application from Spencer Munson to hold the Nebraska Folk and Roots Festival on June 16-17, 2017 at Branched Oak Farm, 17015 NW 70th Street, Raymond, Nebraska.

 

E.        Special designated license application from Hub Café for the Nebraska Folk and Roots Festival to be held on June 16-17, 2017 at Branched Oak Farm, 17015 NW 70th Street, Raymond, Nebraska.

 

F.        Amendment to County Contract C-17-0263 with Great Plains Appraisal Company to revise the insurance requirements for individual referees hired to conduct Board of Equalization hearings.  (C-17-0376)

 

G.       Resolution in the matter of extending the deadline for hearing protests regarding real property in Lancaster County from July 25, 2017 to August 10, 2017.  (R-17-0041)

 

H.       Adoption of 2017 Lancaster Board of Equalization Policies and Procedures for property valuation protests. 

 

I.        Space rental agreement between the Lancaster Event Center and Lancaster County, on behalf of the Lancaster County Clerk, for meeting space in conjunction with referee hearings from June 27 to July 24, 2017.  (C-17-0377)

 

J.        Resolution regarding transfer of appropriations from the General Fund Miscellaneous Budget to the General Fund District Court Budget.   (R-17-0042)

 

K.       Interlocal agreement with the Nebraska Administrative Office of Probation Administration for the operation of the Lancaster County Juvenile Drug Court.  Term of the agreement is July 1, 2017 through June 30, 2019.  (C-17-0379)

 

L.        Agreement between H. Gale Williams and Ellen S. Williams and Lancaster County with respect to developing road frontage at property generally located north of the Kicking Bird Subdivision in Lancaster County.  (C-17-0380)

 

M.      Acceptance of the following documents from H. Gale Williams and Ellen S. Williams conveying interests in real property generally located north of the Kicking Bird Subdivision in Lancaster County:

 

1.     Warranty Deed for public right-of-way

2.     Permanent Drainage Easement   (C-17-0381)

 

N.       Amendment to County Contract C-13-0232 with Keefe Commissary Network, LLC, an affiliate of The Keefe Group, for inmate commissary services at Lancaster County Corrections.  The amendment renews the agreement for a four-year term from June 5, 2017 through June 4, 2021.  (C-17-0366)

 

O.       Agreement with Milliman, Inc., for an actuarial review of the County's workers' compensation and general liability programs.  Cost to the County is $7,500.  Term of the agreement is February 1, 2017 through January 31, 2018.  (C-17-0382)

 

P.        Agreement with Innovative Pain & Spine Specialists to provide specialized medical care and assistance to Lancaster County General Assistance clients who have pending claims with Social Security Administration and may be eligible for retroactive Medicaid benefits.  (C-17-0383)

 

Q.       Amendment to County Contract C-15-0587 with Genoa to provide pharmacy services for a Pilot Program for General Assistance clients at Health 360 Integrated Care.  The amendment extends the contract through December 31, 2017.  (C-17-0384) 

 

R.       Approval of the Lincoln/Lancaster County Human Services Grant Guidelines. 

 

S.        Recommendation from the Purchasing Agent and County Engineer to award a purchase order to Midwest Service and Sales for carbide grader blades (Bid No. 17-134).  The total amount is $34,440 which includes an increase in quantity from 66 each to 75.  (C-17-0375)

 

T.        Contract with Miller Seed Company to provide the annual supply of grass seed (Bid No. 17-096).  Term of the contract is one year from the date of execution.  The cost to the County is not to exceed $9,000.  (C-17-0373)

 

U.       Contract with Kohll's Pharmacy and Homecare to provide the annual supply and administration of influenza vaccine (Quote No. 5618).  The term of the contract is one year from the date of execution.  The cost to the County is not to exceed $9,400.  (C-17-0374)

 

V.       Contract with Midwest Sound & Lighting to provide Hall of Justice Courtroom Audio Replacement (Bid No. 17-130).  The cost to the County is not to exceed $189,382.  Work for Phase 1 is to be completed on or before July 30, 2017 and work for Phase 2 is to be completed on or before December 1, 2017.  (C-17-0378)


