Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

1)     MINUTES:

 

A.       Approval of the minutes of the Board of Commissioners meeting held on Tuesday, March 14, 2017. 

 

2)     CLAIMS:

 

A.       Approval of all claims processed through March 21, 2017.

 

3)     SPECIAL PRESENTATION:

 

A.       Commissioners' Award of Excellence - February Winner - Michael Hatfield, Corrections, in the category of Productivity. 

 

4)     NEW BUSINESS:

 

A.       Request from Dan Klein, on behalf of Land II, LLC, for a refund of real property tax.

 

B.       Resolution authorizing the installation of miscellaneous signs on North 120th Street and McKelvie Road, in Lancaster County.  (R-17-0023)

 

C.        Setting the annual salary for David Derbin, Deputy County Attorney, in the amount of $71,206 (Step 5), effective March 22, 2017.  

 

D.       Agreement with the Nebraska Commission for the Blind and Visually Impaired for the Lancaster County Records Management Department to serve as a training site.   The term of the agreement is June 1, 2017 through August 31, 2017.  (C-17-0221)

 

E.        Contract with Hewlett Packard Enterprise for support of Hewlett Packard Enterprise Records Management software.  Term of the contract is for a one-year period from April 1, 2017 through March 31, 2018.  The cost to the County is $22,227.13.

F.        Nebraska Medicaid Participating Provider Agreement between Nebraska Total Care, Inc., and Lancaster County.  Term of the agreement is for three years from the date of execution by all parties.  (C-17-0223)

 

G.       Contract with 3M Company, using the State of Nebraska Contract No. 14698 OC, to provide reflective sign sheeting.  Pricing will be pursuant to the State of Nebraska Contract.  Term of the contract is from the date of execution through January 31, 2018 with the option of five (5) additional one-year renewals.  The cost to the County is not to exceed $15,000. H.       Amendment to County Contract C-15-0187 with Schmader Electric Construction, Inc., for unit price contract maintenance and repair of Emergency Management sirens (Bid No. 15-066).  The amendment renews the contract from April 14, 2017 through April 13, 2018.  The estimated cost to the County is not to exceed $22,000.  (C-17-0216)

 

I.        Amendment to County Contract C-16-0059 with Hood Masters, Inc., for the annual requirements of kitchen exhaust hood and equipment cleaning services (Bid No. 13-307).  The amendment renews the contract from January 24, 2017 through January 23, 2018.  The cost to the County is not to exceed $6,500.  (C-17-0217)

 

J.        Amendment to County Contract C-13-0151 with the Lincoln Journal Star for the annual requirements for publishing legal notices and all other verbiage necessary to conduct County business (Bid No. 13-029).  The amendment extends the contract from April 9, 2017 through June 8, 2017.  The estimated cost to the County is not to exceed $600.

K.       Amendment to County Contract C-14-0042 with U.S. Bank National Association to provide banking services for Lancaster County.  This amends the annual settlement agreement and corrects the five-year term dates.  (C-17-0219)

 

L.        Grant contract with Lincoln Public Schools in the amount of $20,000 for the Immigrant and Refugee Mental Health program.  Term of the grant contract is February 1, 2017 through June 30, 2017.  (C-17-0224)

 

M.      Amendment to grant contract C-14-0549 with Families Inspiring Families to extend the contract to March 31, 2017. (C-17-0225)


5)     PUBLIC COMMENT: Those wishing to speak on items relating to County business not on the agenda may do so at this time.

6)     ANNOUNCEMENTS:

 

A.       The Lancaster County Board of Commissioners will tour the Motor Vehicles Facility, at 500 West O Street, Lincoln on Tuesday, March 21, 2017 at 11:00 a.m.

 

B.       The Lancaster County Board of Commissioners will hold a staff meeting on Thursday, March 23, 2017 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln). 

 

C.        The Lancaster County Board of Commissioners will hold their next regular meeting on Tuesday, March 28, 2017 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln).

 

D.       A public sale of County property, generally located at Southwest 114th Street and West Meinke Street in the unincorporated village of Kramer will be conducted on Thursday, March 30, 2017 at 2:00 p.m., at the East door of the Justice & Law Enforcement Center, located at 575 South 10th Street, Lincoln, Nebraska. 

 

E.        The Lancaster County Board of Equalization will hold their next regular meeting on Tuesday, April 11, 2016 immediately following the Lancaster County Board of Commissioners meeting in Room 112 of the County-City Building (555 S. 10th Street, Lincoln).

G.       The Lancaster County Board of Commissioners meeting is broadcast live.  It is rebroadcast on Tuesdays (1:30 p.m. and 7:00 p.m.), Wednesdays (12:00 a.m. midnight) and Saturdays (3:30 p.m.) on 5 City-TV, Cable Channel 5.  In addition, the meeting may be viewed on the internet at lancaster.ne.gov under 5 City-TV, Video on Demand or 5 City-TV on YouTube.
