Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff at the front of the Hearing Room.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

1)     MINUTES:

 

A.       Approval of the minutes of the Board of Commissioners meeting held on Tuesday, March 13, 2018. 

 

2)     CLAIMS:

 

A.       Approval of all claims processed through March 20, 2018.

 

3)     PUBLIC HEARING:

 

A.       Application for addition to liquor license for NuMark Golf, LLC, 8901 Augusta Drive, Lincoln, Nebraska.  (See correlating item 4A)

 

4)     NEW BUSINESS:

 

A.       Application for addition to Class C liquor license for NuMark Golf, LLC, 8901 Augusta Drive, Lincoln, Nebraska.  (R-18-0021)

 

B.       Corporate manager liquor license application for Beth M. Hladky in connection with a Class Y liquor license for Whispering Vines Winery, LLC, dba Windcrest Winery, 3110 West Branched Oak Road, Raymond, Nebraska.  (R-18-0020)

 

C.       Special designated license application from Seven Diamonds, LLC for a rehearsal dinner and wedding reception on April 13-14, 2018, at Hillside Events, 12400 West Denton Road, Denton, Nebraska. 

 

D.       Special designated license application from Ken's Liquor, Inc., for a wedding reception on May 18, 2018, at Roca Ridge Event Center, 5265 Prairie Sage Drive, Roca, Nebraska. 

 

E.        Resolution rejecting all bids received during the public sale of the property generally located at 2202 South 11th Street, legally described herein, and located in the City of Lincoln, Lancaster County, Nebraska.  (R-18-0022)

 

F.        Resolution authorizing the installation of traffic control devices in Lancaster County.  (R-18-0023)

 

G.       Professional services contract with Schemmer Associates, Inc., for the final design and plan preparation of Project No. 18-24, the replacement of County Bridge B-147 and E-117.  The anticipated completion date is June 8, 2018.  The cost to the County is $26,100.  (C-18-0137)

 

H.       Agreement with Bryan Health to provide access for the Lancaster County Mental Health Crisis Center to EpicCare Link, a portal that house patients' protected health information.  There is no cost to the County.  (C-18-0138)

 

5)     CONSENT ITEMSThese are routine business items that are expected to be adopted   without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.       Amendment to County Contract C-15-0175 with The Bridge to provide substance abuse evaluations and abuse education classes for inmates in the custody of Lancaster County Jail.  The amendment extends the term through February 28, 2019.  (C-18-0139)

 

B.       Amendment to County Contract C-16-0162 with Allan Enterprises for the annual supply of microfilming supplies (Quote No. 5290).  The amendment renews the contract for an additional one-year term beginning April 5, 2018 through April 4, 2019.  The cost to the County shall not exceed $13,000.  (C-18-0132)

 

C.       Amendments to the following contracts for the annual supply of vinyl locator flags (Quote No. 5562).  The amendments renew the contracts for an additional one-year term beginning April 17, 2018 through April 16, 2019. 

 

1.     C-17-0260 with Blackburn Manufacturing Company, in an amount not to exceed $500.  (C-18-0133)

2.     C-17-0261 with China Mapleleaf Industrial Development Limited, in an amount not to exceed $6,000.  (C-18-0134)

 

D.       Amendment to County Contract C-17-0289 with Enforcement Video, LLC dba WatchGuard Video for the annual supply of enforcement speed detection and video equipment (through inter-government purchasing under HGAC Contract No. EF04-17).  The amendment renews the contract for an additional one-year term beginning April 1, 2018 through March 31, 2019.  The cost to the County is not to exceed $55,000.  (C-18-0135)

 

E.        Amendment to County Contract C-15-0500 with Lawson Products, Inc., (using the TCPN (National IPA) Solicitation No. 14-21/Contract No. R142103) for the maintenance, repair and operations (MRO) supplies and related services.  The amendment renews the contract from April 1, 2018 through March 31, 2019.  The cost to the County is not to exceed $25,000.  (C-18-0136)

 

F.        Receive and place on file Lancaster County's independent auditor's report for the year ending June 30, 2017.

7)     ANNOUNCEMENTS:

 

A.       The Lancaster County Board of Commissioners will hold a staff meeting on Thursday, March 22, 2018 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln).

 

B.       The Lancaster County Board of Commissioners will hold its next regular meeting on Tuesday, March 27, 2018 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln).