W.      Amendment to County Contract C-10-0590 with Bob Barker Company, Inc., for the annual supply of corrections staff clothing, inmate clothing and accessories (Bid No. 10-168).  The amendment extends the contract from June 16, 2017 through August 15, 2017.  The estimated cost to the County is not to exceed $10,800.  (C-17-0365)

 

X.       Amendment to County Contract C-12-0249 with Voss Electric Company d/b/a Voss Lighting, using the State of Nebraska Contract No. 13270 OC for light bulbs and ballasts.  The amendment extends the contract from May 1, 2017 through July 31, 2017.  The estimated cost to the County is not to exceed $500.  (C-17-0367)

 

Y.        Amendment to County Contract C-13-0316 with Pepsi-Cola of Lincoln for vending services for Lancaster County and the Public Building Commission (Bid No. 13-125).  The amendment renews the contract from July 1, 2017 through June 30, 2021.  (C-17-0371)

 

Z.        Amendment to County Contract C-17-0161 with Office Interiors & Design, Inc., for the supply and installation of free standing modular laminate case goods furniture and accessories for the 605 Building (Bid No. 16-303).  The amendment extends the contract from April 22, 2017 through July 14, 2017.  The cost to the County for the additional items and services is not to exceed $12,947.28 with a revised contract total amount of $711,592.79.  (C-17-0372)

 

7)     CONSENT ITEMSThese are routine business items that are expected to be adopted   without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.       Right-of-way contracts between Lancaster County and the following:

 

1.     Norris Talcott, South 84th Street and Rokeby Road, in the amount of $10.  (C-17-0385)

2.     Alan Baade, South 84th Street and Rokeby Road, in the amount of $10 and crop damage reimbursement in the amount $515.95 (total of $525.95)  (C-17-0386)

 

B.       Utility Permits with the following: 

 

1.     No. 1523 allowing Allo Communications to install new fiber optic cable under Pioneers Boulevard between South 88th Street to approximately South 98th Street.  There is no cost to the County.  (C-17-0362)

2.     No. 1553 allowing Norris Public Power District to install underground electrical lines adjacent to Northwest 112th Street and Malcolm Road.  There is no cost to the County.  (C-17-0364)


C.        Setting a public hearing on Tuesday, June 6, 2017 at 9:00 a.m. in Room 112 of the County-City Building (555 S 10th Street, Lincoln) regarding County Text Amendment No. 16002 to amend Article 18 of the Lancaster County Zoning Resolution related to airport zoning and County Text Amendment No. 16016 to amend Article 18 of the Lancaster County Zoning Resolution related to special height and use near airports to modify requirements for height permits.

9)     ANNOUNCEMENTS:

 

A.       The Lancaster County Board of Commissioners will not hold a staff meeting on Thursday, June 1, 2017 at 8:30 a.m., due to their attendance at the Nebraska Association of County Officials (NACO) workshop in Kearney, Nebraska.   

 

B.       The Lancaster County Board of Commissioners will hold their next regular meeting on Tuesday, June 6, 2017 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) with the Board of Equalization meeting immediately following.

 

C.        The Lancaster County Board of Commissions will hold department budget hearings on Tuesday, June 6, 2017 at 10:00 a.m. or immediately following the Board of Commissioners meeting, in the Bill Luxford Studio (Room 113) of the County-City Building (555 S 10th Street, Lincoln).

E.        The Lancaster County Board of Commissioners meeting is broadcast live.  It is rebroadcast on Tuesdays (1:30 p.m. and 7:00 p.m.), Wednesdays (12:00 a.m. midnight) and Saturdays (3:30 p.m.) on 5 City-TV, Cable Channel 5.  In addition, the meeting may be viewed on the internet at lancaster.ne.gov under 5 City-TV, Video on Demand or 5 City-TV on YouTube.

 

10)  ADJOURNMENT

 

This agenda, which is kept continually current, is available for inspection during regular business hours in the office of the Lancaster County Clerk, located at 555 S. 10th Street, Room 108, Lincoln, Nebraska.  The Board of Equalization meeting agendas and minutes are also available on the County's web site at lancaster.ne.gov.
