Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

1)     MINUTES:

 

A.       Approval of the minutes of the Board of Commissioners meeting held on Tuesday, June 27, 2017. 

 

2)     CLAIMS:

 

A.       Approval of all claims processed through July 11, 2017.

 

3)     SPECIAL PRESENTATIONS:

 

A.       Region V Annual Report - Dave Merrill of Region V Services and C. J. Johnson, Region V Systems. 

 

4)     NEW BUSINESS:

 

A.       Resolution in the matter of witness fees paid by Lancaster County, which have remained unclaimed for six months or more.  (R-17-0052)

 

B.       Recommendation from the Personnel Policy Board to revise the classification, title and change the pay grade of the Court Clerk (2310) and to revise the classification and title of the Court Services Supervisor (2305). 

 

C.        Lease agreement between Randy Chevalier and Lancaster County to lease real property owned by the County as described in the agreement.  Lessee will pay the County $250.  Term of the lease is from January 1, 2017 through December 31, 2017.  (C-17-0474)

 

D.       Agreement for work/financial plan between Lancaster County and the United States Department of Agriculture Animal and Plant Health Inspection Service Wildlife Services (APHIS-WS) for a Wildlife Damage Management program in Lancaster County from July 1, 2017 through June 30, 2018.  APHIS-WS will assign one Wildlife Specialist that will respond to nuisance wildlife problems within the County.  The cost of the program will not exceed $7,499.45.  (C-17-0475)

 

E.        "Consent to Assignment of Contract" between Lancaster County, the City of Lincoln, the Lincoln-Lancaster County Building Commission and Waste Connections of Nebraska, Inc.  The "Consent to Assignment of Contract" accepts the assignment of all of Waste Connections rights, title and interest in the contract under County Contract C-13-0602, to Uribe Refuse Services, Inc. (C-17-0477)

 

F.        Agreement with Region V Systems for Emergency Protective Custody (EPC) services at the Mental Health Crisis Center.  Region V will enter into separate agreements with referring counties who will send acutely mentally ill individuals to Lancaster County.  The County will be paid $186 per individual per day.  Term of the agreement is July 1, 2017 to June 30, 2018.  (C-17-0478)

 

G.       Agreement with Joseph Higgins, Ph.D., for the provision of up to 320 hours per year of specialized psychological services for the Mental Health Crisis Center at the rate of $75 per hour.  (C-17-0479)

 

H.       Recommendation from the Purchasing Department to award a contract for the annual supply of workstations and accessories to AOI Corporation and Office Interiors & Design, Inc. (Bid No. 17-140).  The estimated amount is $5,000.  (B-17-0140)

 

I.        Interlocal agreement with Educational Service Unit (ESU) No. 18 for educational services to youth detained at the Youth Services Center.  The County will reimburse the ESU up to $892,330 for the services provided.  Term of the agreement is August 1, 2017 to July 31, 2018.  (C-17-0480)

 

J.        Agreement with TCW Construction, Inc., and Lancaster County on behalf of the Lancaster County Engineer for replacement of Structures H-128, H-130 and J-143.  The cost to the County is $715,937.  Work is to be completed on or before December 18, 2017.  (C-17-0463)


K.       Interlocal agreements with the following counties for the safekeeping, care and sustenance of preadjudicated juveniles at the Youth Services Center.  Lancaster County will be reimbursed at the rate of $276 per juvenile per day.

L.        Amendments to the following contracts using the University of Nebraska Contract No. 2135-13-7215 for paint and related products.  The amendments renew the contracts from July 1, 2017 through June 30, 2018. 

 

1.     County Contract C-13-0482 with Diamond Vogel in an amount not to exceed $1,500.  (C-17-0465)

2.     County Contract C-13-0483 with Sherwin Williams Paint Company in an amount not to exceed $1,500.  (C-17-0466)

 

M.      Amendment to County Contract C-15-0380 between National Everything Wholesale using the City of Tucson, Arizona Contract No. 151148 for janitorial and sanitation supplies, equipment and related services.  The amendment renews the contract from August 2, 2017 through August 1, 2018.  The estimated cost to the County is not to exceed $210,000.  (C-17-0468)

 

N.       Amendment to County Contract C-14-0377 with Concrete Industries, Inc., for the annual supply of asphaltic joint sealant (Bid No. 14-153).  The amendment renews the contract from July 29, 2017 through July 28, 2018.  The cost to the County is not to exceed $15,000.  (C-17-0469)

 

O.       Grant contract with CASA in the amount of $12,000 for the Volunteer Advocates program.  The grant is funded by Juvenile Justice Prevention Funds for a term of July 1, 2017 through June 30, 2018.  (C-17-0467)

 

P.        Grant contract with Christian Heritage in the amount of $3,200 for the Destination Home program.  The grant is funded by Juvenile Justice Prevention Funds for a term of July 1, 2017 through June 30, 2018.  (C-17-0470)

 

Q.       Grant contract with Boys and Girls Club in the amount of $34,244 for the Formula for Impact program.  The grant is funded by Juvenile Justice Prevention Funds for a term of July 1, 2017 through June 30, 2018.  (C-17-0471)

 

R.       Grant contract with YWCA of Lincoln in the amount of $55,000 for the Mother- Daughter Circles program.  The grant is funded by Juvenile Justice Prevention Funds for a term of July 1, 2017 through June 30, 2018.  (C-17-0472)

 

5)     CONSENT ITEMSThese are routine business items that are expected to be adopted   without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of:

3.     Bevans Barns, LLC, North 148th Street and Alvo Road, as a donation.  (C-17-0493)

A.       The Lancaster County Board of Commissioners will hold a staff meeting on Thursday, July 13, 2017 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S 10th Street, Lincoln). 

 

B.       The Lancaster County Board of Commissioners will hold their next regular meeting on Tuesday, July 18, 2017 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) with the Board of Equalization meeting immediately following.

D.       The Lancaster County Board of Commissioners meeting is broadcast live.  It is rebroadcast on Tuesdays (1:30 p.m. and 7:00 p.m.), Wednesdays (12:00 a.m. midnight) and Saturdays (3:30 p.m.) on 5 City-TV, Cable Channel 5.  In addition, the meeting may be viewed on the internet at lancaster.ne.gov under 5 City-TV, Video on Demand or 5 City-TV on YouTube.
