Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

1)     MINUTES:

 

A.       Approval of the minutes of the Board of Commissioners meeting held on Tuesday, March 21, 2017. 

 

B.       Approval of the minutes of the Board of Commissioners tour of the Motor Vehicles Facility, 500 West O Street, Lincoln held on Tuesday, March 21, 2017.

 

2)     CLAIMS:

 

A.       Approval of all claims processed through March 28, 2017.

 

3)     SPECIAL PRESENTATION:

 

A.       Good News Jail and Prison Ministries of Fairfax, Virginia, Chaplain Program and Inmate Benefit Fund -  Brad Johnson, Corrections Administrator; Brenda Fisher, Corrections Program Manager; Sheldon Crapo, Chaplain. (See correlating item 5A)

 

4)     PUBLIC HEARING:

 

A.      Class K (catering) liquor license application for Kramer Bar & Grill, 11365 W. Kramer Street, Kramer, Nebraska.


5)     NEW BUSINESS:

 

A.       Authorize the payment of $18,000 from the Inmate Benefit Fund to Good News Jail and Prison Ministries of Fairfax, Virginia for providing a full-time chaplain for Lancaster County Corrections inmates. 

 

B.       Special events permit application from Gary Bredehoft, Tiger Coaching and Personal Training, Inc., to hold the Last Blast Lincoln Triathlon on Sunday, September 17, 2017. 

 

C.        Agreement with Released and Restored for job readiness/life skills classes for inmates at the Lancaster County Jail.  The County will pay $1,180 per eight-class program.  Term of the contract is March 1, 2017 through December 31, 2018.  (C-17-0236)

 

D.       Agreements between Steve McClatchey and Lancaster County, on behalf of the Lancaster County Election Commissioner, for the delivery of voting machines and other miscellaneous equipment to several polling locations for the primary election to be held on Tuesday, April 4, 2017 and the general election to be held on Tuesday, May 2, 2017. The County will pay $58 per polling location for the delivery services.  (C-17-0243) (C-17-0244)

 

E.        Visitors Improvement Fund Grant contract in the amount of $500,000 with the Lincoln Parks Foundation for renovation of the Centennial Mall.  The grant period is January 1, 2011 through June 30, 2017.  (C-17-0238)

 

F.        Renewal of agreement with Journal Star Printing, Co. (Lincoln Journal Star) for advertising for the Election Commissioner.  Term of the agreement is March 1, 2017 through February 28, 2018.  (C-17-0239)

 

G.       Recredentialing documents for Optum for Medicaid participation at the Mental Health Crisis Center. 

 

H.       Agreement between BMI Imaging Systems, Inc., and Lancaster County on behalf of the Lancaster County Assessor for image conversion and hosting.  The cost to the County is $9,750.   This cost covers hosting through August 31, 2018.  (C-17-0240)

 

I.        Professional services contract with JEO Consulting Group, Inc., for professional engineering services for the preparation of scour mitigation plans for County Bridge H-119.  Work is to be completed on or before July 11, 2017.  The cost to the County is $28,150.  (C-17-0241)

 

J.        Contract between InfraStructure, LLC and Lancaster County on behalf of the Lancaster County Engineer for professional engineering services for preparation of re-decking plans for Bridge N-138.  The cost to the County is $18,953.  Work is to be completed on or before May 15, 2017.  (C-17-0242)

 

K.       Recommendation from the Purchasing Department and Emergency Management to award a contract to Schmader Electric Construction, Inc., for an outdoor warning siren (Bid No. 17-073).  The cost to the County is $26,975.  (B-17-0073)

 

L.        Recommendation from the Purchasing Department and Sheriff's Office to award a purchase order for two (2) 2017 Ford Police midsize utility vehicle off State of Nebraska Contract 14611 OC.  The cost of each vehicles is $29,539.  One vehicle will be purchased using general funds and one will be purchased using forfeited asset funds.  (C-17-0233)   (C-17-0234)

 

