Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff at the front of the Hearing Room.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

1)      MINUTES:

 

A.        Approval of the minutes of the Board of Commissioners meeting held on Tuesday, April 23, 2019. 

 

2)      CLAIMS:

 

A.        Approval of all claims processed through April 30, 2019. 

 

3)      CONSENT ITEMSThese are routine business items that are expected to be adopted without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.        Utility Permits with the following:

 

1.     No. 1792 allowing Unite Private Networks to install new underground fiber in the westerly right-of-way of Southwest 42nd Street from Gage Road to Hallam Road.  There is no cost to the County. (C-19-0322)

2.     No. 1777 allowing Windstream Nebraska to install new underground cable in the easterly right-of-way of South 25th Street between Hickman Road and Stagecoach Road. There is no cost to the County. (C-19-0336)

 

B.        Right-of-way contract with Burge Limited Partnership, South 112th Street and Old Cheney Road, in the amount of $3,895. (C-19-0331)

 

C.        Amendments to the following County Contracts:

 

1.     C-18-0459 with Maxwell Products, Inc., for Annual Supply - Asphaltic Joint Sealant. (Bid No. 18-173. The amendment increases the County's maximum expenditures by $30,000. The revised contract total with the expenditure increase shall not exceed $50,000.) (C-19-0332)

2.     C-18-0729 with Moore Medical LLC for Health & Safety, Medical, Surgical and First Aid Related Equipment, Supplies, Accessories and Services.  (MOU034. The amendment is for a company name change from Moore Medical LLC to McKesson Medical-Surgical Government Solutions LLC.) (C-19-0333)

3.     C-13-0232 with Keefe Commissary Network L.L.C., for Inmate Commissary Services. (The amendment changes the fee structure on the agreement.) (C-19-0334)

4.     C-16-0241 with Acuity Special Products, dba Zep Inc., using the Region 14 ESC/NCPA Master Agreement Contract No. 02-28 for the Comprehensive Operational & Janitorial Supplies Solutions.  (The amendment renews the contract from May 1, 2019 through April 30, 2020.  The estimated cost to the County is not to exceed $3,000.) 5.     C-17-0523 with Lincoln Journal Star (Lee Enterprises, Incorporated) for Annual Service - Publishing Legal Notices and all Other Verbiage Necessary to Conduct City/County/Public Building Commission Business.  (Bid No. 17-150.  The amendment renews the contract from June 9, 2019 through June 8, 2020.  The cost to the County is not to exceed $5,000.) 6.     C-18-0260 with TruGreen L.P. (TruGreen) for Annual Service - Weed Control and Fertilization Services, County Corrections.  (Quote No. 5866. The amendment renews the contract from June 5, 2019 through June 4, 2020. The cost to the County is not to exceed $7,550.) (C-19-0338)

 

D.        Change Order #2 to County Contract C-18-0471 (Project 18-12) with H.R. Bookstrom Construction for an extension in the completion date from May 10, 2019 to August 10, 2019. (Due to circumstances beyond the control of the contractor.) (C-19-0339)

 

E.        Change Order #5 for County Contract C-18-0261 (Project 18-05) with Yost Excavating, Inc., to change the completion date from May 31, 2019 to June 20, 2019. (Due to circumstances beyond the control of the contractor.) (C-19-0340)

 

F.         Change Order #6 to County Contract C-18-0220 (Project 18-01) with Constructors Inc., to extend the project completion date from May 1, 2019 to June 1, 2019. (Due to circumstances beyond the control of the contractor.) (C-19-0348)

 

G.        Received and placed on file the following quarterly reports from January through March, 2019:

 

1.     County Engineering

2.     County Sheriff

 

H.        Received and placed on file a letter acknowledging the cancellation request from Ryder Public Safety, terminating for convenience Quote No. 5832 for Carrier Vest System and Bid No. 17-233 for Sheriff Uniform Clothing and Accessories, effective May 23, 2019.

 

I.         Setting a public hearing on Tuesday, May 7, 2019 at 9:00 a.m. in Room 112 of the County-City Building (555 S 10th Street, Lincoln) regarding a manager application for Dale Lilyhorn in connection with a Class Y liquor license for Windcrest Winery, 3110 West Branched Road, Raymond, Nebraska.

