Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

1)  MINUTES:

 

A.   Approval of the minutes of the Board of Commissioners meeting held on Tuesday, April 11, 2017. 

 

2)  CLAIMS:

 

A.       Approval of all claims processed through April 18, 2016.    

 

3)  SPECIAL PRESENTATION:

 

A.        Recognizing April 21, 2017 as Newman United Methodist Church Day - Gene Crump, Board of Trustees, Newman United Methodist Church 125th Anniversary Committee.  (See correlating item 5A)

 

4)  PUBLIC HEARINGS:

 

A.       Manager application for Sheryl Wright in connection with a Class I liquor license for Miller Long VFW Post 3606, 3340 West A Street, Lincoln, Nebraska.  (See correlating item 5B)

 

B.       Lincoln-Lancaster County Health Department amendments to Sections 1, 4, 5, 9, 20, 22, 25 and 34 of Article 2 of the Lincoln-Lancaster County Air Pollution Control Program Regulations and Standards.  (See correlating item 5C)

 

5)  NEW BUSINESS:

         

A.       Resolution in the matter of recognizing April 21, 2017 as Newman United Methodist Church Day.  (R-17-0033)

 

B.       Resolution regarding the corporate manager liquor license application of Sheryl Wright in connection with a Class I liquor license for Miller Long VFW Post 3606, 3340 West A Street, Lancaster County, Nebraska.  (R-17-0029)

 

C.        Resolution regarding amendments to Sections 1, 4, 5, 9, 20, 22, 25 and 34 of Article 2 of the Lincoln-Lancaster County Air Pollution Control Program Regulations and Standards.  (R-17-0030)

 

D.       Resolution in the matter of transferring appropriations from the General Fund Miscellaneous Budget to the General Fund County Court Budget.  The amount to be transferred is $214,000.  (R-17-0031)

 

E.        Resolution accepting Bryan Health's bid of $3,185,000 for property generally located at 2201 South 17th Street, Lincoln, Lancaster County; authorizing the Chair of the Board to execute the attached closing documents; and authorizing the Chief Administrative Officer to execute on behalf of the Board any further documents necessary to complete closing.  (R-17-0032)

 

F.        Quitclaim deed from Lancaster County to Bryan Health to convey property generally located at 2201 South 17th Street, Lincoln, Lancaster County. 

 

G.       Addendum to the 2016-2018 Bargaining Agreement between Lancaster County and Fraternal Order of Police, Lodge #32, under County Contract C-16-0654, to amend Article 22 to include exercise equipment.  (C-17-0274)

 

H.       Interlocal agreement with the Village of Hallam for one Sheriff's deputy to provide law enforcement services within the corporate limits of the Village of Hallam.  Term of the agreement is May 1, 2017 through April 30, 2018.  (C-17-0276)

 

I.        Professional services agreement between Innerspace Studios, Ltd., and Lancaster County, on behalf of the Lancaster County Sheriff's Office, for services related to renovation of certain portions of the Sheriff's office space at the property located at 575 S. 10th Street.   The cost to the County is not to exceed $8,100.  Work is to be completed on or before June 30, 2017.  (C-17-0275)

 

J.        Professional services agreement with Sinclair Hille Architects to provide architectural services related to the renovation of the property located at 1200 Radcliff Street, Lincoln, Nebraska.  The cost to the County is $94,450.  Work is to be completed within 12 months of execution.

K.       Professional services agreement between Olsson Associates and Lancaster County, on behalf of the Lancaster County Engineer's Office, to perform a Tier I site investigation on property located at 110 O Street, Lincoln, Nebraska.   The cost to the County is $12, 670.  (C-17-0278)

 

L.        Supplement Agreement to County Contract C-16-0151 between Felsburg Holt and Ullevig (FHU) and Lancaster County on behalf of the County Engineer to conduct a safety study on Saltillo Road.  Additional cost to the County under this supplement is $2,900.  (C-17-0279)

 

M.      Agreement between Rush Creek Construction, Inc., and Lancaster County, on behalf of the Lancaster County Engineer's Office, for pipe culvert maintenance at 24 locations in Lancaster County (Bid No. 17-057).  The cost to the County is $802,257.42.  Work is to be completed on or before September 22, 2017.  (C-17-0280)

 

N.       Recommendation from the Purchasing Department and County Engineer to award a contract to Constructors, Inc., for asphalt and resurfacing projects in 2017 (Bid No. 17-105).  The cost for the base bid plus two accepted alternates is $5,097,807.23, with an option for additional work in the amount of $1,038,302.06.  (B-17-0105)

 

O.       Authorize Kerry P. Eagan, Chief Administrative Officer to the Lancaster County Board of Commissioners, to sign the Investment Change Summary from Prudential Retirement authorizing Prudential to proceed with changes to the investment arrays for the Plan Numbers 006371 and 006372, as previously authorized by the Lancaster County Board on March 7, 2017. 

 

P.        Amendment to County Contract C-16-0240 with Jim Peterson Auction Company and the City of Lincoln (Bid No. 13-091) for auction services to dispose of unclaimed/abandoned property.  The amendment extends the contract from May 28, 2017 through September 30, 2017.  Lancaster County agrees to pay the auctioneer's fee in the amount of 10% of gross sales for the term of the extension, not to exceed $10,000.

Q.       Amendment to County Contract C-12-0181 with Kohll's Pharmacy & Homecare, Inc., for pharmacy services for General Assistance.  The amendment renews the contract from April 17, 2017 through April 16, 2018.  The cost to the County is not to exceed $450,000.  (C-17-0272)

 

R.       Amendment to County Contract C-16-0153 with Bugeaters Pest Control, LLC for annual services of pest control (Bid No. 16-031).  The amendment renews the contract from April 11, 2017 through April 10, 2018.  The cost to the County is not to exceed $2,000.  (C-17-0281)

 

S.        Grant contract with Families Inspiring Families in the amount of $66,413 for the School Engagement and Suspension Diversion with Parent Support program.  Term of the grant contract is January 1, 2017 through June 30, 2017.  (C-17-0282)

 

6)     CONSENT ITEMThese are routine business items that are expected to be adopted   without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.         Utility Permit No. 1531 allowing Windstream Nebraska, Inc., to install 350 linear feet of fiber optics cable for new service at 7225 W. McKelvie Road.  There is no cost to the County.  (C-17-0273)

8)  ANNOUNCEMENTS:

 

A.       The Lancaster County Board of Commissioners will tour Trabert Hall, 2201 S. 11th Street, Lincoln, on Tuesday, April 18, 2017 at 11:00 a.m. 

 

B.       The Lancaster County Board of Commissioners will hold a staff meeting, including department budget hearings, on Thursday, April 20, 2017 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln).

 

C.       The Lancaster County Board of Commissioners will hold their next regular meeting on Tuesday, April 25, 2017 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln).

 

D.      The Lancaster County Board of Commissioners will hold department budget hearings on Tuesday, April 25, 2017 immediately following their regular meeting, in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln).

F.       The Lancaster County Board of Commissioners meeting is broadcast live.  It is rebroadcast on Tuesdays (1:30 p.m. and 7:00 p.m.), Wednesdays (12:00 a.m. midnight) and Saturdays (3:30 p.m.) on 5 City-TV, Cable Channel 5.  In addition, the meeting may be viewed on the internet at lancaster.ne.gov under 5 City-TV, Video on Demand or 5 City-TV on YouTube.
