Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff at the front of the Hearing Room.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

1)      MINUTES:

 

A.        Approval of the minutes of the Board of Commissioners meeting held on Tuesday, May 7, 2019. 

 

2)      CLAIMS:

 

A.        Approval of all claims processed through May 14, 2019. 

 

3)      CONSENT ITEMSThese are routine business items that are expected to be adopted without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.        Amendment to County Contract C-18-0285 with Mahoney Fire Sprinkler, Inc., for Inspection, Testing and Maintenance of Fire Sprinklers. (Bid No. 18-102.  The amendment adds additional services with the estimated expenditures increased by $400 for the remainder of the contract term with a revised total amount of $10,400.) B.        Right-of-way contracts with the following:

 

1.     Madden Heusinkvelt, LLC, Southwest 14th Street and West Olive Creek Road, in the amount of $2,891. (C-19-0364)

2.     Gary L. and Lilo Johnson, North 180th Street and Alvo Road, in the total amount of $340 ($100 for drain tile included) (C-19-0365)

3.     Steven D. and Sue A. Schuelke, North 180th Street and Alvo Road, in the amount of $180. (C-19-0366)

4.     Nick Loseke and Sara Novotny, South 176th Street and Roca Road, in the amount of $397. (C-19-0367)

5.     Alan L. and Laurel D. Baade, South 82nd Street between Roca Road and Saltillo Road, in the total amount of $5,419. (3 contracts) (C-19-0368, C-19-0369, C-19-0370)

6.     Fern E. Wunibald Revocable Trust; Shirley K. Griffith, Mary C. Lederer and Deborah A. Riley, Trustees, South 82nd Street between Roca Road and Saltillo Road, in the total amount of $8,400. (3 contracts) (C-19-0371, C-19-0372, C-19-0373)

 

C.        Received and placed on file the report from Records and Information Management for April, 2019.

 

D.        Setting a public hearing on Tuesday, May 28, 2019 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln, Nebraska) regarding Change of Zone 19010, from AG Agricultural to AGR Agricultural Residential on approximately 25.53 acres in the general vicinity of West Bluff Road and Northwest 126th Street in Lancaster County, Nebraska.

 

4)      SPECIAL PRESENTATIONS:

 

A.        Commissioners' Award of Excellence for April, 2019, awarded to Angela Clark, Assessor/Register of Deeds in the category of Productivity.

 

B.        Proclaiming May 12-18, 2019 as National Police Week in Lancaster County and May 15, 2019 as Peace Officers Memorial Day - Terry Wagner, County Sheriff (See correlating item 6A)

 

C.        Good News Jail and Prison Ministries of Fairfax, Virginia, Chaplain Program and Inmate Benefit Fund - Brenda Fisher, Corrections Program Director; Sheldon Crapo, Chaplain.  (See correlating item 6B)

 

5)      UNFINISHED BUSINESS:

 

A.        Request under Personnel Rule 17.14 (d) for a one-time cash award of $500 for Officer Megan McDonald, Department of Corrections 2018 Employee of the Year.

 

6)      NEW BUSINESS:

 

A.        Resolution proclaiming May 12-18, 2019 as National Police Week in Lancaster County and May 15, 2019 as Peace Officers Memorial Day. (R-19-0041)

 

B.        Authorize the payment of $19,500 from the Inmate Benefit Fund to Good News Jail and Prison Ministries of Fairfax, Virginia for providing a full-time chaplain for Lancaster County Corrections inmates.

 

C.        Special Designated License applications from James Arthur Vineyards for events at 2001 West Raymond Road, Raymond, Nebraska on June 1, June 8, June 15, June 22 and June 29, 2019.

 

D.        Special Events Permit application from James Krist, UNL Cycling Club, for the Husker Hundo bicycle race event on Saturday, July 6, 2019.

 

E.         Defensive Driving Course agreement with National Safety Council, Nebraska, for online STOP traffic diversion classes.  The County will pay $18.20 per course for 5,000 online courses.  The term of the agreement is one-year from the date of execution. (C-19-0379)

 

F.         First Grant Contract Addendum to Lancaster County Visitors Improvement Fund Grant Contract with Lancaster County as the Sponsor and the City of Lincoln as the Grantee for the Grantee's Prairie Corridor Trail project.  The addendum changes the contract term from a one-year term with two one-year renewal terms to a three-year term. (C-19-0374)

 

G.        Agreement with HBE LLP, for interim accounting and financial management services in the Lancaster County Sheriff's Office.  The agreement is effective upon execution by both parties and shall continue through either (a) October 31, 2019, or (b) the date in which HBE LLP has provided 320 hours of services.  The County shall pay HBE LLP $120 per hour, not to exceed $38,400 for the term of the agreement. H.        Interlocal Agreement with Lancaster County Rural Water District No. 1 of Bennet, Nebraska, for relocation of the District's facilities on South 82nd Street (Project C55-S-404(4)).  The cost to the County is $154,254. (C-19-0375)

 

I.         Interlocal Agreement with the Village of Firth to provide for pavement resurfacing on Firth Road beginning at the southwest corner of Section 26-7-7 and extending east to the east line of Firth Fire Station Addition as part of Project 19-01 (Bid No. 19-122).  The Village shall pay the County $122,298.73 on or before June 1, 2019. (C-19-0376)

 

J.         Interlocal Agreement with the Village of Malcolm to provide for pavement resurfacing on Malcolm Road and East Third Street Road from Education Drive to State Spur 55M as part of Project 19-01 (Bid No. 19-122).  The Village shall pay the County $178,218.40 on or before June 30, 2019. (C-19-0377)

 

K.        Recommendation from the Purchasing Agent and the County Engineer to award a contract to Pavers, Inc., for asphalt surfacing and paving (Bid No. 19-122). The total amount of the contract is $3,063,765.26. (B-19-0122)

 

L.         Recommendation from the purchasing Agent and County Engineer to award a contract to Dustrol Inc., for hot-in-place asphalt (Bid No. 19-129). The total amount of the contract is $1,795,375.28. (B-19-0129)

 

M.       Acceptance of resignation of Jennifer Brinkman from the Lancaster County Board of Commissioners, effective May 20, 2019.

 

N.        Election of Officers for the Lancaster County Board of Commissioners, effective May 20, 2019.

8)      ANNOUNCEMENTS:

 

A.        The Lancaster County Board of Commissioners will hold department budget hearings on Tuesday, May 14, 2019 immediately following the Lancaster County Board of Commissioners meeting in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln).

 

B.        The Lancaster County Board of Commissioners will hold a staff meeting, including department budget hearings, on Thursday, May 16, 2019 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln).

 

C.        The Lancaster County Board of Commissioners will hold its next regular meeting on Tuesday, May 21, 2019 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) with Board of Equalization and department budget hearings immediately following.

9)      ADJOURNMENT
