Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

1)     MINUTES:

 

A.       Approval of the minutes of the Board of Commissioners meeting held on Tuesday, June 13, 2017. 

 

2)     CLAIMS:

 

A.       Approval of all claims processed through June 20, 2017.

 

3)     NEW BUSINESS:

 

A.       Reappointment of Bruce Trautwein to the Lancaster County Veterans Service Committee. 

 

B.       Resolution in the matter of authorizing use of the County Visitors Improvement Fund for Visitor Promotion.  (R-17-0046)

 

C.        Resolution in the matter of transferring appropriations from the General Fund Miscellaneous Budget to various General Fund Agencies.  The amount to be transferred is $70,700.  (R-17-0047)

 

D.       Resolution in the matter of adopting the updated Lancaster County Local Emergency Operations Plan (LEOP).  (R-17-0048)

 

E.        Resolution authorizing the installation of driveway warning signs on Bluff Road and on NW 56th Street, in Lancaster County.  (R-17-0049)

 

F.        An agreement between the Board of Regents of the University of Nebraska-Lincoln and the Lancaster County Sheriff's Office for the hiring of sheriff's deputies to assist the University of Nebraska-Lincoln Police Department with security of University facilities and the safety of the public for University events.  The University of Nebraska-Lincoln Police Department will pay the Lancaster County Sheriff's Office for the deputies' hours worked at the rate of one and one-half (1.5) times the regular hourly pay, plus benefits and also pay vehicle charges, if requested.  The contract shall expire on June 30, 2018.  (C-17-0432)

 

G.       Agreement between the Regents of the University of Colorado on behalf of the University of Colorado-Colorado Springs and Lancaster County for the Mental Health Crisis Center, to establish an internship program at the Crisis Center for the University's students in the Arthur E. Johnson Beth-El College of Nursing and Health Sciences.  The term of the agreement is from June 1, 2017 through May 31, 2022.  (C-17-0433)

 

H.       Interlocal agreement among Lancaster County, the City of Lincoln and Saunders County for the development of a Local Workforce Development Area.  (C-17-0434)

 

I.        Recommendation from the Purchasing Department and the County Engineer to award a contract to TCW Construction, Inc., for concrete box culverts H-128, H-130 and J-143.  The cost to the County is $715,937.  (B-17-0171)

 

J.        Amendment to County Contract C-16-0162 with Allan Enterprises for the annual supply of microfilming supplies.  The estimated cost for the products will be increased by 40% for the remainder of the contract term.  The contract total will remain at $12,000.  (C-17-0426)

 

K.       Amendment to County Contract C-10-0317 with Correctional Healthcare Companies (CHC) for medical services for the Youth Service Center (Bid No. 09-275).  The amendment extends the contract from July 1, 2017 through November 30, 2017.  The cost to the County is not to exceed $90,000.  (C-17-0430)

 

L.        Amendment to County Contract C-11-0252 with Correct Care Solutions, LLC for health care services for the Adult Detention Facility (Bid No. 10-173).  The amendment extends the contract from July 1, 2017 through November 30, 2017.  The cost to the County is not to exceed $819,299.  (C-17-0431)

 

M.      Grant contract with CASA for Lancaster County in the amount of $5,000 for the CASA program.  The contract is funded by the Joint Budget Committee for the period of July 1, 2017 through June 30, 2018.  (C-17-0427)

 

N.       Grant contract with Human Services Federation in the amount of $5,000 for the Case Management program.  The contract is funded by the Joint Budget Committee for the period of July 1, 2017 through June 30, 2018.  (C-17-0428)

 

O.       Grant contract with CEDARS Youth Services in the amount of $20,450 for the Reporting Center program through the Nebraska Commission on Law Enforcement and Criminal Justice Juvenile Services Aid State Grant (#17-CB-529).  Term of the grant contract is July 1, 2017 through June 30, 2018.  (C-17-0348)

 

P.        Reappointments to the Lincoln-Lancaster County Board of Health as follows:  Jacquelyn Miller for a term to expire on April 15, 2020 and Bill Avery for a term to expire on January 1, 2020.

 

Q.       Appointment of Bennie Shobe to the Lincoln-Lancaster County Board of Health for a term to expire on May 31, 2020.

 

R.       Reappointment of Dennis Scheer, Peter C. (Chris) Hove and Terry Corr to the Lincoln-Lancaster County Planning Commission for terms beginning August 25, 2017 through August 24, 2023.

5)     ANNOUNCEMENTS:

 

A.       The Lancaster County Board of Commissioners will not hold a staff meeting on Thursday, June 22, 2017 due to lack of a quorum. 

 

B.       The Lancaster County Board of Commissioners will hold their next regular meeting on Tuesday, June 27, 2017 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln).

 

C.        The Lancaster County Board of Commissioners will hold a public hearing on Tuesday, June 27, 2017 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) regarding the proposed sale of property generally located at 2201 South 11th Street in the City of Lincoln, Lancaster County, Nebraska, which includes declaring that the property no longer serves a County purpose, determining fair market value and setting the date for sale of the property.

E.        The Lancaster County Board of Commissioners meeting is broadcast live.  It is rebroadcast on Tuesdays (1:30 p.m. and 7:00 p.m.), Wednesdays (12:00 a.m. midnight) and Saturdays (3:30 p.m.) on 5 City-TV, Cable Channel 5.  In addition, the meeting may be viewed on the internet at lancaster.ne.gov under 5 City-TV, Video on Demand or 5 City-TV on YouTube.
