Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff at the front of the Hearing Room.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

1)     MINUTES:

 

A.       Approval of the minutes of the Board of Commissioners meeting held on Tuesday, April 24, 2018. 

 

B.       Approval of the minutes of the Board of Commissioners department budget hearings on Tuesday, April 24, 2018. 

 

2)     CLAIMS:

 

A.       Approval of all claims processed through May 1, 2018. 

 

3)     SPECIAL PRESENTATION:

 

A.       Good News Jail and Prison Ministries of Fairfax, Virginia, Chaplain Program and Inmate Benefit Fund - Brad Johnson, Corrections Administrator; Brenda Fisher, Corrections Program Manager; Sheldon Crapo, Chaplain.  (See correlating item 4A)


4)     NEW BUSINESS:

 

A.       Authorize the payment of $18,000 from the Inmate Benefit Fund to Good News Jail and Prison Ministries of Fairfax, Virginia for providing a full-time chaplain for Lancaster County Corrections inmates. 

 

B.       Special events permit application from Gary Bredehoft, Tiger Coaching and Personal Training, Inc., to hold the Last Blast Lincoln Triathlon on September 16, 2018. 

 

C.       Amusement license renewal application from NRG Media, LLC to hold an outdoor music concert (Frog Fest) on August 18, 2018 at BlueStem Tree Farm, LLC, 5895 West Sprague Road, Crete, Nebraska. 

 

D.       Resolution authorizing the installation of traffic control devices in Lancaster County.  (R-18-0026) 

 

E.        Recommendation from the Purchasing Department and the County Engineer to award a contract to Straight-Line Striping, Inc., for 2018 pavement striping (Bid No. 18-096).  The cost to the County is $109,823.41.  (B-18-0096)

 

5)     CONSENT ITEMSThese are routine business items that are expected to be adopted   without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.       Amendments to the following contracts:

 

1.     C-14-0245 with Nifco Mechanical Systems, Inc., for the annual requirements of inspection, testing and maintenance of sprinkler alarm systems and backflow preventers (Bid No. 14-034).  The amendment extends the contract from May 20, 2018 through August 19, 2018.  The cost to the County is not to exceed $1,000.  (C-18-0200)

2.     C-15-0215 with Beatrice Lawn Care, Inc., for the annual service of noxious weed control spraying and mowing (Bid No. 15-087).  The amendment renews the contract for an additional one-year term beginning May 19, 2018 through May 18, 2019.  The cost to the County for all contracts is not to exceed $33,000.  (C-18-0201)

3.     C-15-0218 with DeAngelo Brothers for the annual service of noxious weed control spraying and mowing (Bid No. 15-087).  The amendment renews the contract for an additional one-year term beginning May 19, 2018 through May 18, 2019.  The cost to the County for all contracts is not to exceed $33,000.  (C-18-0202)

4.     C-15-0217 with Gary's Lawn & Landscape for the annual service of noxious weed control spraying and mowing (Bid No. 15-087).  The amendment renews the contract for an additional one-year term beginning May 19, 2018 through May 18, 2019.  The cost to the County for all contracts is not to exceed $33,000.  (C-18-0203)

5.     C-15-0216 with Mr. Yards and More, LLC for the annual service of noxious weed control spraying and mowing (Bid No. 15-087).  The amendment renews the contract for an additional one-year term beginning May 19, 2018 through May 18, 2019.  The cost to the County for all contracts is not to exceed $33,000.  (C-18-0204)

6.     C-15-0289 with Teknion, LLC using TCPN Contract (R142214) for furniture and installation.  The amendment renews the contract from May 1, 2018 through April 30, 2019.  The cost to the County is not to exceed $50,000.  (C-18-0206)

7.     C-17-0523 with Lincoln Journal Star (Lee Enterprises, Incorporated) for publishing legal notices and all other verbiage necessary to conduct County business.  The amendment renews the contract for an additional one-year term beginning June 9, 2018 through June 8, 2019.  The cost to the County is not to exceed $20,000.  (C-18-0207)

 

B.       Utility Permit No. 1645 allowing Allo Communications to install fiber optic cable under Yankee Hill Road from 70th Street to 84th Street and north under 84th Street to Highway 2.  There is no cost to the County.  (C-18-0145)

 

6)     PUBLIC COMMENT: Those wishing to speak on items relating to County business not on the agenda may do so at this time.

7)     ANNOUNCEMENTS:

 

A.       The Lancaster County Board of Commissioners will hold a staff meeting, including department budget hearings, on Thursday, May 3, 2018 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln).

 

B.       The Lancaster County Board of Commissioners will hold its next regular meeting on Tuesday, May 8, 2018 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) with the Board of Equalization immediately following.

 

C.       The Lancaster County Board of Commissioners will hold department budget hearings on Tuesday, May 8, 2018 at 9:30 a.m. or immediately following the Lancaster County Board of Equalization meeting in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln)
