Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

1)     MINUTES:

 

A.       Approval of the minutes of the Board of Commissioners meeting held on Tuesday, April 18, 2017. 

 

B.       Approval of the minutes of the Board of Commissioners tour of Trabert Hall on Tuesday, April 18, 2017

 

2)     CLAIMS:

 

A.       Approval of all claims processed through April 25, 2017.

 

3)     SPECIAL PRESENTATIONS:

 

A.       Recognition of the County-City Building art exhibit - Janette Amberg

 

B.       Lincoln Unites Event, Saturday, April 29, 2017 - Recognizing the positive impact of immigrants to our community - Sara Hoyle, Human Services Director.  (See correlating item 4A)


4)     NEW BUSINESS:

 

A.       Resolution in the matter of supporting the Lincoln Unites event on April 29, 2017.  (R-17-0035)

 

B.       Special designated license application from James Arthur Vineyards for an event to be held on May 26, 2017.

 

C.        Special designated license application from Traditions Pub, LLC, for a wedding reception to be held on May 13, 2017 at 17940 SW 14th Street, Martell, Nebraska.

 

D.       Settlement agreement and release of claims with Kenneth and Rebecca McGarvie and Continental Western.  (C-17-0292)

 

E.        Settlement agreement and release of claims with Linda Buresh.  (C-17-0293)

 

F.        Assignment of all of Bryan Health's rights, title and interest in the Irrevocable Pledge Agreement, County Contract C-17-0207, to Bryan Medical Center.  (C-17-0294)

 

G.       Quitclaim deed from Lancaster County to Bryan Medical Center to convey property generally located at 2201 S 17th Street, Lincoln, Lancaster County.   

 

H.       Contract with Enforcement Video, LLC d/b/a WatchGuard Video to provide enforcement speed detection and video equipment.  Term of the contract is one year from April 1, 2017 through March 31, 2018 with the option to renew with a mutual agreement.  (Pricing will be pursuant to HGAC Contract No. EF04-17.)  The cost to the County is not to exceed $55,000.  (C-17-0289)

 

I.        Contracts with the following to provide preventative maintenance services for automobiles and light trucks (Bid No 17-042).  Terms of the contracts are April 23, 2017 through April 22, 2018. 

 

1.     Metzger's Auto Service & Lincoln Lube, in an amount not to exceed $5,000.  (C-17-0285)

2.     Walker Tire/Quick Nick's, in an amount not to exceed $3,000.  (C-17-0286)

 

J.        Contract with Midwest Pump and Equipment Company to provide and asymmetric 2-post lift and removal of existing in-ground single post vehicle lift (Bid No. 17-086).   Term of the contract is sixty (60) days from the date of execution.  The cost to the County is not to exceed $36,034.  (C-17-0287)

 

K.       Rental agreement with Platte Valley Equipment for the rental of four 2-wheel drive tractors (Bid No. 17-107).  Term of the agreement is one year from the date of execution.  The cost to the County is not to exceed $26,000.  (C-17-0295)

 

L.        Resolution concurring with the recommendation of the Nebraska Department of Roads to accept the bid of Highway Signing, Inc., for the Federal Aid Project No. HRRR-55(180) and authorizing the Chair of the Lancaster County Board of Commissioners to execute the necessary contracts.  (R-17-0034)

 

M.      Change order supplemental agreement to County Contract C-16-0341 for an increase of $2,018 to add erosion protection at certain County bridge locations.  (C-17-0296)

 

N.       Agreement between James Natural Resource Consulting and Lancaster County on behalf of the Lancaster County Engineer's Office for wetland delineation and permitting services for six erosion control sites within the County.  The cost to the County is $19,074. (C-17-0297)

 

O.       Amendment to County Contract C-16-0162 with Allan Enterprises for the annual supply of microfilming supplies.  The cost for the product identified in the attachment will be increased by 40% for the remainder of the contract term.  The estimated contract total will remain at $12,000.  (C-17-0283)

 

P.        Amendment to County Contract C-15-0148 with Galls for the annual supply of work clothing (Bid No. 15-019).  The estimated cost for the products will be increased by $150 for the remainder of the contract term with a revised total amount of $4,150.  (C-17-0284)

 

Q.       Grant contract amendment to County Contract C-17-0111 with Salvation Army to modify the source of funding to include the Nebraska Commission on Law Enforcement and Criminal Justice Community-based Juvenile Services Aid State Grants #15-CB-506 and #16-CB-0523.  Term of the grant contract is July 1, 2016 through June 30, 2017.  (C-17-0288)

 

R.       Reappointment of Matthew Warner to the Lancaster County Board of Zoning Appeals to a five-year term commencing May 1, 2017 and ending April 30, 2022. 

 

5)     CONSENT ITEMSThese are routine business items that are expected to be adopted without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of:

 

A.       Setting a public hearing on Tuesday, May 16, 2017 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) regarding amusement license application for Row Crop, LLC to hold an outdoor music concert (Luke Bryan Farm Tour) on September 28, 2017 at 701 SW 63rd Street, Lincoln, Nebraska.

 

B.       Receive and place on file:

1.     County Attorney Quarterly Criminal Disposition Report (01/01/2017 - 03/31/2017)

2.     Quitclaim deed from the City of Lincoln to Lancaster County for property generally located at 2201 S. 17th Street in Lincoln, Nebraska.

7)     ANNOUNCEMENTS:

 

A.       The Lancaster County Board of Commissioners will hold department budget hearings on Tuesday, April 25, 2017 at 10:00 a.m. or immediately following the regular Board of Commissioners meeting, in the Bill Luxford Studio (Room 113) of the County-City Building (555 S 10th Street, Lincoln). 

 

B.       The Lancaster County Board of Commissioners will hold a staff meeting, including department budget hearings, on Thursday, April 27, 2017 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln). 

 

C.        The Lancaster County Board of Commissioners will hold their next regular meeting on Tuesday, May 2, 2017 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) with the Board of Equalization immediately following.

E.        The Lancaster County Board of Commissioners meeting is broadcast live.  It is rebroadcast on Tuesdays (1:30 p.m. and 7:00 p.m.), Wednesdays (12:00 a.m. midnight) and Saturdays (3:30 p.m.) on 5 City-TV, Cable Channel 5.  In addition, the meeting may be viewed on the internet at lancaster.ne.gov under 5 City-TV, Video on Demand or 5 City-TV on YouTube.

 

8)     ADJOURNMENT

 

This agenda, which is kept continually current, is available for inspection during regular business hours in the office of the Lancaster County Clerk, located at 555 S. 10th Street, Room 108, Lincoln, Nebraska.  The Board of Equalization meeting agendas and minutes are also available on the County's web site at lancaster.ne.gov.