 

4)      SPECIAL PRESENTATIONS:

 

A.        Lancaster County Visitors Improvement Fund Grant in the amount of $49,640 to Heartland Bike Share for the addition of a station kiosk site in the Haymarket near 8th and R Streets - Jamie Granquist, Heartland Bike Share; and Lynne Ireland, Visitors Promotion Committee Chair.  (See correlating item 6A)

 

B.        Lancaster County Visitors Improvement Fund Grant in the amount of $239,313 to the Nebraska Communities Playhouse for the addition of a 420 - person auditorium - Robert Wamsley, Nebraska Communities Playhouse President; and Lynne Ireland, Visitors Promotion Committee Chair.  (See correlating item 6B)

 

5)      PUBLIC HEARING:

 

A.        Manager application for Michael McClelland in connection with a Class B liquor license for Branched Oak Marina, 10001 West Davey Road, Raymond, Nebraska. (See correlating item 6C)

 

B.        Amendments to Article 2 of the Lincoln-Lancaster County Air Pollution Control Program Regulations and Standards (LLCAPCPRS). (See correlating item 6D)

 

6)      NEW BUSINESS:

 

A.        Lancaster County Visitors Improvement Fund Grant in the amount of $49,640 with Lancaster County as the Sponsor and Heartland Bike Share as the Grantee for the addition of a station kiosk site in the Haymarket near 8th and R Streets. The grant term is April 1, 2019 through May 31, 2019. (C-19-0341)

 

B.        Lancaster County Visitors Improvement Fund Grant in the amount of $239,313 with Lancaster County as the Sponsor and The Nebraska Communities Playhouse as the Grantee for the addition of a 420 - person auditorium. The grant term is April 1, 2019 through December 31, 2020. (C-19-0347)

 

C.        Resolution in the matter of a corporate manager application for Michael McClelland in connection with a Class B liquor license for Branched Oak Marina, 10001 West Davey Road, Raymond, Nebraska.  (R-19-0034)

 

D.        Resolution in the matter of amending Article 2 of the Lincoln-Lancaster County Air Pollution Control Program Regulations and Standards. (R-19-0035)

 

E.        Resolution directing the County Engineer to conduct a study and the Planning Department to write a report regarding vacating portions of S.W. 91st Street, more particularly described in Exhibits "A" and "B", and located in Lancaster County, Nebraska. (R-19-0036)

 

F.         Special designated license application from Parker's Smokehouse for an event at Prairie Creek Inn, 2400 South 148th Street, Walton, Nebraska, on May 26, 2019.

 

G.        Agreement with Community Alternatives to source and provide individuals to perform microfilm and scanning services at the Records and Information Management Department as part of a rehabilitation, treatment, care, training and educational program. The County will pay up to $36,000 for these services. The term of agreement is January 1, 2019, through December 31, 2019. (C-19-0345)

 

H.        Nebraska Department of Transportation Highway Safety Office Selective Overtime Enforcement mini-grant contract application and award for the Lancaster County Sheriff's Office in the amount of $11,220 for participation in the National Click It or Ticket mobilization for May 20, 2019 through June 2, 2019. There is no County match. (C-19-0342)

 

I.         Memorandum of Understanding (MOU) between Department of Homeland Security, U.S. Immigration and Customs Enforcement, Homeland Security Investigations Resident Agent in Charge, Omaha, through the Special Agent in Charge, St. Paul; and Lancaster County, Nebraska, on behalf of the Lancaster County Sheriff's Office; Douglas County Sheriff's Office; United States Postal Inspection Service; and the Nebraska State Patrol; as participants in the Omaha Major Crime Task Force. J.         Third amendments to the following County contracts:

 

1.     C-18-0601 with Kubert Appraisal Group, to include certain additional services within the scope of the 2018 TERC expert contract. (C-19-0343)

2.     C-17-0760 with Great Plains Appraisal, Inc., to exclude certain additional service from the scope of the 2017 TERC expert contract. (C-19-0344)

 

K.        Contract between Zelle, LLC to provide on-site training for the County's Leadership Academy. The cost to the County is $3,600. (C-19-0346)

8)      ANNOUNCEMENTS:

 

A.        The Lancaster County Board of Commissioners will hold a staff meeting, including department budget hearings, on Thursday, May 2, 2019 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln).

 

B.        The Lancaster County Board of Commissioners will hold its next regular meeting, on Tuesday, May 7, 2019 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) with the Board of Equalization immediately following.

 

C.        The Lancaster County Board of Commissioners will hold department budget hearings on Tuesday, May 7, 2018 immediately following the Lancaster County Board of Equalization meeting in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln).

9)      ADJOURNMENT
