Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff at the front of the Hearing Room.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

1)     MINUTES:

 

A.       Approval of the minutes of the Board of Commissioners meeting held on Tuesday, May 1, 2018. 

 

2)     CLAIMS:

 

A.       Approval of all claims processed through May 8, 2018. 

 

3)     SPECIAL PRESENTATION:

 

A.       Declaration of May 13-19, 2018 as National Police Week in Lancaster County and May 15, 2018 as Peace Officers Memorial Day - Terry Wagner, County Sheriff (See correlating item 4A)

 

B.       Lincoln Unites Event, Saturday, May 12, 2018 - Recognizing the positive impact of immigrants to our community - Sara Hoyle, Human Services Director.  (See correlating 4B)


4)     NEW BUSINESS:

 

A.       Resolution in the matter of declaring May 13-19, 2018 as National Police Week in Lancaster County and May 15, 2018 as Peace Officers Memorial Day.   (R-18-0027)

 

B.       Resolution in the matter of supporting the Lincoln Unites event on May 12, 2018.  (R-18-0028) 

 

C.       Special designated license applications from Hillcrest Country Club, 9401 O Street, Lincoln, to hold golf events on the following dates in 2018:  May 27, June 3, June 17, July 1, July 15, August 5, August 26, September 2, September 23, October 7 and October 28. 

 

D.       Recommendation from the Lancaster County Pension Review Committee to add the Vanguard Developed Markets Index Admiral Fund to the 401(a) Lancaster County Employees Retirement Plan and 457(b) Deferred Compensation Program investment arrays.

 

E.        Recommendation from the Lancaster County Pension Review Committee to replace the Gibraltar Guaranteed Fund with the Prudential Stable Value Core Intermediate Bond Fund in the 401(a) Lancaster County Employees Retirement Plan and 457(b) Deferred Compensation Program investment arrays. 

 

F.        Recommendation from the Lancaster County Pension Review Committee to not add funds in the investment categories of high yield bond, passive bond index and extended market equity index to the 401(a) Lancaster County Employees Retirement Plan and 457(b) Deferred Compensation Program investment arrays. 

 

5)     CONSENT ITEMSThese are routine business items that are expected to be adopted   without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of:

 

A.       Contract with Hy-Vee, Inc., to provide annual pharmacy services for General Assistance clients (RFP No. 18-025).  The term of the contract is for one year from the date of execution with the option for five additional one-year renewals.  The cost to the County is not to exceed $300,000 for all contracts.  (Contract with Genoa Healthcare is forthcoming.  Contract with Kohll's Pharmacy & Homecare was previously approved on April 17, 2018.) (C-18-0211)

 

B.       Amendments to the following contracts:

 

1.     C-17-0329 with Office Depot, Inc., for office supplies (City of Tamarac contract No. 13-23R).  The amendment renews the contract from April 18, 2018 through April 17, 2019.  The cost to the County is not to exceed $225,000.  (C-18-0209)


2.     C-13-0341 with Allen, Gibbs & Houlik, L.C., for auditing services (Bid No. 13-104).  The amendment renews the contract for an additional one-year term from July 1, 2018 through June 30, 2019.  The cost to the County is not to exceed $76,695.  (C-18-0210)

 

C.       Utility Permit No. 1636-A allowing the City of Lincoln to do tree removal and associated work in preparation for an upcoming trunk sewer extension and bank stabilization project adjacent to Old Cheney Road from South 1st Street to South 7th Street.  There is no cost to the County.  (C-18-0205)

 

D.       Receive and place on file the following reports for April, 2018:

 

1.     Assessor/Register of Deeds

2.     Clerk of the District Court

3.     County Clerk

 

E.        Setting a public hearing on Tuesday, May 15, 2018 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) regarding an amusement license application from Jan and Darril Hauser to hold a craft fair at 11505 North 14th Street, Raymond, Nebraska on September 28-29, 2018.

7)     ANNOUNCEMENTS:

 

A.       The Lancaster County Board of Commissioners will hold department budget hearings on Tuesday, May 8, 2018 at 9:30 a.m. or immediately following the Lancaster County Board of Equalization meeting in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln).

 

B.       The Lancaster County Board of Commissioners will hold a staff meeting, including department budget hearings, on Thursday, May 10, 2018 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln).

 

C.       The Lancaster County Board of Commissioners will hold its next regular meeting on Tuesday, May 15, 2018 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) with the Board of Equalization immediately following.
