Location Announcement of Nebraska Open Meetings Act:  A copy of the Nebraska Open Meetings Act is located on the wall at the rear of the Hearing Room.  Additionally, a copy of all written material to be discussed at today's open meeting is available from the County Clerk's staff at the front of the Hearing Room.  These materials can also be viewed on the County's web site at lancaster.ne.gov. 

 

Those wishing to speak on items specific to today's agenda are asked to do so when the item is called by the County Clerk.  Each speaker is limited to five (5) minutes.  Time limits may be extended or reasonably decreased at the discretion of the County Board Chair.

 

Those wishing to speak on items relating to other County business not on the agenda may speak during the public comment portion of the agenda.  Each speaker is limited to five (5) minutes.  These time limits may be extended or reasonably decreased at the discretion of the County Board Chair.  The public comment period will be limited to one (1) hour.

1)      MINUTES:

 

A.        Approval of the minutes of the Board of Commissioners meeting held on Tuesday, October 22, 2019. 

 

2)      CLAIMS:

 

A.        Approval of all claims processed through October 29, 2019. 

 

3)      SPECIAL PRESENTATIONS:

 

A.        Lancaster County Visitors Improvement Fund Grant of $100,000 to the Malcolm Youth Sports Association for perimeter fencing on softball and baseball fields - Matt Thieman, Malcolm Youth Sports Association President; and Jeff Maul, Convention & Visitors Bureau Executive Director. (See correlating item 5A)

 

B.        Regional Prevention Coalition Annual Presentation - Sandy Morrissey, Regional Prevention Coordination (RPC) Director.

 

 

4)      CONSENT ITEMSThese are routine business items that are expected to be adopted without dissent.  Any individual item may be removed for special discussion and consideration by a Commissioner or by any member of the public without prior notice.  Unless there is an exception, these items will be approved as one with a single vote of the Board of Commissioners.  These items are approval of: 

 

A.        Utility Permit No. 1884 allowing Black Hills Energy to install and extend a new gas main on both sides of Southwest 40th Street and West A Street right-of-way.  There is no cost to the County. (C-19-0801)

 

B.        Right-of-way contracts with the following:

 

1.     Janet L. Kroese, 134th Street and Princeton Road, in the amount of $559. (C-19-0804)

2.     Larry Lee Schlake, Southwest 2nd Street and West Hallam Road, in the amount of $649. (C-19-0805)

3.     Calvin Prange, South 176th Street and Panama Road, in the amount of $163. (C-19-0806)

4.     Gana Trucking and Excavating, Inc., South 54th Street and Wittstruck Road, in the amount of $1,675. (C-19-0807)

5.     Ronald J. and Lisa L. Swiatek, Southwest 56th Street and West Old Cheney Road, in the amount of $271. (C-19-0808)

6.     Adam and Maria Wackel, Southwest 114th Street and West Saltillo Road, in the total amount of $2,128. (2 contracts) (C-19-0809, C-19-0810)

7.     Thomas J. and Brenda R. Messick, North 84th Street and Little Salt Road, in the amount of $1,390. (C-19-0811)

 

C.        Received and placed on file the quarterly report from the County Attorney's Office (July, 2019 through September, 2019).

 

D.        Setting a public hearing on Tuesday, November 5, 2019, at 9:00 a.m., in Room 112, of the County-City Building (555 S. 10th Street, Lincoln, Nebraska), regarding Miscellaneous 19003 - vacation of a final plat on property generally located at 4180 North 148th Street (legally described as Lot 1 and Outlot A, McClellan Estates Addition located in the NW 1/4 of Section 10, Township 10 North, Range 8 East of the 6th Principal Meridian, Lancaster County, Nebraska).

 

5)      NEW BUSINESS:

 

A.        Lancaster County Visitors Improvement Fund Grant Contract in the amount of $100,000 with Lancaster County as the Sponsor and the Malcolm Youth Sports Association as the Grantee, for the construction of perimeter fencing on softball and baseball fields. The grant term is October 1, 2019 through November 30, 2019. (C-19-0803)

 

B.        Interlocal Agreement with the State of Nebraska to provide building space to make available residential programs and treatment services, in a secure and safe environment, through the Youth Rehabilitation and Treatment Centers for youth committed to or placed with Department of Health and Human Services, Office of Juvenile Services. (C-19-0800)

 

C.        Recommendation from the Purchasing Agent and Lancaster County Sheriff to award and execute a Purchase Order to Bizco Technologies for toughbook notebooks (Bid No. 19-256). The total amount of the order is $26,012.08. (C-19-0798)

 

D.        Contract with Ramoncito Ocampo to provide psychiatrist services at the Mental Health Crisis Center for the period of October 1, 2019 through September 30, 2020.  The cost to the County is $770 per 24-hour coverage period. (C-19-0802)

 

E.        Contract with Kubert Appraisal Group in the amount of $2,800 for appraisal services at North 56th Street and Branched Oak Road (County Culvert Project B-187). (C-19-0812)

 

F.         Recommendation from the Purchasing Agent, County Engineer, and County Extension for approval of the Natural Gas Trigger Confirmation with WoodRiver Energy for the supply of natural gas to these offices from December 1, 2019 to March 31, 2020.  The guaranteed price during this period for these quantities will be $3.95 per MMBtu (million British Thermal Units). 7)      ANNOUNCEMENTS:

 

A.        The Lancaster County Board of Commissioners will hold a public hearing on Tuesday, October 29, 2019 at 6:30 p.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) regarding the One and Six-Year Road and Bridge Improvement Program.

 

B.        The Lancaster County Board of Commissioners will hold a staff meeting on Thursday, October 31, 2019 at 8:30 a.m., in the Bill Luxford Studio (Room 113) of the County-City Building (555 S. 10th Street, Lincoln).

 

C.        The Lancaster County Board of Commissioners will hold its next regular meeting on Tuesday, November 5, 2019 at 9:00 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln) with the Board of Equalization immediately following.

 

D.        The Lancaster County Board of Commissioners will hold a public hearing on Thursday, November 7, 2019, at 9:30 a.m., in Room 112 of the County-City Building (555 S. 10th Street, Lincoln, Nebraska) regarding County Special Permit No. 19035 (to allow for the construction of a commercial feedlot on property legally described as Lot 2, Benes Country Acres 1st Addition, and the E 1/2 of the NW 1/4 of Section 4, Township 12 North, Range 6, East of the 6th P.M., Lancaster County, Nebraska, generally located 1/4 mile east of NW 27th Street and West Ashland Road).

 

E.        A pubic sale will be held of surplus County real property on November 7, 2019 at 2:00 p.m., at the east door of the Justice & Law Enforcement Center (575 S. 10th Street, Lincoln, Nebraska).