M.      Contract with encompass to provide the annual supply of office seating.  The cost to the County is not to exceed $15,000.  (C-17-0227)

 

N.       Contract with Your Next Tire (Tredz Centrall) to provide the annual service, inspection and repair of vehicle lifts (Quote No. 5533).  Term of the contract is one year from the date of execution.  The cost to the County is not to exceed $800.  (C-17-0229)

 

O.       Amendment to County Contract C-13-0218 with Wesco Distribution, Inc., using State of Nebraska Contract No. 13478 OC to supply and deliver electrical supplies.  The amendment renews the contract from March 5, 2017 through March 4, 2018.  The cost to the County is not to exceed $500.  (C-17-0226)

 

P.        Amendment to County Contract C-10-0509 with Bob Barker Company, Inc., for the annual supply of Corrections staff clothing, inmate clothing and accessories (Bid No. 10-168).  The amendment extends the contract from April 16, 2017 through June 15, 2017.  The cost to the County is not to exceed $9,750.  (C-17-0228)

 

Q.       Amendment to County Contract C-15-0407 with NMC, Inc., for the annual supply of Caterpillar filters (SS-24).  The cost for the products will be increased by $2,000 for the remainder of the contract term with a revised total amount of $20,000.

R.       Amendment to County Contract C-15-0186 with Safety-Kleen Systems, Inc., for the annual requirements of parts washer services and recycling solvent (Bid No. 15-043).  The amendment renews the contract from April 14, 2017 through April 13, 2018.  The cost to the County is not to exceed $1,500.  (C-17-0231)

 

S.        Amendment to County Contract C-15-0095 with NECO Security for the annual requirements of fire alarm and security monitoring services (Bid No. 15-010).  The amendment renews the contract from March 10, 2017 through March 9, 2018.  The cost to the County is not to exceed $2,000.  (C-17-0232)

 

6)     CONSENT ITEMThese are routine business items that are expected to be adopted without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of:

 

   A.    Receive and place on file the following reports for February, 2017:

7)     PUBLIC COMMENT: Those wishing to speak on items relating to County business not on the agenda may do so at this time.

8)     ANNOUNCEMENTS:

 

A.       The Lancaster County Board of Commissioners will hold a meeting on Wednesday, March 29, 2017 at 8:30 a.m., in the Human Resources Conference Room, Room 302 of the County-City Building (555 S. 10th Street, Lincoln) to conduct Deputy Chief Administrative Officer interviews.

 

B.       The Lancaster County Board of Commissioners will hold a staff meeting on Thursday, March 30, 2017 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln). 

 

C.        A public sale of County property, generally located at Southwest 114th Street and West Meinke Street in the unincorporated village of Kramer will be conducted on Thursday, March 30, 2017 at 2:00 p.m., at the east door of the Justice & Law Enforcement Center, located at 575 S. 10th Street, Lincoln, Nebraska. 

 

D.       The Lancaster County Board of Commissioners will hold their next regular meeting on Tuesday, April 4, 2017 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln).

 

E.        The Lancaster County Board of Equalization will hold their next regular meeting on Tuesday, April 11, 2016 immediately following the Lancaster County Board of Commissioners meeting in Room 112 of the County-City Building (555 S. 10th Street, Lincoln).

G.       The Lancaster County Board of Commissioners meeting is broadcast live.  It is rebroadcast on Tuesdays (1:30 p.m. and 7:00 p.m.), Wednesdays (12:00 a.m. midnight) and Saturdays (3:30 p.m.) on 5 City-TV, Cable Channel 5.  In addition, the meeting may be viewed on the internet at lancaster.ne.gov under 5 City-TV, Video on Demand or 5 City-TV on YouTube.

 

9)     ADJOURNMENT

 

This agenda, which is kept continually current, is available for inspection during regular business hours in the office of the Lancaster County Clerk, located at 555 S. 10th Street, Room 108, Lincoln, Nebraska.  The Board of Equalization meeting agendas and minutes are also available on the County's web site at lancaster.ne.gov.
