Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff at the front of the Hearing Room.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

1)      MINUTES:

 

A.        Approval of the minutes of the Board of Commissioners meeting held on Tuesday, September 25, 2018. 

 

2)      CLAIMS:

 

A.        Approval of all claims processed through October 2, 2018. 

 

3)      NEW BUSINESS:

 

A.        Special designated license application from Parker's Smokehouse, for an event at Prairie Creek Inn, 2400 S. 148th Street, Walton, on Saturday, October 27, 2018.

 

B.        Special designated license application from Talon Room, for an event at Hillside Events, 12400 W. Denton Road, Denton, on Saturday, October 27, 2018.

 

C.        Resolution authorizing the City of Lincoln-Lancaster County Purchasing Agent the ability to issue the Nebraska Department of Revenue's Forms 13 and 17, and the Federal Excise Tax Exemption Certificate on behalf of the County. (R-18-0070)

 

D.        Agreement with Kubert Appraisal Group, for qualified professional appraisal services to assist the County Assessor's Office in performing the appraisal functions necessary to process the Tax Equalization and Review Commission (TERC) appeals for the 2018 tax year. The total compensation for services shall not exceed $200,000. (C-18-0601)

 

E.        Contract with Kubert Appraisal Group, in the amount of $2,700 for appraisal services on a project at 7631 Hickman Road (County Culvert Project S-146 and S-147). (C-18-0602)

 

F.         Contract between Mary Angela Apthorpe, M.A., L.A.D.C., L.I.M.H.P and Lancaster County, on behalf of the Lancaster County Mental Health Crisis Center, for certified alcohol and drug abuse counselor services.  The services will be provided at the rate of $85 per evaluation completed and $32 per hour for other services.  The term of the contract is from August 1, 2018 to October 31, 2018. G.        Acceptance of Grant from the U.S. Department of Justice Office of Justice Programs, Bureau of Justice Assistance (Award No. 2018-DC-BX-0156), in the amount of $500,000 for the purpose of enhancing the Lancaster County Adult Drug Court.  The grant period is January 1, 2019 to December 31, 2022. (C-18-0600)

 

H.        CDARS deposit placement agreement with Cattle Bank & Trust for insured cash sweep options. (C-18-0580)

 

I.         Liability insurance coverage with the National Legal Aid and Defender Association (NLADA) Service Corporation for the Lancaster County Public Defender's Office, in the amount of $6,651.74.  The policy begins on November 1, 2018 for a period of 12 months.

 

J.         Agreement between the Board of Regents of the University of Nebraska, on behalf of the University of Nebraska - Lincoln's Law-Psychology Program, and Lancaster County, to establish an internship program through the Human Services Department.  The term of the agreement is from September 1, 2018, through August 31, 2019. The cost to the County is $30,000. (C-18-0581)

 

K.        Recommendation from the Purchasing Agent and the County Sheriff to award a Sole Source contract to AXON Enterprises for the purchase of 50 Tasers and Accessories.  The contract is for payments to be made over a five-year term at $13,000 per year.  The total amount of the order is $65,000. (C-15-0586)

 

L.         Collective bargaining agreement with Lancaster County Sheriffs' Association Fraternal Order of Police, Lodge #29.  The term of the agreement is August 16, 2018 to August 31, 2021. (C-18-0604)

 

M.       Professional services contract with JEO Consulting for wetland delineation and permitting services (Project 19-02).  The anticipated completion date is December 31, 2020.  The cost to the County is $8,115. (C-18-0603)

 

N.        Reappointment to the Lincoln-Lancaster County Air Pollution Advisory Board of Dr. Martha Shulski for a term ending September 1, 2020, and of Joselyn Luedtke, Tim Schultz, and Piyush Srivastav for terms ending September 1, 2021.

 

O.        Appointment of Robert Holbrook to the Lancaster County Pension Monitoring Committee, representing FOP 32.

 

P.        Contract with Egan Supply to provide Water System for Laundry System at County Corrections (Bid No. 18-211).  The contract shall begin as soon as possible from the date of execution. The cost to the County is not to exceed $14,250. (C-18-0598)

 

Q.        Contract with Murphy Tractor & Equipment Co. Inc. to provide Annual Repair Services - For Construction and Purpose-Built Equipment (Bid No. 18-167).  The term of the contract is one-year from the date of execution with the option for three additional one-year renewals. The cost to the County is not to exceed $100,000 for all contracts (including ten that were approved previously). (C-18-0582)

 

R.        Contract with Star Image Supply Inc., to provide Annual Supply Lexmark Toner Cartridges (Bid No. 18-216). The term of the contract is one year from the date of execution. The cost to the County is not to exceed $14,500. (C-18-0583)

 

4)      CONSENT ITEMSThese are routine business items that are expected to be adopted without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.        Amendments to the following contracts:

 

1.     C-14-0545 with Big Iron Auction Company for Online and On-Site Auctioneer Services. The amendment extends the contract from November 18, 2018 through December 31, 2018. There are no expenditures for this contract, only income from sale of owners' items. (C-18-0584)

2.     C-15-0111 with W.W. Grainger (using NJPA RFP No. 091214)  for Facilities Maintenance, Repair and Operating Supplies.  The amendment renews the contract from October 22, 2018 through October 21, 2019. The estimated cost to the County is not to exceed $22,000. (C-18-0585)

3.     C-16-0620 with TAB Products Co, LLC for Annual Supply - District Court File Folders (Quote No. 5186).  The amendment renews the contract from October 18, 2018 through October 17, 2019. The cost to the County shall not exceed $3,000. (C-18-0587)

 

B.        Right-of-way contracts with the following:

2.     William E. and Ardis A. Bundy, Co Trustees, North 112th Street and Agnew Road, in the amount of $415. (C-18-0589)

3.     Burge Limited Partnership, South 112th Street and Old Cheney Road, in the amount of $2,128. (C-18-0590)

4.     Brandy L. and Joshua B. Coulter, Southwest 128th Street and West Panama Road, in the amount of $2,339. (C-18-0591)

5.     Lonnie R. and Denise K. Johnson, Co-Trustees, North 176th Street and Rock Creek Road, in the amount of $703. (C-18-0592)

6.     Robert C. Krupicka Revocable Trust, Southwest 2nd Street and West Princeton Road, in the amount of $487. (C-18-0593)

6)      ANNOUNCEMENTS:

 

A.        The Lancaster County Board of Commissioners will hold a staff meeting on Thursday, October 4, 2018 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln).

 

B.        The Lancaster County Board of Commissioners will hold its next regular meeting on Tuesday, October 9, 2018 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) with the Board of Equalization immediately following.

 

C.        The Lancaster County Board of Commissioners will hold a public hearing on the One and Six-Year Road and Bridge Improvement Program, on Tuesday, October 9, 2018 at 6:30 p.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln).
