Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff at the front of the Hearing Room.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

1)      MINUTES:

 

A.        Approval of the minutes of the Board of Commissioners meeting held on Tuesday, October 23, 2018. 

 

2)      CLAIMS:

 

A.        Approval of all claims processed through October 30, 2018. 

 

3)      NEW BUSINESS:

 

A.        Resolution adopting an amendment to the January 1, 2009 Plan Restatement and the Adoption Agreement for the January 1, 2016 Plan Restatement for the Lancaster County Employees Retirement Plan, and all comparable provisions in previous plan documents, to retroactively allow direct and participant rollovers from all sources allowed under the United States Internal Revenue Code. (R-18-0076)

 

B.        Resolution setting a public hearing regarding the request to vacate portions of West McKelvie Road, located in Lancaster County, Nebraska. (R-18-0077)

 

C.        Change Orders to County Contract C-18-0481 with Scodeller Construction:

 

1.     #1 for an extension in the completion date from November 2, 2018 to November 30, 2018, due to circumstances beyond their control. (C-18-0675)

2.     #2 for a $90,000 increase in price due to the contracted sites having more extensive cracking than estimated requiring additional quantity. (C-18-0676)

 

D.        Standardized System of Annual Reporting (SSAR) Certification for roads, streets and highway programs for fiscal year ending June 30, 2018.

 

E.         Settlement with Matthew Stice in the amount of $55,000 regarding Docket 218 No. 0607 in the Nebraska Workers' Compensation Court, Matthew Stice v. Lancaster County Department of Corrections. (C-18-0669)

 

F.         Contract with Schmader Electric Construction Inc., to provide Outdoor Warning Siren and Installation (Bid No. 18-240) (Roca). The cost to the County is not to exceed $26,975. The work is to be completed on or before December 31, 2018. (C-18-0668)

 

G.        Contract with Accurate Controls, Inc., to provide Valerus VMS System Upgrade Phase 1 (Sole Source SS-78).  This contract shall be effective upon execution by all parties.  The cost to the County is not to exceed $80,052.96. (C-18-0671)

 

4)      CONSENT ITEMSThese are routine business items that are expected to be adopted without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.        Amendments to the following contracts:

 

1.     County Contract C-11-0449 with Fresh Start for sober living units. The amendment renews the agreement from July 1, 2018 through June 30, 2019. (C-18-0662)

2.     County Contract C-17-0826 with Fastenal for Annual Supply - Power and Hand Tools (Bid No. 17-245).  The amendment renews the contract from November 2, 2018 through November 1, 2019. The cost to the County shall not exceed $25,000 for contracts without approval by the Lancaster County Board. (C-18-0664)

3.     County Contract C-17-0827 with Tighton Tools and Supply to SouthernCarlson, Inc. for Annual Supply - Power and Hand Tools (Bid No. 17-245).  The amendment renews the contract with a company name change from November 2, 2018 through November 1, 2019. The cost to the County shall not exceed $25,000 for contracts without approval by the Lancaster County Board. (C-18-0665)

4.     County Contract C-17-0828 with TooFast Supply Company for Annual Supply - Power and Hand Tools (Bid No. 17-245). The amendment renews the contract from November 2, 2018 through November 1, 2019. The cost to the County shall not exceed $25,000 for contracts without approval by the Lancaster County Board. (C-18-0666)

5.     County Contract C-17-0829 with Total Tool Supply, Inc. for Annual Supply - Power and Hand Tools (Bid No. 17-245).  The amendment renews the contract from November 2, 2018 through November 1, 2019. The cost to the County shall not exceed $25,000 for contracts without approval by the Lancaster County Board. (C-18-0667)

6.     County Contract C-17-0844 with Don's Pioneer Uniforms for the Annual Supply - Sheriff Uniform Clothing and Accessories (Bid No. 17-233). The amendment renews the contract with a price increase from October 31, 2018 through October 30, 2019. The cost to the County shall not exceed $5,600. (C-18-0670)

 

B.        Change Order #1 to County Contract C-18-0354 with JJK Construction, LLC for an extension in the completion date from November 1, 2018 to May 1, 2019, winter construction will be acceptable. (C-18-0672)

 

C.        Change Order #1 to County Contract C-18-0405 with M.E. Collins Contracting Company, Inc., for an extension in the completion date from November 1, 2018 to May 1, 2019, winter construction will be acceptable. (C-18-0673)

 

D.        Change Order #4 to County Contract C-18-0220 with Constructors Inc., for an extension in the completion date from November 1, 2018 to November 15, 2018, due to circumstances beyond their control. (C-18-0674)

 

5)      PUBLIC COMMENT: Those wishing to speak on items relating to County business not on the agenda may do so at this time.

6)      ANNOUNCEMENTS:

 

A.        The Lancaster County Board of Commissioners will hold a staff meeting on Thursday, November 1, 2018 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln).

 

B.        The Lancaster County Board of Commissioners will hold its next regular meeting on Tuesday, November 6, 2018 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) with the Board of Equalization immediately following.
