Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

1)     MINUTES:

 

A.       Approval of the minutes of the Board of Commissioners meeting held on Tuesday, May 2, 2017. 

 

2)     CLAIMS:

 

A.       Approval of all claims processed through May 9, 2017.

 

3)     SPECIAL PRESENTATION:

 

A.       Commissioners' Award of Excellence - April Winner - Chris Podany, County Engineering, in the category of Productivity.

 

4)     PUBLIC HEARINGS:

 

A.       Manager application for Zachary Tyson in connection with a Class IK liquor license for Hillcrest Country Club, 9401 O Street, Lincoln, Nebraska.  (See correlating item 5A)

 

B.       County Text Amendment No. 16016 to amend Article 18 of the Lancaster County Zoning Regulations relating to special height and use near airports to modify requirements for height permits.  (See correlating item 5B)

 

5)     NEW BUSINESS:

 

A.       Resolution regarding the corporate manager liquor license application of Zachary Tyson in connection with a Class IK liquor license for Hillcrest Country Club, 9401 O Street, Lincoln, Nebraska.  (R-17-0037

 

B.       Resolution regarding County Text Amendment No. 16016 amending Article 18 of the Lancaster County Zoning Regulations relating to special height and use near airports to modify requirements for height permits.  (R-17-0038)  

 

C.        Request for a one-time cash award in the amount of $500 for Nathan Atkins, County Corrections Employee of the Year.

 

D.       Ninth amendment to Disproportionate Share Hospital (DSH) intergovernmental transfer agreement with the Nebraska Department of Health and Human Services found at County Contract C-08-0151.  The amendment renews the agreement for an additional year from July 1, 2017, through June 30, 2018.  (C-17-0320)

 

E.        Contract between Haworth Inc., and Lancaster County, using the County of Fairfax, Virginia, US Communities Contract No. 4400003402, to provide office furniture and related services. Term of the contract is from the date of execution through December 31, 2017, with the option to renew for three (3) additional one year terms.   Pricing will be pursuant to the County of Fairfax, Virginia, US Communities Contract. Cost to the County is not to exceed $20,000.  (C-17-0319)

 

F.        Computer Matching and Privacy Protection Act Agreement between the Social Security Administration and Lancaster County through Lancaster County General Assistance governing the exchange of information between the parties.   Term of the agreement is from July 1, 2017, through December 31, 2018.  There is no cost to the County.  (C-17-0322)

 

G.       Certification of Compliance with the Information Exchange Agreement, originally executed under County Contract No. C-09-0478, between the Social Security Administration and Lancaster County through Lancaster County General Assistance.  The agreement provides the Lancaster County General Assistance Office with electronic access to Social Security Administration (SSA) information, records and data through the Nebraska Health and Human Services system.  There is no cost to the County.  (C-17-0323)

 

H.       Interlocal agreement between the City of Lincoln, on behalf of the Lincoln-Lancaster County Health Department, and Lancaster County, on behalf of the Lancaster County Corrections Community Service Program, to conduct roadside litter pickup along County roads by inmates.  The City will pay the County based on $50 per mile of roadside litter pickup not to exceed $5,000 for the period of May 1, 2017 through December 31, 2017.  Depending on available funding, the parties may agree in writing to provide an additional $2,500 in funding.  (C-17-0324)

 

I.        Agreement between the University of Nebraska-Omaha, on behalf of the School of Criminology and Criminal Justice, and Lancaster County, through the Human Services Department, to establish an internship program through Human Services.  The term of the agreement is from May 8, 2017, through May 7, 2018.  (C-17-0325)

 

J.        Amendment to County Contract C-13-0317 between Graybar Electric Company,  and Lancaster County using the County of Los Angeles, California, Contract No. MA-IS-1340234-1 for electrical products.   The amendment renews the contract from April 1, 2017 through March 31, 2018.  The estimated cost to the County is not to exceed $15,000.  (C-17-0312)

 

K.       Amendment to County Contract C-15-0219 with DeAngelo Brothers for Noxious Weed Control - Spraying/Mowing for City of Lincoln Landfills, Quote No. 5096.   The amendment renews the contract from May 19, 2017 through May 18, 2018.  The cost  to the County is not to exceed $10,000.  (C-17-0317)

 

L.        Space rental agreement between Cornhusker Bank and Lancaster County for the County's Legislative Retreat on September 14, 2017.  (C-17-0321)

 

M.      Unit price quotation from Johnson Controls, Inc., pursuant to County Contract C-17-0155 (Bid No. 16-281), in the amount of $24,590.85 for the supply and installation of a new high efficiency boiler for County Extension.

 

6)     CONSENT ITEMSThese are routine business items that are expected to be adopted   without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.       Receive and place on file the following reports for April, 2017:

 

1.     Assessor/Register of Deeds

2.     Clerk of the District Court

3.     County Clerk

4.     County Sheriff

 

B.       Utility Permit No. 1540 allowing Windstream Nebraska, Inc., to replace existing copper cable under So. 82nd Street from Panama Rd. south for approximately 1,400 Lineal Feet.  There is no cost to the County.  (C-17-0318)

8)     ANNOUNCEMENTS:

 

A.       The Lancaster County Board of Commissioners will hold a staff meeting, including department budget hearings, on Thursday, May 11, 2017 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln). 

 

B.       The Lancaster County Board of Commissioners will hold their next regular meeting on Tuesday, May 16, 2017 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) with the Lancaster County Board of Equalization meeting immediately following. 

 

C.        The Lancaster County Board of Commissioners will hold a public hearing on Tuesday, May 16, 2017 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) regarding an amusement license application for Row Crop, LLC to hold an outdoor music concert (Luke Bryan Farm Tour) on September 28, 2017 at 701 SW 63rd Street, Lincoln, Nebraska.

E.        The Lancaster County Board of Commissioners meeting is broadcast live.  It is rebroadcast on Tuesdays (1:30 p.m. and 7:00 p.m.), Wednesdays (12:00 a.m. midnight) and Saturdays (3:30 p.m.) on 5 City-TV, Cable Channel 5.  In addition, the meeting may be viewed on the internet at lancaster.ne.gov under 5 City-TV, Video on Demand or 5 City-TV on YouTube.
