1)      MINUTES:

 

A.        Approval of the minutes of the Board of Commissioners meeting held on Tuesday, October 16, 2018. 

 

2)      CLAIMS:

 

A.        Approval of all claims processed through October 23, 2018. 

 

3)      SPECIAL PRESENTATION:

 

A.        Commissioners' Award of Excellence for September, 2018, awarded to Tammy Gable, Clerk of the District Court Office, in the category of Productivity.

 

B.        Introduction of Mr. Thanaphong "Pro" Saksereephong, Plan and Policy Analyst for the Thailand Ministry of the Interior - Jeff Maul, Lincoln Convention & Visitors Bureau Vice President - Executive Director.

 

4)      UNFINISHED BUSINESS:

 

A.        Addendum to County Contract C-16-0649 amending the Visitors Improvement Fund grant contract providing a grant of $2,810,000 with the Lancaster County Agricultural Society for the National High School Rodeo Finals.  The addendum adjusts the completion dates for the phases of the grant project and changes the amount due under phases one and two. (C-18-0630)

 

5)      NEW BUSINESS:

 

A.        Rescinding County Resolution R-18-0072 which directed the County Engineer to conduct a study and the Planning Department to write a report and get City of Lincoln approval regarding a request to vacate the twenty five foot right-of-way adjacent to the east line of Lot 6 IT and the west line of Lots 7, 8, and 9, Block 3 of Gieren's First Addition, Walton, Nebraska, located in Lancaster County, Nebraska. (R-18-0075)

 

B.        Recommendation from the Purchasing Agent and County Corrections to award and execute a Purchase Order for a 2019 Dodge Grand Caravan SE (Bid No. 18-253) to Gene Steffy Chrysler Jeep Dodge.  The total amount of the order is $20,924. (C-18-0661)

 

C.        Mini-grant contract applications and awards with the Nebraska Department of Transportation Highway Safety Office (NDOT-HSO) to provide funding for the following:

 

1.     Two radar units, in the amount of $1,800. (C-18-0643)

2.     Two digital in-car camera systems, in the amount of $7,000. (C-18-0644)

 

D.        Professional services agreement between Innerspace Studios, Ltd., and Lancaster County on behalf of the Lancaster County Sheriff's Office, for services related to renovation of certain portions of the Sheriff's office space at the property located at 575 S. 10th Street. The cost to the County is not to exceed $22,600.  The work is to be completed on or before October 10, 2019. (C-18-0645)

 

E.        Agreements between Lancaster County and the following employees to provide non-exempt County Treasurer employees in the Motor Vehicle Coordinator job classification and Account Clerk III job classification compensatory time off in lieu of the compensation for hours worked in excess of 40 hours per week. The County will pay the employees at the rate of one and one-half hours for each overtime hour which the employees work up to a maximum accrual of 30 hours of compensatory time.

F.         Contract with AV Associates of Nebraska to provide Annual Supply - Household Miscellaneous Batteries (Quote No. 5909). The contract shall be effective upon execution by all parties. The cost to the County is not to exceed $2,000. (C-18-0642)

 

G.        Grant Contract with The Bridge Behavioral Health for civil protective custody services. The contract is funded by a one-time grant from the General Fund in the amount of $100,000. The term of the contract is from October 1, 2018 through June 30, 2019. (C-18-0654)

 

6)      CONSENT ITEMSThese are routine business items that are expected to be adopted without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.        Right-of-way contracts with the following:

 

1.     Jason R. Critel, South 78th Street and Hickman Road, in the amount of $6,895. (C-18-0655)

2.     Gina P. Hagedorn and Jay R. Gordon, South 1st Street and West Rokeby Road, in the amount of $2,972. (C-18-0656)

3.     Ruth Knapp, Trustee of the Ruth Knapp Living Trust and Paula D. Christensen, Trustee of the Paula D. Christensen Farm Trust, South 1st Street and West Rokeby Road, in the amount of $2,591.50 (C-18-0657)

4.     Barbara J. Meinke, Southwest 100th Street and West Sprague Road, in the amount of $919. (C-18-0658)

 

B.        Amendments to the following contracts:

 

1.     County Contract C-17-0856 with GT Distributors, Inc. for Annual Supply - Sheriff Duty Leather Accessories (Quote No. 5736).  The amendment renews the contract from November 7, 2018 through November 6, 2019.  The cost to the County shall not exceed $3,500. (C-18-0641)

2.     County Contract C-17-0845 with Bob Barker Company, Inc. for Annual Supply - Sheriff Uniform Clothing and Accessories (Bid No. 17-233).  The amendment renews the contract with a price increase from October 31, 2018 through October 30, 2019. The cost to the County shall not exceed $250. (C-18-0652)

3.     Amendment to County Contract C-17-0843 with Ryders Public Safety for Annual Supply - Sheriff Uniform Clothing and Accessories (Bid No. 17-233).  The amendment renews the contract with a price increase from October 31, 2018 through October 30, 2019. The cost to the County shall not exceed $4,500. (C-18-0653)

 

C.        Change Order #1 to County Contract C-18-0471 with H.R. Bookstrom Construction for an extension in the completion date from October 26, 2018 to May 10, 2019 due to circumstances beyond the control of the contractor. (C-18-0659)

 

D.        Change Order #1 to County Contract C-18-0532 with Constructors Inc. for an extension in the completion date from November 1, 2018 to May 1, 2019 due to circumstances beyond the control of the contractor. (C-18-0660)

 

E.        Received and placed on file the County Attorney's quarterly report for July 1, 2018 through September 30, 2018.
