Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff at the front of the Hearing Room.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

1)     MINUTES:

 

A.       Approval of the minutes of the Board of Commissioners meeting held on Tuesday, April 10, 2018. 

 

2)     CLAIMS:

 

A.       Approval of all claims processed through April 17, 2018. 

 

3)     NEW BUSINESS:

 

A.       Setting the salary for Anna Marx, Deputy County Attorney, in the amount of $65,642.72 (Step 2) as Attorney I, effective April 23, 2018. 

 

B.       Mini-grant contract application and award with the Nebraska Department of Transportation Highway Safety Office in the amount of $10,780 for selective overtime enforcement by the Lancaster County Sheriff's Office related to the "Click It or Ticket" mobilization. (C-18-0189)

 

C.       ICS deposit placement agreement with Exchange Bank for insured cash sweep options.  (C-18-0190)

 

D.       CDARS deposit placement agreement with Exchange Bank for insured cash sweep options.  (C-18-0191)

 

E.        Recommendation from the Purchasing Department and Youth Services Center to award a contract for medical services at the Youth Services Center to Correct Care Solutions (RFP No. 18-026).  The estimated amount of the contract over the four-year term is $1,091,219.  (B-18-0026) 

 

4)     CONSENT ITEMSThese are routine business items that are expected to be adopted   without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.       Contract with Kohll's Pharmacy & Homecare to provide annual pharmacy services for General Assistance clients (RFP No. 18-025).  The term of the contract is for one year from the date of execution with the option for five additional one-year renewals.  The cost to the County is not to exceed $300,000 for all contracts.  (Contracts with Genoa and Hy-Vee forthcoming) (C-18-0188)

 

B.       Amendments to the following contracts:

 

1.     C-18-0108 with MMC Contractors for Lancaster County Engineering RTU replacement (Bid No. 18-004).  The amendment extends the contract for an additional two months from May 1, 2018 through June 30, 2018.  The cost to the County will not increase.  (C-18-0182)

2.     C-15-0219 with DeAngelo Brothers for noxious weed control, spraying and mowing services for the City of Lincoln landfills (Quote No. 5096).  The amendment renews the contract from May 19, 2018 through May 18, 2019.  The cost to the County is not to exceed $4,000.  (C-18-0183)

3.     C-16-0030 with Ash Fire & Safety Company for fire extinguisher inspection, testing and maintenance (Bid No. 15-263).  The amendment assigns Ash Fire & Safety Company's responsibilities under the contract to Great Plains Fire and Safety.  (C-18-0184)

4.     C-15-0520 with Vigilent America, LLC, for electronic equipment and monitoring services using Johnson County, KS RFP 2014-118.  The amendment renews the contract from April 1, 2018 through March 31, 2019.  The estimated cost to the County is not to exceed $20,500.  (C-18-0185)

5.     C-17-0374 with Kohll's Pharmacy & Homecare for the annual supply and administration of influenza vaccine (Quote No. 5618).  The amendment renews the contract for an additional one-year term beginning May 30, 2018 through May 29, 2019.  The cost to the County is not to exceed $11,800.  (C-18-0186)

6.     C-15-0201 with Capital City Transfer Service, Inc., for the annual services of transporting dead bodies (Bid No. 15-098).  The amendment renews the contract for an additional three-year term beginning May 5, 2018 through May 4, 2021.  The cost to the County is not to exceed $195,000.  (C-18-0187)

 

C.       Right-of-way contract with Camp Creek Antique Machinery Association, North 176th Street and Bluff Road, in the amount of $815.  (C-18-0192)

 

D.       Receive and place on file the County Sheriff's quarterly report for January - March, 2018.

6)     ANNOUNCEMENTS:

 

A.       The Lancaster County Board of Commissioners will hold a staff meeting, including department budget hearings, on Thursday, April 19, 2018 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln).

 

B.       The Lancaster County Board of Commissioners will hold its next regular meeting on Tuesday, April 24, 2018 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln).

 

C.       The Lancaster County Board of Commissioners will hold department budget hearings on Tuesday, April 24, 2018 at 10:00 a.m. or immediately following the Lancaster County Board of Commissioners regular meeting in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln).
